Nicholas C. Panipinto<\/a> to a hospital after the M2A3 <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/10\/21\/team-investigates-bradley-vehicle-rollover-that-led-to-3-training-deaths-at-fort-stewart\/\">Bradley Fighting Vehicle <\/a>he was driving overturned during a road-test while his unit was deployed to Camp Humphreys on the Korean Peninsula. The young soldier was also not properly trained on the vehicle, which had equipment that did not work, and the blood transfusion he needed was not readily available, according to the <a href=\"https:\/\/buchanan.house.gov\/sites\/buchanan.house.gov\/files\/5.27.20%20Letter%20to%20Sec.%20Esper%20Re%20SPC%20Panipinto.pdf\" target=\"_blank\">letter<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Vern Buchanan, R-Fla., wrote to Esper on May 27, and <a href=\"https:\/\/buchanan.house.gov\/media-center\/press-releases\/after-tragic-death-bradenton-soldier-buchanan-calls-military-training\" target=_blank>called for action<\/a> by House and Senate Armed Services Committee ranking members on Monday. Buchanan asked that they work to reduce the number of fatalities from military training accidents by codifying new requirements in the annual defense spending bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Forces Korea did not immediately respond to a request for comment. The early November accident that took the life of Panipinto, who is from Bradenton, Florida, also injured two other troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buchanan said Panipinto was a constituent of his, and that he wrote the letter to Esper on behalf of the deceased soldier\u2019s mother after reading the mishap investigation provided to them, which outlined lapses in safety standards.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2019\/10\/07\/a-botched-program-to-train-saudi-pilots-for-war-in-yemen-cost-a-us-army-aviator-his-life\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/17-_Saudi_Arabian_National_Guard_AH-6_Little_Bird_My_Trip_To_Al-Jenadriyah_32.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">A botched program to train Saudi pilots for war in Yemen cost a US Army aviator his life<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Pressure from Saudi Arabia to increase pilot training led to an Army aviator being rushed through qualifications, and ultimately dying in a crash.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Current regulations require three days of classroom instruction and two days of hands-on driving experience with an instructor before troops are licensed to drive the Bradley, Buchanan noted. But according to Panipinto\u2019s mother, Kimberly Weaver, the soldier did not have a license. Panipinto only had six hours of hands-on driver training and no classroom instruction when he was ordered to road-test the vehicle, Weaver said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlso, not all of the CVC headsets in the four M2A3s that day were properly functioning. As a result, all crew members could not communicate with each other,\u201d the letter to Esper reads. \u201cFurthermore, the safety pin in the driver\u2019s hatch of SPC Panipinto\u2019s M2A3 failed. Camp Humphreys did not have an on-campus hospital or even a military ambulance available to quickly transport Panipinto to a medical facility for emergency treatment, Buchanan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A civilian ambulance did respond to Panipinto, but it had an insufficient oxygen supply, its suction equipment stopped functioning and it didn\u2019t have a blood transfusion supply, according to Buchanan\u2019s letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn addition, that day, the first on-base MedEvac helicopter dispatched to the accident scene got lost,\u201d the letter to Esper reads. \u201cA second MedEvac helicopter could not start at all. Eventually, the first MedEvac helicopter got to the accident scene, 80 minutes after the accident.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the time Panipinto arrived at a hospital, two hours after the accident, it was determined he needed nine pints of blood and five pints of plasma transfused.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2019\/07\/03\/army-vehicle-rollover-deaths-spiked-this-fiscal-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"164\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/306854.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army vehicle rollover deaths spiked this fiscal year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The incidents have led to new vehicle safety initiatives.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately, he passed away later that day from the severe injuries he sustained in the accident and the prolonged delay in getting him to a hospital for emergency medical treatment,\u201d Buchanan wrote in his letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The master driver for Panipinto\u2019s unit said that their driver training program was \u201cnonexistent.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I took over the program there was nothing, I had no paperwork for any soldiers with licenses,&#8221; the master driver said in a sworn statement. &#8220;Soldiers came up to me and informed me that the previous master driver just gave them licenses without a 40 hour block of instruction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buchanan suggested reforms in this year\u2019s defense spending bill, including taking steps to strengthen the training and licensing of military drivers, adding simulation training, ensuring a hospital or emergency services are available and ensuring MedEvac helicopters and military ambulances are stocked with the requisite medical supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is an unbearable pain and what makes it even more painful, is that it was entirely preventable,\u201d Panipinto\u2019s mother, Kimberly Weaver, said. \u201cNothing is going to change the outcome for us now, but we can and should take action to prevent it from happening to other families in the future.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Panipinto was assigned to the 1st Cavalry Division\u2019s 3rd Armored Brigade Combat Team. His unit started its nine-month deployment to the Korean Peninsula in July 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vehicle roll overs are not a new problem within the military. An Army Times report from last summer highlighted the fact that there had been a spike in deaths from that type of mishap throughout fiscal year 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cserious deficiencies and failures\u201d that led to Panipinto\u2019s training death need to be addressed, Buchanan said. His letter referenced a Congressional Research Service <a href=\"https:\/\/fas.org\/sgp\/crs\/natsec\/IF10899.pdf\" target=_blank>report<\/a> from May 2019 that stated 32 percent of active-duty military deaths between 2006 and 2018 were the result of training accidents, a number that far outpaces combat deaths.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The safety pin in the driver\u2019s hatch of Panipinto\u2019s Bradley failed.
