John Reed, the head of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/14\/americas-armed-forces-punch-back-at-uninvited-brute-who-doesnt-want-to-leave\/\" target=_blank>Hurricane Florence <\/a>response efforts in Charleston, South Carolina, when the unnamed officer formed the \u201cOK\u201d hand signal during MSNBC\u2019s Sept. 14 \u201c<a href=\"https:\/\/www.msnbc.com\/msnbc-live-with-ali-velshi\" target=_blank>Live with Ali Velshi<\/a>&#8221; broadcast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile your actions may have seemed funny and playful to you, they clearly showed lack of maturity and inability to understand the gravity of the situation, namely the preparation and response to Hurricane Florence, a declared disaster,\u201d wrote Reed in the Oct. 5 letter, which the Coast Guard provided to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His admonishment was first reported by <a href=\"https:\/\/www.postandcourier.com\/news\/sc-coast-guard-officer-censured-for-flashing-white-supremacy-sign\/article_9627b1f0-fe25-11e8-b2c7-57224f1a273e.html\" target=\"_blank\">The Post and Courier<\/a>, which identified him as a lieutenant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Coast Guard declined to provide his rank or rating to Navy Times but the services typically do not name junior officers or enlisted personnel who receive merely administrative sanctions for wrongdoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Velshi was interviewing Reed about the changing path of the deadly storm and the tactics the Coast Guard employs to mitigate that when the lieutenant, seated at a table behind the captain, looked directly at the camera and formed the \u201cOK\u201d sign before moving it across the right side of his face.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That sparked an explosion of outrage on social media because the symbol has become linked recently to white supremacists and ethnic nationalists, even if it\u2019s long been associated with signaling that everything\u2019s fine, too.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/15\/coastie-flashes-ok-white-power-gesture-gets-kicked-off-hurricane-response-team\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1198952-11-20180915104619.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Coastie allegedly flashes white power gesture on live TV, gets kicked off hurricane response team<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The gesture, which has gained popularity as a symbol for white power, was quickly spotted by Twitter users.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">OK\u2019s strange path to alt-right politics and \u201cwhite power\u201d symbolism began as a joke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a 2017 troll campaign on a <a href=\"https:\/\/www.theverge.com\/2017\/2\/1\/14478948\/reddit-alt-right-ban-altright-alternative-right-subreddits-doxing\" target=_blank>popular 4chan board<\/a>, participants tried to bamboozle liberals and agitate the mass media by spreading a hoax that neo-Nazis had commandeered OK as a secret signal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem was that some in far-right and white nationalist circles earnestly adopted it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noting the migration from online stunt to sincere hate symbol, Mark Pitcavage, a senior research fellow at the Anti-Defamation League\u2019s Center on Extremism, <a href=\"https:\/\/twitter.com\/egavactip\/status\/1037105011090710528\" target=_blank>weighed in<\/a>, saying that his organization was updating its understanding of the gesture while cautioning that it\u2019s \u201cnot a reliable signifier and no one should assume anything about the use of such a gesture unless there are other unmistakable white supremacist signifiers in that context as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the maritime services, the \u201cOK\u201d sign also has long been associated with the \u201ccircle game,\u201d tomfoolery that involves a quick, but painful, swat by a prankster on an unsuspecting victim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without specifying the lieutenant\u2019s intent, Reed\u2019s administrative letter of censure hints that the unidentified man\u2019s motives weren\u2019t racist, just juvenile and premeditated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The captain notes that an unnamed public affairs specialist had directly cautioned the lieutenant about the controversy behind the gesture before the live broadcast began, \u201cyet you went ahead and decided to play a game as a leader in our Service. Cmdr. Ryan Kelley said that an internal probe by Coast Guard Investigative Services determined that the letter of censure was the best sanction for the lieutenant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Capt. Reed in the written reprimand tells the lieutenant that the letter will neither be filed locally with his unit nor end up in his permanent records, Kelley explained that the officer\u2019s actions were documented in his annual evaluation report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis annual evaluation report is a document that is a primary consideration for future jobs or promotions that this member might apply for or be eligible for in the Coast Guard,\u201d Kelley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the lieutenant was immediately removed from all storm response efforts, his stunt created a significant distraction from the efforts of the Coast Guard and partner agencies battling Hurricane Florence, Kelley said, and \u201cthe perception that this gesture created, regardless of the intent, is not only unprofessional but contrary to all three core values of the service, Honor, Respect, and Devotion to Duty.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>He was upbraided in administrative letter of censure signed by Capt.
