{"id":37501,"date":"2019-09-18T19:07:50","date_gmt":"2019-09-18T19:07:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2019\/09\/18\/will-the-army-have-enough-to-pay-for-its-modernization\/"},"modified":"2026-08-07T22:48:28","modified_gmt":"2026-08-07T22:48:28","slug":"will-the-army-have-enough-to-pay-for-its-modernization","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2019\/09\/18\/will-the-army-have-enough-to-pay-for-its-modernization\/","title":{"rendered":"Will the US Army have enough to pay for its modernization?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2019\/03\/13\/us-army-cuts-current-vehicle-fleet-to-make-way-for-next-gen-tech\/\" target=_blank>three-star general in charge of building the U.S. Army\u2019s requirements<\/a> is worried the service won\u2019t find enough efficiencies in its future budgets to cover the costs of <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/08\/a-new-way-to-modernize-army-works-to-close-gap-between-concept-and-capability\/\" target=_blank>modernization,<\/a> especially those costs that have not been realized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army wants to \u201cturn the <a href=\"https:\/\/www.defensenews.com\/land\/2019\/07\/17\/army-futures-command-is-ready-for-prime-time\/\" target=_blank>modernization dial pretty hard<\/a>\u201d in the coming fiscal years, particularly in 2021 and 2022, Lt. Gen. James Pasquarette, the Army G-8, said Sept. 18 at an Association of the U.S. Army breakfast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service managed to find <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/08\/armys-night-court-finds-25-billion-to-reinvest-in-modernization-priorities\/\" target=_blank>roughly $33 billion in its equipping portfolio<\/a> to apply to modernization programs in FY20, and it\u2019s investing more toward those priorities in FY21 after having conducted a second deep dive into all its line items across the budget to reallocate funding for future readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is placing \u201ca big bet\u201d on future readiness in FY20, Pasquarette said, and in FY21, the Army is \u201cdoubling down\u201d on that bet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In FY20, the Army is investing $8.6 billion in modernization efforts and, across the next five years, investing a total of $57 billion, a 137 percent increase from the previous year\u2019s five-year plan, according to Pasquarette.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/defense-news-conference\/2019\/09\/05\/killing-programs-is-like-working-out-acting-army-secretary-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"198\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-cover-chinook-8.12.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Killing programs is \u2018like working out,\u2019 says acting US Army secretary<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The program-killing project &quot;night court&quot; will continue under the presumptive next Army secretary, Ryan McCarthy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Defense Department knows its budget top lines in 2021 \u2014 $738 billion \u2014 and 2022 \u2014 $741 billion \u2014 because of a two-year budget deal worked out with Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But \u201cI don\u2019t know if there\u2019s enough efficiencies and reforms under our steady top line\u201d to accomplish everything the Army wants to do to modernize, Pasquarette said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There will have to be some choices \u201cwe are going to have to put before leadership as we move through the \u201822 [five-year budget plan] on how to balance the program,\u201d he said. \u201cWe have already taken a pretty good, hard look at the portfolio in deep dives, and if we take another third one &#8230; I\u2019m not sure there are the efficiencies there again to fund what we see coming in this program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army <a href=\"https:\/\/www.defensenews.com\/land\/2019\/05\/31\/army-freeing-up-another-10-billion-for-priorities\/\" target=\"_blank\">\u201ctook a pretty hard swing&#8221; in the most recent \u201cnight court\u201d process<\/a>, which the Army has performed two years in a row to pull funding out of programs that don\u2019t contribute to lethality or the predicted future operating environment, Pasquarette said, then applying the funding to modernization priorities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2018\/10\/10\/inflection-point-army-wrestles-to-strike-balance-between-current-and-future-capability\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-inflection-cover-1-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Inflection point: Army wrestles to strike balance between current and future capability<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">At some point soon, the Army will have to make difficult decisions on how long legacy weapon systems and planned upgrades for those capabilities can \u2014 or should \u2014 carry the service into the future.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we do it again in the same way, it will get harder,\u201d he said. There\u2019s \u201can invisible line that\u2019s out there. You don\u2019t know if you\u2019ve crossed it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army leadership recently said because there\u2019s less low-hanging fruit to apply to the service\u2019s priorities, night court isn\u2019t going to get easier. Thomas Cieslak\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are going through the marks right now on that,\u201d Pasquarette said, adding the Army is in the process of working with congressional staff to reconsider funding decisions as bills are ironed out in conference committee. \u201cWe think we are going to land in a place we will be comfortable with,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/08\/22\/avoiding-past-mistakes-are-the-armys-modernization-plans-on-the-right-course\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"215\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/8615794447_524d6746cc_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Avoiding past mistakes: Are the Army\u2019s modernization plans on the right course?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Heritage Foundation is urging the Army ensure its top modernization priorities align with its emerging doctrine, which could mean rearranging them.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are doing the analysis and looking at what areas maybe we need to take a look at, putting a little bit of money back into if we think we took it down too much, and so that is what we owe the leadership. They may decide to accept that risk,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from the challenge of continuously trying to find money within the Army budget to pay for modernization bills that will likely be larger than predicted, Pasquarette said the service\u2019s strategy also assumes a flat budget top line. \u201cI\u2019m not sure that\u2019s a good assumption,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen the budget does go down,\u201d he added, \u201cwill we have the nerve to make hard choices to protect future readiness? Often that\u2019s the first lever we pull in trying to protect end strength and current readiness at the cost of future readiness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is gearing up to look at the five-year defense spending plan covering fiscal years 2022-2026 at the end of the current year, Pasquarette said, and he\u2019s confident that Army leadership is prepared to solve the concerns he raised. \u201cI know they are committed to the future readiness of the U.S. Army,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s ambitious modernization plan being executed via Army Futures Command includes fielding an integrated tactical network beginning in FY21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also in FY21, the service will field a mobile short-range air defense system mounted on a Stryker as well as Iron Dome as an interim solution for its indirect fire protection capability, or IFPC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A next-generation squad weapon and a squad automatic rifle will be fielded in FY23 as well as the first units with the Precision Strike Munition, Extended Range Cannon Artillery system, a hypersonic missile battery and the enduring IFPC capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In FY24, the Extended Range Cannon Artillery system with an autoloader will be fielded, followed by the future tactical unmanned aircraft system in FY25 and the optionally manned fighting vehicle in FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other program\u2019s
