{"id":38167,"date":"2020-12-10T21:47:47","date_gmt":"2020-12-10T21:47:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/12\/10\/simply-sacking-fort-hood-leaders-doesnt-solve-its-problems-investigators-say\/"},"modified":"2026-08-08T03:20:16","modified_gmt":"2026-08-08T03:20:16","slug":"simply-sacking-fort-hood-leaders-doesnt-solve-its-problems-investigators-say","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/10\/simply-sacking-fort-hood-leaders-doesnt-solve-its-problems-investigators-say\/","title":{"rendered":"Simply sacking Fort Hood leaders doesn\u2019t solve its problems, investigators say"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The 14 leaders fired or suspended at Fort Hood, Texas, this week weren\u2019t singularly responsible for the problems at the installation, according to members of an <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/30\/four-civilian-attorneys-and-a-veterans-advocate-will-lead-the-fort-hood-command-climate-review\/\" target=_blank>independent committee<\/a> members who compiled a <a href=\"https:\/\/www.army.mil\/e2\/downloads\/rv7\/forthoodreview\/2020-12-03_FHIRC_report_redacted.pdf\" target=_blank>lengthy report<\/a> on the post\u2019s handling of sex crimes, homicides and suicides.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur report, I think, was very clear that the problems at Fort Hood were not the result of one commander, they were not the result of one administration, but it was really the result of years of benign neglect in the area of sexual harassment and sexual assault,\u201d said Jonathan Harmon, a West Point graduate and trial lawyer who served on the independent committee, during congressional testimony Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report was sparked by the death and sexual harassment allegations surrounding the case of murdered soldier <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/03\/civilian-charged-in-plot-to-dismember-and-hide-remains-of-murdered-fort-hood-soldier-vanessa-guillen\/\" target=_blank>Spc. Vanessa Guillen<\/a>. After its findings were presented to the Army secretary and chief of staff, the decision was made to relieve leaders ranging from a two-star down to the squad level, including the commander and senior enlisted soldier of 3rd Cavalry Regiment, to which Guillen belonged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commander and senior enlisted soldier from 1st Cavalry Division were also suspended, pending another Army investigation into their unit\u2019s command climate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The highest officer relieved was <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/09\/01\/fort-hood-gets-new-acting-commander-army-orders-in-depth-investigation-into-the-chain-of-command\/\">Maj. Gen. Scott L. Efflandt<\/a>. He led Fort Hood while the post\u2019s top officer, Lt. Gen. Pat White, was deployed to Iraq for much of the past year. But the issues raised in the 152-page report on Fort Hood\u2019s wide-ranging command climate issues certainly pre-date Efflandt\u2019s tenure.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/08\/fourteen-leaders-relieved-or-suspended-after-scathing-report-on-fort-hood-crimes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20343644361153.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fourteen leaders relieved or suspended after scathing report on Fort Hood<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fort Hood leadership knew or should have known of the high risk of harm to female soldiers, according to the report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Chris Swecker, a former FBI inspector who also served on the committee, agreed that it would be wrong to fix responsibility on any one commander. He noted, however, that firing 14 leaders was \u201cdecisive\u201d and \u201ccertainly got people\u2019s attention.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Wednesday] morning we were asked by the secretary of the Army to present to all the four stars and three stars in the Army \u2014 all 300 \u2014 on this very issue and I can tell you that the action on the 14 got their attention,\u201d Swecker said. \u201cIt actually surprised us; We didn\u2019t expect to see that.\u201d<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=05da18b6-5b02-4358-8261-aed6dd45eb70\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-05da18b6-5b02-4358-8261-aed6dd45eb70.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Sergeant Major of the Army Grinston addresses the report on the Fort Hood Independent Review of the command climate and culture released Dec. 8 2020.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The committee had a narrow charter to only look at Fort Hood, but its members have said that the Army should not discount the possibility that its problems may echo across other installations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What Fort Hood requires, though, is a culture change, according to Harmon. The lack of accountability and commitment to deal with sex crimes must be addressed with greater oversight, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey divorced the SHARP program from caring about soldiers. It became \u2018check-the-box,\u2019\u201d Harmon said. \u201cThat\u2019s going to take time to change because it\u2019s been baked into the culture.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most sexual assault and harassment victims are low-ranking soldiers, which requires strong oversight from junior leaders at the squad and platoon levels to curb, the committee members said. But a high operations tempo is part of the reason for those lack of connections between leaders and their troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTime being set aside for them to do that is critical, despite operations tempo,\u201d said Queta Rodriguez, a Marine veteran who served on the committee.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/10\/fort-hood-report-highlights-army-cids-failings-there-and-possibly-elsewhere\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"190\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cid.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fort Hood report highlights Army CID\u2019s failings there, and possibly elsewhere<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The base CID detachment was \u201cbasically being used as a training ground,\u201d said a former FBI inspector who served on the committee. \u201cThey had a difficult time, and it\u2019s not their fault.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Command climate surveys have also been regularly administered at Fort Hood units, as they are at all installations. The surveys reviewed by the committee at Fort Hood \u201cshowed ample reason for concern\u201d with regard to the post\u2019s SHARP program. But the committee found little evidence that those surveys were used to take action on the issues they raised, the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SHARP program\u2019s actual doctrine isn\u2019t necessarily the problem, according to Carrie Ricci, a retired Army lawyer who also served on the committee. Instead, the issue is the \u201ccheck-the-box\u201d mentality by commanders who are focused primarily on train-ups and deployments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt the brigade level, the [SHARP] program can be made or broken,\u201d said Ricci. \u201cSo if there was one place to focus emphasis, it would be at that brigade leadership level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Sylvia Garc\u00eda, D-Texas, who has worked with the Guillen family throughout their ordeal and posed questions during the hearing, said she is eager to see the results of a pending investigation led by Army Futures Command boss Gen. John Murray, a four-star officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Murray was charged with carrying out an in-depth investigation into the actions taken by the post\u2019s chain of command following the disappearance of Guillen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m told that the report is complete, that it\u2019s going through some reviews and then it should be released shortly,\u201d Garc\u00eda said Wednesday during a call with reporters. \u201cI am waiting for the four-star report so that we could see what referrals are made or not made to see if
