{"id":40245,"date":"2018-10-07T22:00:04","date_gmt":"2018-10-07T22:00:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/10\/07\/army-rapid-capabilities-office-realigned-to-focus-on-top-modernization-priorities\/"},"modified":"2026-08-07T22:48:46","modified_gmt":"2026-08-07T22:48:46","slug":"army-rapid-capabilities-office-realigned-to-focus-on-top-modernization-priorities","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2018\/10\/07\/army-rapid-capabilities-office-realigned-to-focus-on-top-modernization-priorities\/","title":{"rendered":"Army Rapid Capabilities Office realigned to focus on top modernization priorities"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=def9668b-7563-43e1-aecc-6f1b594e1163\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-def9668b-7563-43e1-aecc-6f1b594e1163.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Army Rapid Capabilities director Tanya Skeen talks about the revamp she spearheaded of the Army RCO.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2018\/03\/26\/the-next-army-program-executive-office-will-be-the-rapid-capabilities-office\/\" target=_blank>Army\u2019s Rapid Capabilities Office<\/a>, established just over two years ago, isn\u2019t going to be just about rushing to develop electronic warfare, position, navigation and timing, and cyber capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the top three priorities laid out by the RCO at its inception in August 2016 address major capability gaps in the force that could be filled quickly, the office\u2019s new director Tanya Skeen \u2014 who took over roughly six months ago after more than 10 years in the Air Force\u2019s RCO \u2014 sees the office as a place that can tackle much bigger challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO was developed about a year and a half ahead of the Army\u2019s revolutionary move to set up a new four-star command \u2014 Army Futures Command, which was formally activated this August and will reach full operational capability next summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>For more coverage from the AUSA annual meeting, <\/b><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/\" target=_blank><b>click here<\/b><\/a><b>. <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the command, the service will take on six modernization priorities that align with how the Army envisions operating in the future against peer adversaries with similar capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou listen to where the Army needs to go in terms of modernization, and I took a look at our structure in the RCO and said, \u2018The Army needs more out of its RCO. It needs to cover the full expanse of the modernization priorities,\u2019\u201d Skeen told Defense News in an interview just ahead of the Association of the United States Army\u2019s annual conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the RCO team, Skeen set out to restructure the organization to focus on the six modernization priorities set out by the Army.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2018\/04\/25\/army-rapid-capabilities-office-delving-into-long-range-fires\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/LRPFGermany.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army Rapid Capabilities Office takes on long-range fires projects alongside 3 other priorities<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Army\u2019s Rapid Capabilities Office is delving into a few long-range fires projects, which ventures from its original priorities.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Like <a href=\"https:\/\/www.defensenews.com\/land\/2018\/08\/28\/can-austin-make-the-army-weird\/\" target=_blank>Army Futures Command<\/a>, the RCO has leaders assigned to each of the six priorities. For AFC, those leaders spearhead Cross-Functional Teams for each priority. Projects fall under each of the RCO\u2019s modernization priority leads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome of them are smaller, but all of them feed the cross-functional teams and some of them lead to more permanent capabilities in their own right,\u201d she said, \u201cand others feed programs of record and where they are going in support of Army Futures Command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While she doesn\u2019t want to call it a pivot, Skeen said she sees the RCO as undergoing a transformation \u201cdefinitely growing in scope and a refocus on the six priorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Skeen, the RCO is not a place to take on minor projects.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5760\" height=\"3840\" src=\"\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg\" alt=\"\" class=\"wp-image-77883\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg 5760w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AUSA-RCO-1.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 5760px) 100vw, 5760px\" \/><figcaption class=\"wp-element-caption\">U.S. soldiers maneuver to an objective during Saber Junction 18 on Sept. 12, 2018. It\u2019s for major transformational capabilities that are done in just a different way, very streamlined, reduced processes, reduced documentation, those kinds of things, that enable us to be very agile,&#8221; she said. &#8220;And when you do less documentation, when you have less oversight, when you have less process, that is a business risk in some respects, but it does allow us to deliver capabilities faster.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the RCO seems to follow the mold and principles of the AFC, it\u2019s complementary, not redundant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AFC has the entire expanse \u2014 from science and technology, requirements, prototyping and experimentation all the way to delivering true modernization for the Army, Skeen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe RCO is an enabler of some of that,\u201d she said. \u201cThe RCO doesn\u2019t develop its own requirements. We get requirements from CFTs and elements within Futures Command, and the RCO can provide prototyping and experimentation to inform and refine requirements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those efforts can inform a future program of record or deliver a full-up capability, but \u201cwe don\u2019t solve the entirety of Futures Command challenges,\u201d Skeen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO still plans to roughly abide by a time goal of delivering capabilities within a one- to five-year time span, but \u201cI don\u2019t consider that a hard constraint,\u201d Skeen noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO brings to the table the ability to find ways to take a 10- or 15-year program, for example, and shrink the delivery timeline, even if it doesn\u2019t move the effort into a one- to five-year period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while the Army\u2019s acquisition chief, Bruce Jette, earlier this year said he believed the RCO would become its own Program Executive Office, it\u2019s looking like the organization will not formally take on the moniker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Skeen said the charter for the RCO gives it all the authorities of a PEO, so a name change isn\u2019t necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO already has played a big role in one of the efforts within the Army\u2019s top modernization priorities \u2014 Long Range Precision Fires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s LRPF CFT is focused on extending the range of cannon artillery and also on developing a very advanced strategic range cannon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO jumped into the fray in recent months and demonstrated an initial incremental capability to extend a cannon\u2019s range.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sept. 19, at Yuma Proving Ground, Arizona, the RCO was able to double the range of cannon artillery using a modified M777 howitzer by adding a supercharged propellant and the XM1113 round, which takes a 155mm artillery round and extends the cannon range to more than 60 kilometers by providing rocket-assist capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo that provides us a towed capability that gets us closer to the objectives of extending long-range precision fires,\u201d Skeen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There also are some other elements that go with that capability that also inform the longer-term programs of record, she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, when a projectile is fired at a long distance, it needs something that is going to track the round out to its target. The system uses a radar that tracks the round.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the first instantiation of how we might do that with this tracking radar,\u201d Skeen said, that would enable not just the M777 extended range towed cannon but also for longer fires in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt gives us an immediate capability, if you will, but it also informs the program of record in terms of how do you work with this beyond line of sight and track the round at longer distances,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The near-term objective on the program now is to deliver approximately six batteries of the towed howitzer capabilities to be used in the field, according to Skeen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the RCO is not abandoning the work it\u2019s already done on rapidly infusing the force with electronic warfare, PNT and cyber capabilities, it is aligning those efforts underneath various modernization priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is still geared up to test a PNT system on the Stryker this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the RCO just finished an artificial intelligence challenge that captured how to \u2014 within the electronic warfare spectrum \u2014 analyze signals quickly and help determine what action should be taken based on what appears in the spectrum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RCO had 150 participants across the board that looked at data sets of the EW spectrum and how algorithms did against the various data sets to pick out signals of interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will look at the results of that and determine what of this do we want to immediately harvest to put into EW systems that we deployed to Europe,\u201d Skeen said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There&#8217;s more to the
