{"id":36325,"date":"2022-03-11T15:10:58","date_gmt":"2022-03-11T15:10:58","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/03\/11\/congress-passes-budget-with-defense-boost-136-billion-in-ukraine-aid\/"},"modified":"2026-08-07T22:41:13","modified_gmt":"2026-08-07T22:41:13","slug":"congress-passes-budget-with-defense-boost-136-billion-in-ukraine-aid","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2022\/03\/11\/congress-passes-budget-with-defense-boost-136-billion-in-ukraine-aid\/","title":{"rendered":"Congress passes budget with defense boost, $13.6 billion in Ukraine aid"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Senate lawmakers finalized a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/03\/09\/budget-deal-would-fully-fund-defense-department-add-136-billion-in-ukraine-aid\/\" target=\"_blank\">$1.5 trillion spending bill<\/a> late Thursday that provides <a href=\"https:\/\/www.militarytimes.com\/congress\/2022\/03\/09\/bidens-ukraine-aid-package-is-getting-super-sized-by-congress\/\" target=\"_blank\">$13.6 billion in new aid for Ukraine<\/a> and funding stability for the Defense Department for the rest of the fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden is expected to sign the measure into law Friday. Without the budget deal, government agencies would have faced partial shutdowns starting Saturday morning because of a lapse in available funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement Thursday night, White House press secretary Jen Psaki praised the bipartisan deal as allowing federal officials to \u201cadvance American leadership abroad\u201d and \u201cdeliver historic support for the Ukrainian people as they defend their country and democracy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also noted the full-year budget agreement \u201cends a damaging series of short-term continuing resolutions that have undermined the government\u2019s ability to meet pressing challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget deal includes $728.5 billion in discretionary funding for the Department of Defense for fiscal 2022 (which began in October). That\u2019s an increase of nearly 5% over fiscal 2021 defense spending levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/11\/06\/surprise-retirement-shakes-up-defense-spending-in-congress\/\" target=\"_blank\">Betty McCollum<\/a>, chairwoman of the House Appropriations Committee\u2019s defense panel, in a statement praised the final spending deal as \u201cabsolutely necessary to meet the needs of the American people and confront unprecedented global challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The package passed both the House and Senate this week with significant bipartisan backing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee ranking member <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2022\/02\/25\/top-republican-defense-voice-in-the-senate-set-to-retire-this-year\/\" target=\"_blank\">Jim Inhofe<\/a>, R-Okla., said the military funding level \u2014 well above what the White House requested in its budget \u2014 will help maintain military investments and \u201ckeep us from falling even further behind China\u201d and other adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the new fiscal year began Oct. 1, defense planners have been operating on a series of budget measures that kept spending at fiscal 2021 levels. That meant new equipment purchases, program starts and other new priorities have been sidelined for months awaiting the full-year agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That has been particularly problematic in the area of military personnel. A 2.7% pay raise went into effect for service members Jan. 1, but Pentagon leaders were not given extra money to implement that change. (AP Photo\/Efrem Lukatsky)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The new compromise budget solves that problem, and also provides a large aid package for Ukrainian officials fighting back against Russian forces that invaded their country last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About half of the $13.6 billion will go to the Department of Defense, in large part to restore military stocks of equipment already transferred to Ukrainian military units through the president\u2019s drawdown authority. Though on the second day of the war the White House proposed spending $6.4 billion, the special fund grew steadily over the last two weeks amid Ukraine\u2019s battlefield gains against Russia and pressure from lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon Comptroller <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/04\/02\/mccord-expected-as-comptroller-nominee-sources-say\/\" target=\"_blank\">Mike McCord<\/a> told a defense industry audience this week Ukraine will force increases to future defense budgets. The added funding in this budget, he said, dovetails with Defense Secretary Lloyd Austin\u2019s pressure on his staff to do as much as possible for Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe has been admonishing us that at every daily meeting, and we do have daily meetings on this, to focus on helping Ukrainians with our drawdown authorities as fast as we can, as long as we\u2019re able to safely,\u201d McCord said. \u201cThat has been a big priority and Congress has been very supportive of that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another $3.1 billion will cover \u201cdeployment, operational, and intelligence costs\u201d for U.S. forces deployed to Europe in response to the Russian actions. Nearly 15,000 American service members have been deployed to the region in support of NATO allies in recent weeks, but none have been sent into Ukraine itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also funds the Ukraine Security Assistance Initiative \u2014 an account to help train and equip the Ukrainian military \u2014 at $300 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The State Department will receive about $4 billion for \u201cthe rapidly expanding humanitarian crisis in Ukraine.\u201d Officials say more than 12 million people in the region are in need of food, shelter and other basic necessities because of shortages caused by the fighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill provides $650 million for military support and \u201can expansion of existing authorities to bolster the defense capabilities of the Ukrainian military and regional allies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The increased defense top line is a boon to Pentagon\u2019s weapons programs and the defense industry. The budget\u2019s defense procurement allotment exceeds the budget request by about $12 billion, with lawmakers adding $7 billion more for research and development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among <a href=\"https:\/\/www.defensenews.com\/author\/stephen-losey\/\" target=\"_blank\">notable moves for the Air Force<\/a>, it would buy 20 more <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2021\/08\/02\/lawmakers-protect-c-130-fleet-push-for-new-propellers-in-annual-legislation\/\">C-130J Super Hercules<\/a> aircraft, made by Lockheed Martin, primarily for the Air National Guard to modernize two operational wings at an additional cost of $1.8 billion. Amid testing failures, the Air Force\u2019s planned hypersonic missile, the the AGM-183A Air-Launched Rapid Response Weapon, is facing a $161 million cut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers added 12 F\/A-18E\/F Super Hornets to the <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/03\/09\/spending-bill-would-add-five-ships-12-super-hornets-to-navy-acquisition-plans\/\" target=\"_blank\">Navy\u2019s budget<\/a>, keeping the Boeing\u2019s production line going, and they added five ships \u2015 including one more <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/06\/01\/if-congress-can-find-the-money-the-us-navy-would-like-another-new-destroyer-this-year\/\">Arleigh Burke-class guided-missile destroyer<\/a> than the administration requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army won about $300 million more than requested for Stryker and Abrams upgrades and $500 million more for aircraft, chiefly to add more UH-60 Blackhawks, CH-47 Chinooks and Gray Eagle drones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>With reporting by Megan Eckstein and Stephen
