And those restrictions were dropped on them with almost no notice, according to their advocates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the \u201cGangways Up\u201d order issued by MSC March 21, the mariners \u2014 or CIVMARs \u2014 have been forced to live on their ships, unable to go home when pierside and sometimes unable to obtain basic hygiene and comfort supplies, according to union officials representing the workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such restrictions \u2014 aimed at keeping the crews free of coronavirus infection \u2014 are pushing the crews to their breaking point, three unions representing the workers warned in a July 29 letter to <a href=\"https:\/\/web.archive.org\/web\/20200319215253\/https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=921\" target=_blank>Rear Adm. Michael Wettlaufer<\/a>, MSC commander.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter, posted to the <a href=\"https:\/\/1xfclv1d7h1y4bllove05ypj-wpengine.netdna-ssl.com\/wp-content\/uploads\/2020\/08\/AdmiralWettlaufer-MEBA-MMP-SIU-P07292020-FINAL.pdf\" target=_blank>Seafarers International Union\u2019s<\/a> website, notes \u201cincreasingly grave concerns regarding the mental health and well-being of MSC\u2019s CIVMARs\u201d as a result of the order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is growing anger, frustration and despair throughout the fleet,\u201d the letter states. \u201cPeople have a breaking point and many of these crewmembers are nearing it.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/07\/29\/source-deployed-civilian-mariner-died-of-self-inflicted-gunshot-wound\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"250\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/earhart-2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Source: deployed civilian mariner died of self-inflicted gunshot wound<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Third Officer Jonathon J. Morris died aboard the deployed cargo ship Amelia Earhart on July 22.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The letter was also signed by leaders of the <a href=\"http:\/\/www.mebaunion.org\/\" target=_blank>Marine Engineers\u2019 Beneficial Association<\/a> and the <a href=\"https:\/\/bridgedeck.org\/\" target=_blank>International Organization of Masters, Mates and Pilots<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It alludes to the July 22 suicide of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/07\/29\/source-deployed-civilian-mariner-died-of-self-inflicted-gunshot-wound\/\" target=_blank>Third Officer Jonathon Morris<\/a> aboard the deployed dry cargo ship Amelia Earhart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While not explicitly tying Morris\u2019 death to the order, the unions wrote that the \u201cGangways Up\u201d restriction \u201cmay have, in some part, contributed to this unnecessary and senseless act.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MSC officials have declined to comment further on Morris\u2019 death, citing an ongoing Naval Criminal Investigative Service investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morris\u2019 father, Jeffrey Morris, told Navy Times Thursday he was \u201csure Jon was equally stressed\u201d as other CIVMARs but that he would \u201cnot speculate on why Jon took his own life.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are genuinely worried that if restrictions are not eased, the likelihood of shipboard emotional instability will increase,\u201d <a href=\"https:\/\/1xfclv1d7h1y4bllove05ypj-wpengine.netdna-ssl.com\/wp-content\/uploads\/2020\/08\/AdmiralWettlaufer-MEBA-MMP-SIU-P07292020-FINAL.pdf\" target=_blank>the unions\u2019 letter states<\/a>. \u201cFurther, the stress-related fatigue caused by the \u2018Gangways Up\u2019 restrictions could lead to safety and mission degradation and operational mishaps.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current situation is taking a terrible toll on the families of these mariners as well,\u201d the letter continues. \u201cThe CIVMARs feel unsupported and abandoned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It ends with the unions asking Wettlaufer to reconsider the order \u201cand adopt a more appropriate and reasonable leave and liberty policy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>An \u2018effective\u2019 policy<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MSC spokesman Tom Van Leunen defended the policy in an email to Navy Times, stating that \u201cit has proven effective in protecting against COVID-19\u201d and preserved \u201cmission capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order affects about 3,900 CIVMARs and 1,500 contract mariners, he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/01\/16\/facing-a-sealift-capacity-collapse-the-navy-hones-in-on-a-strategy-for-new-auxiliary-ships\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" approach to recapitalize ships the country would need to transport 90 percent of Army and Marine Corps equipment in a major war.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">MSC ships resupply other vessels at sea and are supposed to serve as vital surge capability should conventional war break out, ferrying troops and materiel to the fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis relatively small number of mariners are essential to national security,\u201d Van Leunen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Van Leunen confirmed that MSC received the unions\u2019 letter, he declined further comment \u201cas the unions have filed grievances over the policy and taken the matter to arbitration.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Randall Rockwood, a retired CIVMAR and vice president of the International Organization of Masters, Mates and Pilots union that cosigned the letter sent to MSC, questioned the efficacy and fairness of the order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Active-duty sailors and contractors come and go from some pierside ships each day, he said, even as the CIVMARs are forced to remain onboard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe amount of holes in the \u2018bubbles\u2019 the CIVMARs are supposed to be in for their own safety are too numerous to count,\u201d Rockwood said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe CIVMARs are being treated like second-class citizens, worse than convicts,\u201d he added. \u201cThe convicts are being let out of jail.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u2018Zero foresight&#8217;<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rockwood also said the order went into effect \u201cwith next to zero foresight.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Relating what he had heard from union members, Rockwood said some CIVMARs received so little notice that their cars were left parked at the pier because they showed up for work the day the order went into effect and were unable to leave again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was as close to instantaneous as you can describe,\u201d Rockwood said. \u201cOne minute they\u2019re coming and going, the next it\u2019s no one can go ashore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the first few months, CIVMARs on pierside ships were not allowed to go to the Navy Exchange for basic supplies, and their colleagues had to toss supplies aboard from the pier, Rockwood said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a Sealift Command readiness problems<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The resupply ships&#039; readiness problems were the subject of an August Government Accountability Office report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThey would literally throw the required products onto the ship and receive money via Venmo or a weighted packet,\u201d he said. \u201cIt was so archaic and thoughtless.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, CIVMARs have been allowed to get off the ship for supply runs to the base NEX, but morale is \u201cterrible\u201d among the crews, Rockwood said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some crew members have been stuck on the ship up to four months beyond their contracted assignment, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rockwood blamed Wettlaufer, the MSC commander, for the ordeal the mariners are enduring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe continues to treat them as if their interests, well-being, families and loved ones are irrelevant,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A complaint filed to the U.S. Equal Employment Opportunity Commission late last month on behalf of one ship captain alleges that MSC acted unfairly and negligently by forcing CIVMARs to remain on their ships while failing to provide adequate protective equipment for the crews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 40 CIVMARs have since been added to the complaint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Darrin Gibbons, a Virginia attorney who filed the EEOC complaint, said he is seeking class-action status to bring in more CIVMARs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy\u2019s actions are tantamount to false arrest and false imprisonment of its own employees,\u201d the complaint (Mass Communication Specialist 1st Class Scott Bigley\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The complaint seeks an end to the order and compensation owed to the crews, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Navy has allowed active-duty sailors, civilians and contractors \u201cto move freely between work and home while observing COVID-19 protections,\u201d civilian mariners haven been subject to \u201cdraconian measures \u2026 due to a perception that CIVMARs are at risk due to their age,\u201d the complaint states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The only public explanation for the order was found in a May 7 letter from MSC leadership to Washington <a href=\"https:\/\/www.cantwell.senate.gov\/\" target=_blank>Sen. class=\"wp-block-paragraph\">Cade wrote that the policy had proven effective because only two of 166 MSC ships reported positive COVID-19 tests among its CIVMARs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are operating in unprecedented times and countering COVID-19 is critical to ensuring the health and safety of our CIVMARs,\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Twenty-four CIVMARs assigned to the fleet replenishment oiler Leroy Grumman tested positive for COVID-19 in April while the ship was undergoing maintenance in Boston, Van Leunen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One mariner, Joseph Bondoc, passed away \u201cof complications from COVID-19\u201d at a Massachusetts hospital on May 21, Van Leunen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ship\u2019s crew was living in a hotel at the time of the outbreak and was not subject to the \u201cGangways Up\u201d order because the ship was not inhabitable, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A crew member aboard the hospital ship Comfort also tested positive for COVID-19 this
