{"id":35178,"date":"2018-08-14T03:08:56","date_gmt":"2018-08-14T03:08:56","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/08\/14\/un-report-up-to-30000-islamic-state-members-in-iraq-syria\/"},"modified":"2026-08-08T06:46:43","modified_gmt":"2026-08-08T06:46:43","slug":"un-report-up-to-30000-islamic-state-members-in-iraq-syria","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/flashpoints\/2018\/08\/14\/un-report-up-to-30000-islamic-state-members-in-iraq-syria\/","title":{"rendered":"UN report: Up to 30,000 Islamic State members in Iraq, Syria"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">UNITED NATIONS \u2014 The Islamic State extremist group has up to 30,000 members roughly equally distributed between Syria and Iraq and its global network poses a rising threat \u2014 as does al-Qaida, which is much stronger in places, a United Nations report says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report by U.N. experts circulated Monday said that despite<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/07\/24\/defeat-of-isis-in-syria-just-2-3-months-away-commander-says\/\" target=_blank> the defeat of ISIS in Iraq and most of Syria<\/a>, it is likely that a reduced \u201ccovert version\u201d of the militant group\u2019s \u201ccore\u201d will survive in both countries, with significant affiliated <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/08\/08\/us-commander-no-need-for-major-change-in-afghan-war-plan-as-new-general-takes-over\/\" target=_blank>supporters in Afghanistan<\/a>, Libya, Southeast Asia and <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/07\/30\/after-deadly-niger-ambush-us-military-in-africa-says-changes-made-to-protect-troops\/\" target=_blank>West Africa<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experts said al-Qaida\u2019s global network also \u201ccontinues to show resilience,\u201d with its affiliates and allies much stronger than ISIS in some spots, including Somalia, Yemen, South Asia and Africa\u2019s Sahel region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al-Qaida&#8217;s leaders in Iran &#8220;have grown more prominent&#8221; and have been working with the extremist group&#8217;s top leader, Ayman al-Zawahri, &#8220;projecting his authority more effectively than he could previously&#8221; including on events in Syria, the experts said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report to the Security Council by experts monitoring sanctions against ISIS and al-Qaida said the estimate of the current total ISIS membership in Iraq and Syria came from governments it did not identify. At the height of the group\u2019s power its self-proclaimed caliphate stretched from the edges of Aleppo in Syria to just north of the Iraqi capital, Baghdad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With its physical caliphate largely destroyed, the Islamic State movement is transforming from a &#8220;proto-state&#8221; to a covert &#8220;terrorist&#8221; network, &#8220;a process that is most advanced in Iraq&#8221; because it still controls pockets in Syria, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experts said the discipline imposed by ISIS remains intact and <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/09\/28\/isis-releases-baghdadi-audio-as-the-group-crumbles-in-iraq-and-syria\/\" target=_blank>ISIS leader Abu Bakr al-Baghdadi<\/a> \u201cremains in authority\u201d despite reports that he was injured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It is just more delegated than before, by necessity, to the wider network outside the conflict zone,&#8221; the experts said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The flow of foreign fighters to ISIS in Syria and Iraq has come to a halt, they said, but \u201cthe reverse flow, although slower than expected, remains a serious challenge.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/05\/20\/us-anti-isis-office-gets-reprieve-as-syria-pullout-accelerates\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"209\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-953334514.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US anti-ISIS office gets reprieve as Syria pullout accelerates<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The State Department unit overseeing the fight against the Islamic State group will stay in business for at least six more months, reversing an administration plan for the unit\u2019s imminent downgrade even as President Donald Trump presses ahead with a speedy U.S. exit from Syria.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While the rate of terrorist attacks has fallen in Europe, the experts said some governments \u201cassess that the underlying drivers of terrorism are all present and perhaps more acute than ever before.\u201d This suggests that any reduction in attacks is likely to be temporary until ISIS recovers and reorganizes and al-Qaida \u201cincreases its international terrorist activity or other organizations emerge in the terrorist arena,\u201d they said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experts looked at the threats posed by ISIS and al-Qaida by region:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>ARABIAN PENINSULA:<\/b> Al-Qaida\u2019s leaders recognize Yemen \u201cas a venue for guerrilla-style attacks and a hub for regional operations.\u201d Yemen\u2019s lack of a strong central government \u201chas provided a fertile environment for al-Qaida in the Arabian Peninsula.\u201d Its strength inside Yemen is estimated at between 6,000 and 7,000, compared with only 250 to 500 ISIS members in the conflict-wracked country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>NORTH AFRICA:<\/b> Despite the loss to ISIS of the Libyan city of Sirte and continued airstrikes, the extremist group \u201cstill has the capacity to launch significant attacks within Libya and across the border, reverting to asymmetric tactics and improvised explosive devises.\u201d Estimates of ISIS members vary between 3,000 and 4,000, dispersed across Libya. Up to 1,000 fighters in Egypt\u2019s Sinai peninsula have pledged allegiance to ISIS leader al-Baghdadi. Al-Qaida is also continuing a resurgence in Libya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>WEST AFRICA:<\/b> An al-Qaida-affiliated coalition has increased attacks on French, U.S., U.N. and other international interests in the Sahel. Al-Qaida in the Islamic Maghreb has urged attacks on French private companies. The Islamic State in the Greater Sahara is active mostly at the Mali-Niger border and has less of a footprint. \u201cMember states assess that terrorists are taking advantage of territorial control and ethnic conflicts to radicalize populations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>EAST AFRICA:<\/b> The al-Shabab extremist group in Somalia, an al-Qaida affiliate, \u201cremains the dominant terrorist group\u201d in that country, with improvised explosive devices \u201cits weapon of choice.\u201d Despite sustained military action against <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/06\/04\/us-airstrike-kills-27-al-shabab-militants-in-somalia\/\" target=_blank>al-Shabab<\/a>, \u201cthe group has enhanced its capabilities as it retains its influence and appeal.\u201d Member states said ISIS in Somalia \u201cis fragile and operationally weak,\u201d but \u201cit still presents a threat\u201d because the country remains a focus for possible future operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>EUROPE:<\/b> During the first six months of 2018, \u201cthe threat in Europe remained high\u201d but \u201cthe tempo of attacks and disrupted plots was lower than during the same period in 2017.\u201d Much activity involved individuals with no prior security records or deemed low risk. ISIS used the media to urge sympathizers in Europe to conduct attacks in their home countries. Member states expressed concern that returnees could disseminate knowledge and skills related to making drones, explosive devices and car bombs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>CENTRAL AND SOUTH ASIA:<\/b> According to an unidentified U.N. member state, ISIS poses an immediate threat in the region but al-Qaida is the \u201cintellectually stronger group\u201d and poses a longer-term threat. Some leaders of the al-Qaida \u201ccore,\u201d including al-Zawahiri and Osama bin Laden\u2019s son, Hamza, are reported to be in Afghanistan-Pakistan border areas. ISIS continues to relocate some key operatives to Afghanistan. One unidentified government reported newly arrived ISIS fighters from Algeria, France, Russia, Tunisia and central Asian states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>SOUTHEAST ASIA:<\/b> Despite last year\u2019s heavy losses in the Philippines, ISIS affiliates in the country \u201care cash rich and growing in membership.\u201d Intermediaries facilitated financial transfers from the ISIS \u201ccore\u201d to Philippines affiliates and arranged bomb-making and firearms training for recruits from Indonesia at camps in the Philippines.
