{"id":36275,"date":"2018-03-26T11:37:14","date_gmt":"2018-03-26T11:37:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/03\/26\/army-aviation-at-a-crossroads-as-future-requirements-take-shape\/"},"modified":"2026-08-07T22:36:07","modified_gmt":"2026-08-07T22:36:07","slug":"army-aviation-at-a-crossroads-as-future-requirements-take-shape","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2018\/03\/26\/army-aviation-at-a-crossroads-as-future-requirements-take-shape\/","title":{"rendered":"Army aviation at \u2018a crossroads\u2019 as future requirements take shape"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Army aviation has found itself at a \u201ccrossroads\u201d where the current fleet of CH-47 Chinook, AH-64 Apache and UH-60 Black Hawk multi-year contracts are \u201csunsetting\u201d and the Army must decide when and how it takes the leap from the current fleet to <a href=\"https:\/\/www.defensenews.com\/industry\/2017\/10\/24\/armys-future-vertical-lift-you-cannot-use-a-cookie-cutter-acquisition-process\/\" title=\"\" class=\"\" target=\"_blank\">a far more advanced rotorcraft<\/a>, according to Brig. Gen. Wally Rugen, who has taken the lead on the service\u2019s Future Vertical Lift modernization effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even before the Army makes the decision in the next couple of years on whether it\u2019s ready to take the plunge and back off its older fleet in favor of a new one, the service has submitted initial requirements for its future family of helicopters and those are awaiting approval by Army senior leadership, Rugen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow we kind of find ourselves at an inflection point of, \u2018well, do we keep incrementally upgrading stuff we originally designed in 1970 or do we go for that clean sheet design?\u2019\u201d Rugen said. \u201cCertainly where we are headed is that clean sheet design.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The approval of those<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2016\/04\/29\/first-future-vertical-lift-helicopters-will-be-medium-lift\/\" title=\"\" class=\"\" target=\"_blank\"> initial requirements <\/a>will come even before a prototype effort \u2014 the Joint Multi-Role Technology Demonstration (JMR-TD) \u2014 wraps up. The effort is supposed to help refine requirements for an FVL program of record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are two demonstrators that will fly over the course of the year to educate the Army in terms of what is in the realm of the possible. One aircraft \u2014 <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/v-280-valor-flies\/\" title=\"\" class=\"\" target=\"_blank\">Bell\u2019s V-280 Valor tiltrotor<\/a> \u2014 is already flying while the Sikorsky-Boeing developed aircraft \u2014<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dsei\/2017\/09\/11\/defiants-delay-due-to-blade-manufacturing-challenges\/\" title=\"\" class=\"\" target=\"_blank\"> the SB-1 Defiant coaxial helicopter<\/a> \u2014 is delayed by roughly a year and won\u2019t fly until after this summer, but, <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/14\/defiant-undergoing-rigorous-testing-prior-to-first-flight-this-year\/\" title=\"\" class=\"\" target=\"_blank\">as the team has promised, before the end of the calendar year<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"799\" src=\"\/wp-content\/uploads\/2026\/08\/Defiant.jpg_8fab25.jpg\" alt=\"\" class=\"wp-image-72098\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Defiant.jpg_8fab25.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Defiant.jpg_8fab25.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Defiant.jpg_8fab25.jpg?resize=768,511 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Defiant.jpg_8fab25.jpg?resize=1024,682 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Sikorsky and Boeing have worked together on their offering for the U.S. Army&#8217;s joint multi-role technology demonstrator called the SB-1 Defiant. (Photo courtesy of Boeing and Sikorsky)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">With some major requirements encompassing the airframe, its mission systems architecture and even future unmanned aircraft systems close to approval, the Army is making progress <a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/27\/development-for-future-vertical-lift-aircraft-slow-rolled-in-army-budget-plans\/\" title=\"\" class=\"\" target=\"_blank\">despite the fiscal 2019 budget request indicating some early schedule slippage.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s ultimate goal is to initially field a new aircraft in the early 2030s although there<a href=\"https:\/\/www.defensenews.com\/land\/2016\/09\/19\/bell-helicopter-sees-quicker-path-for-future-vertical-lift\/\" title=\"\" class=\"\" target=\"_blank\"> is a push to make that happen sooner<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about the apparent delay in the process, Rugen said, \u201cI don\u2019t see it that way,\u201d noting the funding profile remained consistent across the five-year budget plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere were a few very small moves, but that was just housekeeping,\u201d he added. \u201cAs far as the Army is concerned we are on the original schedule. We are on schedule.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rugen is in charge of a cross-functional team formed specifically to focus on vertical lift modernization, the third most important modernization priority of six the service has laid out. <a href=\"https:\/\/www.defensenews.com\/land\/2017\/11\/06\/armys-modernization-command-taking-shape-under-freshly-picked-leaders\/\" title=\"\" class=\"\" target=\"_blank\">Each priority is now managed under a CFT<\/a>, which will be house as part of the Army Futures Command that will stand up this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CFT has already put a great amount of thought into what a future fleet will look like, how it will operate and how it will contribute to multidomain battle, a guiding concept recently formalized within the service.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1430\" height=\"710\" src=\"\/wp-content\/uploads\/2026\/08\/V-280_flying.png.png\" alt=\"\" class=\"wp-image-66724\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/V-280_flying.png.png 1430w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/V-280_flying.png.png?resize=300,149 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/V-280_flying.png.png?resize=768,381 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/V-280_flying.png.png?resize=1024,508 1024w\" sizes=\"auto, (max-width: 1430px) 100vw, 1430px\" \/><figcaption class=\"wp-element-caption\">Bell Helicopter\u2019s V-280 Valor tilt-rotor aircraft should be a welcome addition to units conducting fast rope insertions, rappelling, or any other air assault operation. (Bell)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Army plans to build an open systems approach for its FVL aircraft, meaning it will create its own digital backbone that sets up the architecture, so any mission system or sensor developed to the backbone\u2019s software and hardware standards can plug in akin to how apps are developed for Apple or Samsung devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/land\/2018\/01\/30\/future-vertical-lift-plan-poised-to-lead-army-out-of-acquisition-dark-ages\/\" title=\"\" class=\"\" target=\"_blank\">Future Vertical Lift poised to get Army out of the acquisition dark ages<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That system will be demonstrated again in 2020, Rugen noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s CFT is also analyzing what types of unmanned aircraft systems it wants to adopt for the future fleet and while the service is planning demonstrations of prototypes for a future tactical UAS, Rugen said that is just a part of what the service is considering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, when looking at optimizing for large-scale, multidomain combat, the Army doesn\u2019t see just pairing UAS with manned helicopters like it does now, but in more advanced formations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2017\/04\/28\/army-to-hold-flight-demo-to-develop-next-gen-unmanned-aircraft\/\" title=\"\" class=\"\" target=\"_blank\">Army to hold flight demo to develop next-gen unmanned aircraft<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modular missile technology is another capability the Army believes it will need in order to improve standoff capability, Rugen said, but noted \u201cquite honestly, the price point needs to improve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, if the target isn\u2019t an armored vehicle, perhaps there\u2019s something cheaper than Hellfire that can do the job, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modular missile technology, he explained, gives you a kinetic menu to choose from for the front-end of the missile, from flares to flechettes to armored penetrating shape charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it is something that is disruptive,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team is also looking at increasing the range of those missiles and how to get after better price points.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CFT is also interested in using science and technology efforts to help offload the cognitive burden from the air crew, so it is planning to invest in holistic situational awareness capability, according to Rugen. Among that is how to use artificial intelligence in situations of degraded visual environments to navigate safely to the ground. DVE has been a problem the Army has been trying to solve for well over a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team is working across some of the other CFTs to help deliver certain effects on the battlefield, Rugen said. For example, to improve air-to-ground integration and operating in a GPS or satellite denied environment requires partnering with the Network and the Precision Navigation and Timing CFTs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the FVL CFT is working with the Long-Range Precision Fires team on how FVL, in a forward position, could serve as a means to detect and target threats for a Fires team. \u201cWe have the means to target for LRPF at the ranges that LRPF is going to shoot,\u201d Rugen said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>While the Army is headed toward a clean-sheet designed helicopter in the future, it&#8217;s still a matter of when.
