(AP) \u2014 More than 10 people were injured when an EF-2 tornado with maximum sustained winds of 128 mph struck a campground at a Navy base in southeast Georgia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tornado touched down at Naval Submarine Base Kings Bay at 5:50 p.m. on July 7, according to the base Facebook page. <a href=\"https:\/\/forecast.weather.gov\/product.php?site=NWS&#038;issuedby=JAX&#038;product=LSR&#038;format=CI&#038;version=1&#038;glossary=0\" target=\"_blank\">The National Weather Service<\/a> said it had sustained winds reaching nearly 130 mph.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere has been no damage to any sensitive military asset or submarine,\u201d according to the Facebook page. \u201cThere are reports of multiple injuries and damage to multiple recreational vehicles in the base RV park, and also reports of damage to buildings and structures on the installation. Many of the injured were transported to local medical facilities for treatment.\u201d<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fnsbkingsbay%2Fposts%2F10157802250686428&#038;show_text=true&#038;width=500\" width=\"500\" height=\"663\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">The base commander thanked local first responders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the situation here is still very dynamic, I want to thank all of our first responders and Camden County first responders for their quick actions,\u201d said Capt. Chester Parks, Naval Submarine Base Kings Bay commanding officer. \u201cTheir quick response most certainly helped.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for the base said that nine people were taken to the hospital, while approximately another four other people were also injured but not hospitalized, <a href=\"https:\/\/www.firstcoastnews.com\/article\/weather\/at-least-10-injured-after-tornado-hits-naval-base-kings-bay-rv-park\/77-2c7730f9-6835-4e52-8e90-c34842d8c146\" target=\"_blank\">according to First Coast News<\/a>. The spokesperson said all the injuries suffered were minor, however.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The local news outlet also reported that a dozen RVs were harmed or destroyed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Hurricane Center said Elsa\u2019s winds have weakened to 40 mph as it made its way into southern South Carolina early Thursday. Elsa will move over South Carolina and North Carolina later in the day, pass near the eastern mid-Atlantic states by Thursday night and move near or over the northeastern United States on Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some re-strengthening is possible Thursday night and Friday while the system moves close to the northeastern United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Tropical Storm Warning is now in effect north of Great Egg Inlet, New Jersey to Sandy Hook, New Jersey, and for the coast of Long Island from East Rockaway Inlet to the eastern tip along the south shore and from Port Jefferson Harbor eastward on the north shore. A warning is also in effect from New Haven, Connecticut to Merrimack River, Massachusetts including Cape Cod, Block Island, Martha\u2019s Vineyard, and Nantucket.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elsa seemed to spare Florida from significant damage, though it still threatened flooding downpours and caused several tornado warnings. The coasts of Georgia and South Carolina were under a tropical storm warning. Forecasters predicted Elsa would remain a tropical storm into Friday, and issued a tropical storm watch from North Carolina to Massachusetts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities in Jacksonville, Florida, said one person was killed Wednesday when a tree fell and struck two cars. The National Weather Service reported 50 mph (80 kph) wind gusts in the city. The tree fell during heavy rains and no one else was injured, according to Capt. Eric Prosswimmer of the Jacksonville Fire Rescue Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow is a time to remember &#8230; that weather is unpredictable,\u201d Jacksonville Mayor Lenny Curry said during a news conference Wednesday evening as he urged drivers to stay off the road. \u201cThis is really early in the (hurricane) season. We\u2019re just outside of the July 4th holiday, we\u2019ve had our first storm and, unfortunately, we\u2019ve had a fatality.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In nearby Camden County, Georgia, a possible tornado struck a park for recreational vehicles at Kings Bay Naval Submarine Base. About 10 people were injured and taken to hospitals by ambulance, said base spokesman Scott Bassett. The extent of their injuries was not immediately clear. He said some buildings on the base appeared to have been damaged as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sergio Rodriguez, who lives near the RV park, said he raced to the scene fearing friends staying at the park might be hurt. The area was under a tornado warning Wednesday evening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere were just RVs flipped over on their sides, pickup trucks flipped over, a couple of trailers had been shifted and a couple of trailers were in the water\u201d of a pond on the site, Rodriguez said in a phone interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cellphone video he filmed at the scene showed trees bent low among scattered debris. He said ambulances arrived and began treating dazed people trying to understand what had happened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA bunch of folks had lacerations and were just banged around,\u201d Rodriguez said. \u201cA majority of folks were in their trailers when it happened.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hurricane center said parts of Florida could see up to 8 inches (20 centimeters) of total rain accumulation from the storm. There was also a risk of flooding in Georgia and South Carolina, which were predicted to get 3 to 5 inches of rainfall. A couple of tornadoes are possible Thursday morning from southeastern Georgia into the coastal plain of South Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scattered power outages were being reported along Elsa\u2019s path Wednesday evening, with about 35,000 homes and businesses on either side of the Georgia-Florida state line without electricity, according to the website <a href=\"http:\/\/poweroutages.us\/\" target=\"_blank\">poweroutages.us<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The storm complicated the search for potential survivors and victims in the collapse of a Miami-area condominium on June 24. Regardless, <a href=\"https:\/\/apnews.com\/article\/joe-biden-fl-state-wire-florida-surfside-building-collapse-da3696a7a3ca55c50374bc9b7afb123a\">crews continued the search<\/a> in the rubble of Champlain Towers South in Surfside, Florida, on the state\u2019s southeast coast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The storm also temporarily halted demolition Wednesday on the remainder of an overturned cargo ship off the coast of Georgia. The South Korean freighter Golden Ray capsized in September 2019 off St. Simons Island, about 70 miles (110 kilometers) south of Savannah. Crews have removed more than half the ship since November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most salvage workers were sheltering indoors Wednesday, said Coast Guard Petty Officer 2nd Class Michael Himes, a spokesperson for the multiagency command overseeing the demolition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Himes said crews would be watching to see if Elsa\u2019s winds scatter any debris from the ship into the surrounding water. The vessel\u2019s remains are open at both ends, like a giant tube on its side, and its cargo decks still contain hundreds of bashed and mangled cars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Edisto Beach, South Carolina, Wednesday started muggy and overcast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe kind of day you can just feel the weather wanting to move in,\u201d Mayor Jane Darby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forecast for the barrier island 30 miles (48 kilometers) down the coast from Charleston was similar to a heavy summer thunderstorm \u2013 an inch or two (2.5 to 5 centimeters) of rain, winds gusting up to about 40 mph (64 kph) and maybe a little beach erosion. Other South Carolina beaches expected similar conditions, coming mostly overnight to be less of a bother to visitors during an extremely busy summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBusinesses are struggling with workers in short supply a lot more than they are going to be bothered by this storm,\u201d Darby said. \u201cThat\u2019s where the stress is now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the U.S. Coast Guard said 13 people were <a href=\"https:\/\/apnews.com\/8434ad1a57a6ba0c4178fc041146e478\">rescued from a boat<\/a> that had left Cuba with 22 people aboard late Monday. Nine people remained missing. Elsa was also blamed for <a href=\"https:\/\/apnews.com\/article\/cuba-tropical-storms-storms-2ebab5b86b4e682e970d389e03517486\">three deaths<\/a> in the Caribbean before it reached Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elsa is the earliest fifth-named storm on record, said Brian McNoldy, a hurricane researcher at the University of Miami.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Kings Bay Fleet and Family Service Center has established a Family Call Center for anyone who may need assistance as a result of the impacts of the storm.
