{"id":43335,"date":"2022-04-13T18:43:44","date_gmt":"2022-04-13T18:43:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/04\/13\/budget-hang-ups-slow-sexual-assault-prevention-reforms\/"},"modified":"2026-08-08T07:37:03","modified_gmt":"2026-08-08T07:37:03","slug":"budget-hang-ups-slow-sexual-assault-prevention-reforms","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2022\/04\/13\/budget-hang-ups-slow-sexual-assault-prevention-reforms\/","title":{"rendered":"Budget hang-ups slow sexual assault prevention reforms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Pentagon is about to meet its first deadline on a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/09\/22\/pentagon-unveils-new-sexual-assault-response-plan-with-a-deadline-of-up-to-8-years\/\" target=\"_blank\">years-long implementation plan<\/a> for more than 80 recommendations released last year after a review commission drilled down on the Defense Department\u2019s sexual assault prevention and response programs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But things aren\u2019t as far along as they would have liked, according to the DoD\u2019s No. 2 official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though implementation began in September, Congress didn\u2019t pass a full year\u2019s budget until March 10, holding up some of the progress. That delayed one of the plan\u2019s cornerstones, Deputy Defense Secretary Kathleen Hicks told Military Times on Tuesday, which includes hiring a<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/07\/02\/a-professionalized-military-sexual-assault-and-response-program-could-be-on-the-way\/\" target=\"_blank\"> dedicated workforce<\/a> to administer prevention training and response programs, rather than the commonplace troops on collateral duty doing it now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe just got those appropriations. So now begins the journey of trying to hire that pool of talent,\u201d Hicks said during a Defense Writers Group event. \u201cAnd of course, we\u2019re doing it at a time when mental health professionals are at a premium across not just government but across the country. So I think that\u2019ll be a barrier to our timelines, but we\u2019re moving out as quickly as we can.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking ahead, the Pentagon\u2019s recent budget proposal for fiscal year 2023 includes $479 million for SAPR reform.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/03\/31\/17-years-on-military-sexual-assault-prevention-is-early-in-development-pentagon-report\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"246\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sharp-image.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">17 years on, military sexual assault prevention is \u2018early in development\u2019: Pentagon report<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Evaluations of 20 installations found that prevention efforts aren&#039;t where they need to be.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The first deadline comes up May 1, when the implementation team will present Hicks with a set of metrics they\u2019ll use to measure success in new efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe reforms with regard to the military justice system are also well underway,\u201d Hicks said. Those include a new, independent organization that assigns experienced sexual assault prosecutors to make decisions about trying cases, instead of leaving decisions up to unit commanders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also some bureaucratic changes in the works, she added. Those include raising statutory limits on the number of senior DoD civilians and general officers, helping create some of these new organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut by and large, we\u2019re well down the pathway that we expected \u2015 except for the appropriations issue,\u201d Hicks said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The implementation plan, which rolls out in increments through 2030, is expected to cost $4.6 billion over the next five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the most groundbreaking parts of the plan are on the response side, the prevention piece will be a huge lift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Pentagon report on SAPR compliance at military bases included the assertion that the military\u2019s understanding of and ability to prevent sexual assaults is underdeveloped, though the program has existed since 2005.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think this is part of the problem, is that SAPR\u2019s about response, and we want a prevention workforce, and they\u2019re not the same, and they\u2019re not trained the same way,\u201d Hicks told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further installation-level reviews, she added, will help DoD figure out where to place their new, dedicated prevention
