{"id":40845,"date":"2020-01-30T18:17:40","date_gmt":"2020-01-30T18:17:40","guid":{"rendered":"https:\/\/smg.go-vip.net\/armytimes\/uncategorized\/2020\/01\/30\/house-votes-to-curb-trumps-military-action-on-iran\/"},"modified":"2026-08-07T23:03:30","modified_gmt":"2026-08-07T23:03:30","slug":"house-votes-to-curb-trumps-military-action-on-iran","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2020\/01\/30\/house-votes-to-curb-trumps-military-action-on-iran\/","title":{"rendered":"House votes to curb Trump\u2019s military action on Iran"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015The Democratic-led House passed legislation Thursday to repeal the 2002 war authorization for Iraq and to bar funding for military action in Iran, in an effort to reclaim Congress\u2019s war powers amid <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/01\/29\/iran-photos-suggest-a-us-criticized-satellite-launch-looms\/\" target=_blank>hostilities between Washington and Tehran<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The action marks the <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2020\/01\/09\/in-a-rebuke-to-trump-house-dems-advance-measure-barring-war-with-iran\/\" target=\"_blank\">third time<\/a> in recent months that the House has passed language to limit President Donald Trump\u2019s war powers with respect to Iran. But the plan still faces an uncertain future because of opposition from <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/28\/senate-shoots-down-attempt-to-curb-trumps-iran-war-powers\/\" target=\"_blank\">Senate Republicans<\/a> and mixed messages from the Trump administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House initially issued a veto threat on the measures this week, but Trump later offered room for Republicans to vote in favor, tweeting lawmakers should, \u201cvote their HEART.\u201d <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/07\/12\/house-votes-to-curb-trumps-war-powers-challenging-senate-to-act\/\" target=\"_blank\">Twenty-seven Republicans voted to block funding for military action against Iran in July<\/a>, but only a handful joined Democrats this time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Speaker Nancy Pelosi, D-Calif., urged the president to work with Congress to advance a deescalatory path forward\u2015\u201csmart, strong, and strategic action, not the administration\u2019s reckless and rash policies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no appetite for war in our country.\u201d Pelosi said in a floor speech ahead of the vote. \u201cWe have to be very careful how we engage and protect the American people. This is not about understanding our responsibility and our strength, but as warriors, we need to be peacekeepers. All we\u2019re saying is, let\u2019s do this carefully and not in a way that escalates.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republican leaders argued the legislation would embolden Iran and the Islamic State, and tie Trump\u2019s hands in a dangerous fashion. The House Homeland Security Committee\u2019s top Republican, Rep. Mike McCaul, was among Republicans who accused Democrats of avoiding hearings or a sincere conversation with Republicans about modernizing the authorization of the use of military force, or AUMF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe owe an updated AUMF to our soldiers who are in Iraq risking our lives for our security. We owe that to our partners and the American people,&#8221; said McCaul, of Texas. (Ebrahim Noroozi\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats further irked Republicans by raising the two measures in a way that prohibited the Republican minority from a motion to recommit\u2015a tool, used at the last minute to try to amend a bill, which Republicans have used in recent months to force votes that have divided Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thursday\u2019s votes fell mostly along party lines. To restrict funding for military action against Iran, 223 Democrats and four Republicans voted \u201cyea,\u201d while 172 Republicans and three Democrats voted \u201cnay.\u201d For 2002 AUMF repeal, 224 Democrats and 11 Republicans voted \u201cyea,\u201d while 164 Republicans and two Democrats voted \u201cnay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since votes in July to add the measures to the 2020 defense policy bill, the language were dropped in negotiations with the Republican-led Senate. Since then, some Trump administration officials have used it to justify the U.S. strike that killed Iranian Gen. Qassem Soleimani, though others have cited Article II of the U.S. Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Armed Services Committee\u2019s top Republican, Rep. Mac Thornberry, argued Thursday that under the legislation, the nation would not have been about to carry out the attack against Soleimani, who was planning an imminent attack, according to the president and some administration officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEven if we had perfect intelligence that he was about to kill large numbers of Americans, we\u2019d have to wait until they died first,\u201d said Thornberry, of Texas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/congress\/2020\/01\/24\/iran-war-vote-and-top-secret-brief-set-in-congress-despite-impeachment\/\" target=_blank>In a closed-door briefing Tuesday on Iran<\/a>, Democratic senators concerned about the legality of U.S. military action said they were unable to obtain a commitment from State Department officials that the administration would come to Congress for permission to use further military force against Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is my sense the administration feels that they have no obligation to come to Congress to declare war, period, that they have all the authorities they need, and that\u2019s pretty shocking to me,\u201d the Senate Foreign Relations Committee\u2019s top Democrat, Sen. Bob Menendez, of New Jersey, said Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House previously passed the repeal the 2002 AUMF that was authored by Rep. Barbara Lee, D-Calif., as well as the separate measure from Rep. Ro Khanna, D-Calif., that would prohibit funding for offensive attacks against or in Iran without congressional approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khanna\u2019s Republican co-sponsor, Rep. Matt Gaetz his \u201cyes\u201d vote Thursday as an accurate reflection Trump\u2019s \u201cAmerica first\u201d policies and aversion to costly \u201cendless wars.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInstead of wasting our blood and treasure bombing and rebuilding Iraq, let\u2019s rebuild our own great nation. Let\u2019s secure the border with Mexico before we send the next soldier, sailor, airman or Marine to secure Iraq\u2019s border with Iran,\u201d said Gaetz, of Florida. \u201cKeeping U.S. forces in Iraq is not what President Trump wants, it\u2019s not what the American people want, it\u2019s not what the Iraq parliament wants.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khanna, ahead of the vote, defended his legislation as doing nothing to restrict the commander in chief to protect American interests or allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we are hit, he has all the authority to act and not come to Congress for authorization,\u201d Khanna said of the president. \u201cAll my amendment says is before we get into another Middle East war, before we waste
