(South Korea Defense Ministry via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">North Korea in February 2016 shut down a line that had been used for military communication around the western coast of the peninsula to protest South Korea\u2019s decision to shut down a North Korean factory park that had been jointly operated by the countries. The South had been reacting to a North Korean nuclear test. The communication line was partially restored in January following the North\u2019s diplomatic outreach to the South ahead of February\u2019s South Korean Winter Olympics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During Thursday\u2019s meeting, the military officials also agreed to restore a military communication line along the eastern coat that the North shut down in 2011.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/22\/road-to-north-koreas-denuclearization-is-littered-with-failure\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"176\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18111355411423.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Road to North Korea\u2019s denuclearization is littered with failure<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">While Seoul and Washington welcomed Pyongyang\u2019s declaration on Saturday to suspend further intercontinental ballistic missile tests and shut down its nuclear test site, the past is littered with failure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The possible trust-building steps discussed between the military officials included disarming on a \u201ctrial basis\u201d the Joint Security Area in the Panmunjom, which is the only spot in the Demilitarized Zone where the rivals\u2019 soldiers stand almost face to face. The area was where North Korean leader <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/04\/27\/kim-jong-un-makes-history-crosses-border-to-meet-his-rival\/\" title=\"\" class=\"\" target=\"_blank\">Kim stepped across the demarcation line<\/a> to greet South Korean President Moon Jae-in for their historic summit in April. It was also where a <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/11\/14\/seoul-north-koreans-fired-40-shots-at-defector-hit-him-with-5\/\" title=\"\" class=\"\" target=\"_blank\">defecting North Korean soldier fled<\/a> south last year in a hail of bullets fired by his former comrades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korean Maj. Gen. Kim Do-gyun told reporters before the talks that the southern delegation would \u201cinvest our best efforts to bring in a new era of peace on the Korean Peninsula.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a building on the northern side of Panmunjom, the South Korean officials were greeted by a North Korean delegation led by Lt. Gen. An Ik San.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korean Maj. Gen. Kim Do-gyun told An that he was honored to meet him and expressed hope for a meaningful breakthrough in the talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon met Kim Jong Un in April and again in May as Pyongyang made a diplomatic push following a provocative run of nuclear and missile tests in 2017. The Koreas have agreed to various sets of peace talks, including planned discussions to set up reunions between war-separated families and to field combined teams at the Asian Games in Jakarta, Indonesia, in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Korean Peninsula remains technically at war because the 1950-53 conflict ended in an armistice, not a peace treaty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Annual military drills between Washington and Seoul have long been a major source of contention between the Koreas. North Korea, which sees the exercises as invasion rehearsals, last month broke off a high-level meeting with Seoul over South Korea\u2019s participation in a two-week military exercise with the United States.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/24\/ahead-of-summits-us-tones-down-war-games-with-south-korea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3251072.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Ahead of summits, US tones down war games with South Korea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">This year, the exercises have been postponed, scaled back, probably shortened and certainly toned down. They have not, however, been canceled. Here\u2019s why:<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A second summit between Kim and Moon in late May put the senior-level talks between the Koreas back on track. Still, North Korea\u2019s state media continued its criticism of allied military exercises, demanding Washington days later \u201cstop the acts of threatening its dialogue partner by force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the 1970s, the United States and South Korea have held a major summertime exercise called Ulchi Freedom Guardian that involves tens of thousands of troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choi Hyunsoo, spokeswoman of South Korea\u2019s Defense Ministry, told reporters on Thursday that the allies \u201cwere closely coordinating and holding discussions\u201d on the drills, which usually begin in August. She didn\u2019t elaborate on what was being discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics say the allies would be sending a bad signal to North Korea if they stop the drills before the North takes concrete steps toward denuclearization. There are lingering doubts on whether Kim would ever agree to fully relinquish the weapons he may see as his strongest guarantee of survival.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
