Lindsey Graham, R-S.C. is calling for a no-fly zone in the wake of the deaths of 33 Turkish soldiers in an airstrike launched by the Syrian regime near <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/01\/29\/syrian-troops-capture-key-town-in-rebel-held-idlib-province\/\" target=_blank>Idlib<\/a> \u2014 but the Pentagon remains weary of wading into Syria\u2019s civil war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deaths of the 33 soldiers of NATO ally Turkey is the gravest provocation by Syrian and Russian troops since Turkey shot down a<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2015\/11\/28\/turkish-president-says-wishes-plane-downing-had-not-happened\/\" target=\"_blank\"> Russian jet<\/a> in 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkish air and artillery assets have since retaliated against the Syrian army by pounding the regime\u2019s armor and truck-mobile rocket artillery systems. Videos posted by Ankara-based Anadolu Agency depicting devastating Turkish military strikes have been widely distributed across social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-51667717\" target=_blank>BBC <\/a>reported, citing the Turkish government, that Turkish forces have struck 200 government targets taking out nearly 309 troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But calls for aggressive U.S. military action to bolster its NATO ally are likely to fall on deaf ears as the White House and Pentagon continue to seek an exit from the Syrian civil war quagmire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of Defense Mark Esper spoke with Turkish Minister of Defense Hulusi Akar Thursday regarding Syrian President Bashar al-Assad regime\u2019s \u201cbrutal aggression in Idlib\u201d and the humanitarian crisis in the region, according to a readout of the call provided by Alyssa Farah, a Pentagon spokeswoman.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/02\/28\/turkish-officials-speak-with-nato-and-us-leaders-holds-emergency-meeting-after-29-soldiers-killed-in-syria-airstrike\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20058486557327.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Turkish officials speak with NATO and US leaders, hold emergency meeting after 29 soldiers killed in Syria airstrike<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An airstrike by Syrian government forces killed 29 Turkish soldiers in northeast Syria, a Turkish official said Friday, marking the largest death toll for Turkey in a single day since it first intervened in Syria in 2016.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs President Trump said on Tuesday, and as discussed in today\u2019s call, we are exploring ways the United States can work together with Turkey and the international community,&#8221; Farah said in the call readout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO held a meeting with Turkey under <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/news_173923.htm\" target=_blank>Article 4<\/a> \u2014 which can be requested by a NATO ally when their security is threatened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAllies condemn the continued indiscriminate air strikes by the Syrian regime and its backer Russia in Idlib province. We call on them to stop their offensive,\u201d NATO Secretary General Jens Stoltenberg, said in a news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian civil war continues to be a minefield for U.S. Pentagon and policy makers as America\u2019s NATO ally continues to press the fight against Russian and Syrian regime troops in Syria\u2019s Idlib province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aaron Stein, the director of the Middle East program for the Foreign Policy Research Institute, <a href=\"https:\/\/twitter.com\/aaronstein1\/status\/1233190732564979712?s=20\" target=_blank>tweeted <\/a>that people should \u201cthrottle back\u201d their expectations of a U.S. response to recent incidents in Idlib province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA short-term US response may be to send USAF [U.S. Air Force] fighters to Ankara to patrol the border, as was done after the November 2015 shoot down,\u201d <a href=\"https:\/\/twitter.com\/aaronstein1\/status\/1233132890445295623?s=20\" target=_blank>Stein<\/a> tweeted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the U.S. has been reluctant to wade into the greater politics of Syria\u2019s civil war. There are roughly 500 U.S. troops in northern Syria helping Kurdish-led forces combat ISIS militants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper told lawmakers Wednesday that \u201cthere has not been that discussion about reengaging in the civil war. We think the best path forward is for the UN process that is underway.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Gen. Mark Milley, the Joint Chiefs chairman, echoed those sentiments during a House Armed Services Committee hearing on Capitol Hill Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo my knowledge, there\u2019s no intent nor plans to reengage in the Syrian civil war, nor to put troops back on the Syrian Turkish border,\u201d Milley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any U.S. military support to Ankara is questionable, as relations between Turkey and the U.S. remain strained over America\u2019s support to Kurdish forces in northern Syria who Turkey deems a terror group. And Ankara\u2019s decision to field the <a href=\"https:\/\/www.militarytimes.com\/global\/europe\/2019\/09\/13\/sanctions-still-in-play-for-turkey-state-official-warns\/\" target=_blank>Russian S-400 <\/a>missile air defense system has further soured the alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday Kay Bailey Hutchison, the U.S. ambassador to NATO, called on Turkey to drop the S-400 as Russian troops continue to kill Turkish troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey see what Russia is; they see what they\u2019re doing now. And if they are attacking Turkish troops, then that should outweigh everything else that is happening between Turkey and Russia,\u201d Hutchinson said Thursday during a briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For now, U.S. and NATO support to Turkey following the recent airstrike that killed dozens of Turkish soldiers appears to be mostly words of support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States isn\u2019t going to risk war for events in Idlib, it\u2019s just that simple,&#8221; Stein told Military Times. \u201cSo we\u2019re looking at statements and, maybe, some show of force inside Turkey.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February, <a href=\"https:\/\/www.al-monitor.com\/pulse\/originals\/2020\/02\/turkey-mps-charm-offensive-washington-russia.html\" target=_blank>Bloomberg <\/a>reported that Turkey made a request for Patriot missile batteries to deploy to Turkey\u2019s southern border to protect its forces from Syrian rockets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A U.S. official told Military Times on condition of anonymity because they were not authorized to speak on the record that the U.S. was aware of the Turkey\u2019s request to deploy Patriot systems near the Syrian border, but no decision had been made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe continue to have discussions with the government of Turkey about the troubling situation in Idlib,\u201d the U.S. official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In late February, the UN High Commissioner for Refugees Filippo Grandi sounded alarm bells over the worsening humanitarian disaster since a cease-fire between combative sides in Syria\u2019s Idlib province collapsed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2020\/02\/20\/centcom-reviewing-road-clash-incident-between-us-and-russian-forces-in-syria\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20043505484458.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russian patrol vehicle in clash with US convoy in Syria violated deconfliction rules, OIR says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A video making rounds on social media appears to show a U.S. Oshkosh M-ATV force and nearly ram what looks to be a Russian police vehicle off the road. The Russian vehicle can be seen trying to aggressively push pass an American convoy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The<a href=\"https:\/\/www.unhcr.org\/news\/press\/2020\/2\/5e4e51d04\/un-high-commissioner-refugees-appeals-safety-civilians-trapped-idlib.html\" target=_blank> UN<\/a> says nearly 900,000 have fled their homes in Idlib over the last several months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe world is sitting on its hands and watching the destruction of Idlib by Assad, Iran, and the Russians. This is one of the greatest humanitarian disasters in decades and the brutal aggression of Assad supported by Iran and Russia needs to come to an end,&#8221; Graham said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Graham\u2019s push for a no-fly zone over Idlib could push the U.S. into a broader conflict with Russia and Syrian troops as Stein explained that Russian forces currently dominate the skies over the embattled province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEstablishing a rival one [no-fly zone] means shooting at Russians,\u201d Stein said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am confident if the world, led by the United States, pushed back against Iran, Russia, and Assad that they would stand down, paving the way for political negotiations to end this war in Syria,\u201d Graham said in a media release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon did not immediately respond to questions about
