class=\"wp-element-caption\">On Nov. 5, 2018, a U.S. EP-3 Aries aircraft flying in international airspace over the Black Sea was intercepted by a Russian SU-27.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">A Russian fighter jet flew dangerously close to a U.S. Navy reconnaissance plane on Monday over the Black Sea, the latest incident showcasing simmering tensions in Eastern Europe between Moscow and Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Navy <a href=\"http:\/\/www.navair.navy.mil\/index.cfm?fuseaction=home.displayPlatform&#038;key=5B7DC7D0-C4DB-45E3-92EA-662605B57409\" target=_blank>EP-3E Aries II<\/a> reconnaissance aircraft was flying in international airspace when it was intercepted by a Sukhoi Russian Su-27 \u201cFlanker\u201dfighter in an interaction that lasted about 25 minutes, according to a Navy release and interviews with senior officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian jet conducted \u201ca high speed pass directly in front of the mission aircraft, putting at risk the pilots and crew,\u201d according to the written statement from the 6th Fleet emailed to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey buzzed us,\u201d added Pentagon spokesman Eric Pahon during a Monday press briefing. \u201cThey got a little too close.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian pilot then made an additional pass, zipping close to the U.S. plane\u2019s right side before banking away and applying its afterburner, according to a video of the encounter released by the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey engaged the afterburners and the whole aircraft shook,\u201d Pahon said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a of Navy plane over Black Sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It was the second incident of a Russian jet buzzing a U.S. aircraft over the Black Sea in as many months.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy EP-3E aircraft in Monday\u2019s incident belongs to the \u201cWorld Watchers\u201d of Fleet Air Reconnaissance Squadron 1 operating from Souta Bay, Greece.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy crew reported that they felt turbulence after the first pass and vibrations from the second but their signals reconnaissance plane was operating in accordance with international law and never tried to provoke the Russian response, 6th Fleet and Pentagon officials said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the Russian military is within its right to exercise within international airspace, this interaction was irresponsible,\u201d the 6th Fleet statement said. \u201cUnsafe actions increase the risk of miscalculation and potential for midair collisions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Russian intercepts occur on a regular basis, Pentagon officials say that most are conducted in a safe and professional manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pahon insisted that Monday\u2019s incident was the polar opposite.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat made it unsafe was that they didn\u2019t establish radio contact,\u201d he said. \u201cThey came really, really close to our The rise in new dangers around the globe means sailors are now operating under almost constant threat of attack. That&#039;s a big change \u2014 and the Navy&#039;s top brass is telling sailors to get tough.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Pentagon officials told Navy Times that the EP-3E\u2019s transponder was turned on for the duration of the mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May, a Russian jet closed to within 20 feet of a Navy P-8 Poseidon plane over the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/05\/01\/report-russian-jet-buzzes-us-spy-plane-over-baltic-sea\/\" target=_blank>Baltic Sea<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five months earlier, another Russian Su-27 got within five feet of a Navy Aries aircraft before crossing the American plane\u2019s path, forcing it to enter the Russian fighter\u2019s flight wash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in November of 2017, a P-8 flew through the wake of another Russian jet\u2019s afterburners, causing the American plane to roll 15 degrees and suffer what U.S. officials claimed was \u201cviolent turbulence.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2018\/05\/14\/russian-bombers-intercepted-by-f-22s-off-alaskas-coast\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/90050.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russian bombers intercepted by F-22s off Alaska\u2019s coast<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A flight of long-range Russian bombers were intercepted by U.S. fighter jets off the western coast of Alaska Friday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">These sorts of interactions are supposed to be guided by the 1972 Agreement for the Prevention of of Incidents On and Over the High Seas, or INCSEA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.c6f.navy.mil\/news\/incsea-statement-2018\" target=_blank>INCSEA<\/a> was designed to tamp down Cold War tensions by preventing potentially cataclysmic confrontations between the great powers that could trigger World War III.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was boosted by another 1989 pact, the <a href=\"https:\/\/fas.org\/irp\/doddir\/navy\/opnavinst\/5711_96c.pdf\" target=_blank>Agreement on the Prevention of Dangerous Military Activities<\/a>. Both deals were reaffirmed by the Russian Federation in 1998.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But tensions between Moscow and Washington have flared since Russia\u2019s 2014 annexation of Ukraine\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-europe-18287223\" target=_blank>Crimean Peninsula<\/a>, which juts into the Black Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moscow\u2019s occupation of Crimea and its ongoing meddling in Ukraine\u2019s civil war sparked economic sanctions against Russia by America and its European allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those, in turn, triggered interference by Russian hackers in America\u2019s 2016 presidential election and a rising number of incidents between NATO
