{"id":30252,"date":"2020-01-17T20:51:31","date_gmt":"2020-01-17T20:51:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/01\/17\/naval-training-exercise-near-florida-to-cause-gps-interference-says-faa\/"},"modified":"2026-08-08T06:32:11","modified_gmt":"2026-08-08T06:32:11","slug":"naval-training-exercise-near-florida-to-cause-gps-interference-says-faa","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/2020\/01\/17\/naval-training-exercise-near-florida-to-cause-gps-interference-says-faa\/","title":{"rendered":"FAA: Navy exercise near Florida to cause widespread GPS interference"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Pilots flying over the southeast United States and the Caribbean may experience \u201cunreliable or unavailable GPS signal\u201d throughout January, according to a <a href=\"https:\/\/www.faasafety.gov\/files\/notices\/2020\/Jan\/CSG4_20-01_GPS_Flight_Advisory.pdf\">flight advisory<\/a> from the Federal Aviation Administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Navy\u2019s Carrier Strike Group Four out of Naval Station Norfolk, Virginia, will be conducting training exercises off the coast of Georgia, affecting GPS and associated navigation systems from Jan. 16 to Jan. 24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disruptions will occur as low as 50 feet above ground level within 207 miles of the testing location and as high as 40,000 feet within 460 miles. The FAA is encouraging pilots to <a href=\"https:\/\/www.faa.gov\/air_traffic\/nas\/gps_reports\/\">\u201creport anomalies\u201d<\/a> and frequently check Notices to Airmen (NOTAMs) for the most recent updates.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"938\" height=\"529\" src=\"\/wp-content\/uploads\/2026\/08\/faa_csg4_advisory.PNG.png\" alt=\"\" class=\"wp-image-61145\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/faa_csg4_advisory.PNG.png 938w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/faa_csg4_advisory.PNG.png?resize=300,169 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/faa_csg4_advisory.PNG.png?resize=768,433 768w\" sizes=\"auto, (max-width: 938px) 100vw, 938px\" \/><figcaption class=\"wp-element-caption\">Military training exercises will affect GPS and related navigation systems at different elevations and locations through the end of January. (Federal Aviation Administration)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">According to the U.S. Coast Guard\u2019s Navigation Center, the federal government \u201cis required to conduct GPS tests, training activities, and exercises that involve interfering with GPS receivers.\u201d In early February 2019, Carrier Strike Group Four conducted similar GPS interference testing in the same area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through Jan. 30, there are <a href=\"https:\/\/www.faasafety.gov\/SPANS\/notices_public.aspx\" target=_blank>additional flight advisories<\/a> issued for similar GPS interference testing exercises out of Fort Hood, Texas, Yuma Proving Grounds, Arizona, Cannon Air Force Base, New Mexico, and Fort Bragg, North Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Global Positioning System (GPS) constellation is provided by the Department of Defense (DoD). Routine testing is conducted on the GPS,\u201d said an FAA representative. \u201cThe FAA issues advisories to inform operators that they may experience interference with or disruption of their GPS navigation systems in the vicinity of the testing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These exercises are likely part of a <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/01\/17\/a-new-gps-iii-satellite-is-online-what-will-it-bring-to-the-fleet\/\" target=\"_blank\">continuing emphasis <\/a>on confronting emerging threats in the electronic warfare realm. Military officials and defense industry leaders have grown increasingly weary about interference with position, navigation and timing services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Near-peer adversaries like China and Russia have developed robust capabilities, including allegedly <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/11\/13\/norway-says-russia-jammed-gps-signal-during-nato-drill\/\" target=\"_blank\">jamming GPS<\/a> at a NATO exercise in 2018. North Korea, Iran and even non-state actors have also developed extensive GPS-related jamming capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/satellites\/2019\/05\/17\/government-leaders-worry-about-gps-spoofing-hacking\/\" target=\"_blank\">&#8220;We understand there are jamming threats that can overpower the [GPS] receiver.<\/a> That\u2019s always been a known threat,\u201d said James Miller, executive director of the National Space-Based PNT Advisory Board. \u201cThen there\u2019s spoofing \u2014 a little bit more complicated \u2014 where you can actually misguide or take someone off their route and they won\u2019t even be aware of it. And finally, we\u2019re being faced with a type of hacking, or smart spoofing, where some of the computer systems that run on GPS are actually manipulated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As these tests become increasingly necessary, concerns over civilian pilot safety remain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere can be safety of flight issues as a result of this military activity so pilots should be extra vigilant when flying in the affected area,\u201d said Rune Duke, senior director of air traffic and aviation security at the Aircraft Owners and Pilots Association (AOPA). \u201cIntentional jamming of GPS signals affects many aircraft systems, including navigation and surveillance, which is highly concerning given most aircraft use GPS as the primary means of determining their position.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AOPA, a not-for-profit organization for general aviation, <a href=\"https:\/\/www.aopa.org\/news-and-media\/all-news\/2020\/january\/14\/gps-jamming-expected-in-southeast-during-military-exercise\" target=\"_blank\">reported <\/a>that 64 percent of surveyed pilots expressed concern over GPS interference by the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Coast Guard acknowledges the potential risks associated with GPS interference tests, but \u201conly safety-of-life\/safety-of-flight issues will warrant cancellation or postponement\u201d due to significant logistical and interagency planning needed to conduct such a large exercise, according to their <a href=\"https:\/\/www.navcen.uscg.gov\/?pageName=gpsServiceInterruptions\" target=_blank>website<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCarrier Strike Group FOUR (CSG-4) conducts academic, synthetic and live training, which includes GPS testing, during exercises to create a realistic training environment so that our ships and crews can effectively operate across all domains in a contested environment,\u201d said Cmdr. Charles Drey, public affairs officer with CSG-4. \u201cAs with all exercises, we closely coordinate with the FAA for safety, as well as exercise support, and we have received FAA concurrence during the planned operational timeframes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FAA advisory expires at the end of this month.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Similar
