{"id":43351,"date":"2018-09-05T19:16:51","date_gmt":"2018-09-05T19:16:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/09\/05\/heres-the-blueprint-for-erik-princes-5-billion-plan-to-privatize-the-afghanistan-war\/"},"modified":"2026-08-08T07:37:40","modified_gmt":"2026-08-08T07:37:40","slug":"heres-the-blueprint-for-erik-princes-5-billion-plan-to-privatize-the-afghanistan-war","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2018\/09\/05\/heres-the-blueprint-for-erik-princes-5-billion-plan-to-privatize-the-afghanistan-war\/","title":{"rendered":"Here\u2019s the blueprint for Erik Prince\u2019s $5 billion plan to privatize the Afghanistan war"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=d2590b7e-b410-41b9-abf2-57c864f081a3\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-d2590b7e-b410-41b9-abf2-57c864f081a3.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">That&#8217;s the question MIlitary Times asked in a briefing with Defense Secretary Jim Mattis and Joint Chiefs Chairman, General Joseph Dunford.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Blackwater founder Erik Prince thinks the time is right to try a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/09\/03\/top-us-general-departs-for-pakistan-india-to-bolster-afghanistan-strategy\/\" target=_blank>new approach in Afghanistan<\/a>, one that he says will reduce war spending to a sliver of its current levels, get most troops home and eliminate Pakistan\u2019s influence on U.S. policy there: Let him run it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an exclusive interview with Military Times, Prince shared new details about his proposed force and why he believes a small footprint of private military contractors and even smaller footprint of <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2018\/08\/15\/air-force-assets-spec-ops-airmen-fought-during-the-ghazni-siege-one-pj-reportedly-wounded\/\" target=\"_blank\">U.S. special operators <\/a>may be able to accomplish what hundreds of thousands of U.S. troops and NATO forces over the last 17 years could not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prince first<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/08\/02\/blackwater-founder-wants-to-run-the-afghan-air-war-with-his-private-air-force\/\" target=\"_blank\"> presented the idea<\/a> as President Donald Trump took office last year, hoping that the president\u2019s <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/307568422789709824?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E307568422789709824&amp;ref_url=https%3A%2F%2Fwww.cnn.com%2F2017%2F08%2F21%2Fpolitics%2Fhistory-president-trump-remarks-afghanistan-tweets%2Findex.html\" target=\"_blank\">long-stated opposition <\/a>to keeping U.S. forces in Afghanistan would open the door to a privatized presence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Trump listened to his national security team instead, including critics of the plan like Defense Secretary Jim Mattis, former Secretary of State Rex Tillerson and former National Security Adviser H.R. McMaster and Tillerson are no longer working for the White House; Mattis&#8217; ability to influence the president seems to have waned and new National Security Adviser John Bolton told ABC News this month he\u2019s \u201calways open to new ideas.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I floated this idea last year a lot of people shot it down,\u201d Prince told Military Times, referring to his initial pitch as Trump took office. \u201cI floated it again this year, because I know even days after [Trump] made the decision [to extend the U.S. mission in Afghanistan] last year, how reluctant he was to make that decision.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/08\/28\/dod-afghanistan-operations-could-hit-22-years-but-dont-call-it-a-permanent-presence\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/42519246050_e6764f8f81_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD: Afghanistan operations could hit 22 years \u2015 but don\u2019t call it a permanent presence<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">US forces, diplomats there for forseeable future, Defense Secretary Jim Mattis says.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Mattis remains opposed to a privatized force and was blunt in his criticism when asked about it by Military Times at a Pentagon press briefing last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen Americans put their nation\u2019s credibility on the line, privatizing it is probably not a wise idea,\u201d Mattis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, Prince is undeterred. He suspects that interest in his plan at the White House will grow as senior national security staff remaining from McMaster\u2019s days depart and new staff under Bolton increase their sway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prince also thinks that, ultimately, cost savings might convince the president to try something new. Prince said his plan would cost $5 billion a year, a fraction of what it currently costs the U.S. to operate in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. government estimates that the 9\/11 attacks, which originated in Afghanistan, <a href=\"https:\/\/govinfo.library.unt.edu\/911\/staff_statements\/911_TerrFin_App.pdf\" target=_blank>cost Osama bin Laden $500,000 to plan<\/a>. Since the U.S. responded in October 2001, <a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/defbudget\/fy2018\/Section_1090_FY17_NDAA_Cost_of_Wars_to_Per_Taxpayer-July_2017.pdf\" target=_blank>U.S. taxpayers have spent $753 billion in war operations,<\/a> based on a 2017 defense department assessment; <a href=\"https:\/\/www.sigar.mil\/pdf\/testimony\/SIGAR-18-46-TY.pdf\" target=_blank>$126 billion in reconstruction, based on SIGAR\u2019s most recent audit; <\/a>and about $45 billion each for continued operations in 2018 and 2019. Gregory Brook\/Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery day the U.S. has to keep that many forces in Afghanistan is another day OBL wins,\u201d he said, referring to Bin Laden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basics of Prince\u2019s plan:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Swap out the people:<\/b> There are 23,000 multinational forces in Afghanistan (including about 15,000 Americans and <a href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/pdf_2018_07\/20180706_2018-07-RSM-Placemat.pdf\" target=_blank>about 8,000 NATO-member country forces<\/a>) and <a href=\"https:\/\/www.acq.osd.mil\/log\/PS\/.CENTCOM_reports.html\/5A_July%202018_Final.pdf\" target=_blank>about 27,000 DoD-supporting contractors<\/a>. &nbsp;Prince wants to replace them with a smaller footprint of 6,000 contractors and 2,000 active-duty U.S. special operations forces. The 6,000 contractors would be made up of 60 percent former U.S. special operations forces and 40 percent former NATO special operations forces. &nbsp;The NATO forces, Prince said, \u201cwould come as individuals not from a NATO unit, thus they would not be hampered by the myriad of national restrictions on each NATO country.\u201d&nbsp;<\/li><li><b>No more NATO mission:<\/b> Prince would not say if he had discussed his plan with other NATO-member countries, but his force would serve as a replacement for the NATO forces on the ground as well. \u201cThe idea of our concept is to provide an embedded structural support to the ANSF, making all conventional forces redundant,\u201d Prince said.&nbsp;<\/li><li><b>Command and control:<\/b> The 2,000 U.S. special operations forces that would augment the 6,000 contractors \u201cwould remain the lead element and provide the U.S. unilateral direct-action capabilities and provide quality assurance over any contracted elements,\u201d Prince said.&nbsp;<\/li><li><b>No rotations:<\/b> Those contractors would stay with their Afghan units, instead of moving in and out in a more typical military deployment cycle. Those contractors \u201cwould be retained for the long term, at least three years minimum,\u201d Prince said. \u201cTypical 90 days on, 30 off rotations going back to the same unit and same geography each time.\u201d<\/li><li><b>A private air force:<\/b> About 2,000 of Prince\u2019s contractors would be there to operate a fleet of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/08\/02\/blackwater-founder-wants-to-run-the-afghan-air-war-with-his-private-air-force\/\" target=_blank>medevac, close air support and helicopter air assets<\/a> and run two western-style combat surgical hospitals that would also treat wounded Afghan soldiers.&nbsp;<\/li><li><b>A fraction of the cost: <\/b>Prince said he can execute this mission on a budget of roughly $5.5 billion. Specifically, $3.5 billion for the contractors, aircraft, warehouses for logistics and the field hospitals; about $2 billion for the 2,000 U.S. special operations forces.&nbsp;<\/li><li><b>What accountability? <\/b>The contractors and military forces would both be subject to the <a href=\"https:\/\/www.justice.gov\/sites\/default\/files\/criminal-hrsp\/legacy\/2011\/02\/04\/03-10-08dod-ucmj.pdf\" target=_blank>Uniform Code of Military Justice<\/a> and Afghan law. Each aircraft would also have an Afghan crew member who would be the one to fire munitions, not the contractor. \u201cContractors serving as adjunct in the Afghan forces under Afghan [rules of engagement] would be accountable for any misconduct under the UCMJ,\u201d Prince said. \u201cA JAG element, similar to what\u2019s assigned now for U.S. Forces, would have jurisdiction over the U.S. and foreign contracted personnel. Any investigations and trials would be conducted in Afghanistan. Any incarceration would be by their home country of citizenship or U.S. as acceptable,\u201d Prince said.<\/li><li><b>What about long-term care in case of injury?<\/b> The contractors would be covered by <a href=\"https:\/\/www.dol.gov\/owcp\/dlhwc\/lsdba.htm\" target=_blank>Defense Base Act insurance,<\/a> which covers the costs of full medical treatment, evacuation and lost wages. Military personnel would be cared for under the VA.&nbsp;<\/li><\/ul>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2017\/08\/02\/blackwater-founder-wants-to-run-the-afghan-air-war-with-his-private-air-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"144\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/070402-F-3961R-201.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Blackwater founder wants to boost the Afghan air war with his private air force<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Erik Prince, the former CEO of the private military company formerly known as Blackwater, wants to run the Afghan air war with a private air force capable of intelligence collection and close-air support, according to a recent proposal submitted to the Afghan government.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Even with the attractiveness of a far cheaper price tag, Prince\u2019s name is forever tied to Blackwater USA, the former private security company he founded in 1997. And Blackwater\u2019s reputation from Iraq may become the No. 1 reason Prince\u2019s Afghanistan proposal is so far finding fewer supporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2004 the State Department found itself ill-prepared to provide full security for the rapidly growing population of diplomats in Baghdad operating under the Coalition Provisional Authority. The State Department selected Blackwater that year to fill gaps in its Worldwide Protective Services Contract, with an initial award of $106 million, according to a State Department inspector general\u2019s audit. By 2009, Blackwater had been paid more than $1.35 billion for security services in Iraq.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blackwater quickly became a symbol of what government watchdogs said was out-of-control war spending. Contractors were criticized for acting as if they were above Iraqi law. Blackwater convoys ran Iraqi civilian drivers off the roads and frequently used machine gun fire as a default warning when locals got too close. Their behavior angered and alienated the local population, even as some of the U.S. ground forces came to rely on Blackwater in gun battles where additional military assets could not respond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then came Nisoor Square. On Sept. 16, 2007, after several previous hostile engagements that day, Blackwater contractors fired on a crowd of Iraqi civilians, killing 17. The Iraqi government ordered the security firm out of the country. The State Department ended Blackwater\u2019s contract the next year. Some former employees involved in that shooting incident remain in jail, awaiting sentencing in the U.S courts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2016\/02\/02\/4-ex-blackwater-contractors-appeal-convictions-in-iraq-shootings\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"226\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635899510059569159-blackwater-trial-weigjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">4 ex-Blackwater contractors appeal convictions in Iraq shootings<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">WASHINGTON (AP) \u2014 Four former Blackwater security contractors found guilty in a deadly Baghdad shooting appealed their convictions on Monday, saying a key witness against them had changed his testimony after the trial and that prosecutors lacked juri<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Prince said that incident was not representative of the whole firm, and said layers of bureaucracy by the State Department and specific requirements for movements, such as requiring four vehicles, \u201cbrand-new Suburbans washed and waxed that morning\u201d to drive in every convoy \u2014 instead of lower-profile local vehicles that would blend in \u2014 added to the tension the firm encountered and generated in Iraq.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the media to define a company by one event is probably not fair,\u201d Prince told Military Times, saying the Nisoor Square incident was the most-reported civilian casualty event of the war. Prince points to data collected by the non-profit <a href=\"https:\/\/www.iraqbodycount.org\/\" target=_blank>Iraq Body Count, <\/a>which estimates that at least 180,000 Iraqi civilians have been killed since the U.S. launched Operation Iraqi Freedom in 2003 \u2014 and more than 92,000 of those occurred after the 2007 Blackwater incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the Nisoor Square shooting, Blackwater has changed its name at least twice and is now known as Academi. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/07\/13\/infamous-contractor-wants-to-privatize-the-afghanistan-war-again\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"202\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/07\/AP17281587682499.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Infamous contractor wants to privatize the Afghanistan war (again)<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The founder of Blackwater says he could help win the war in Afghanistan with 6,000 security contractors.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Even if it\u2019s not named Blackwater anymore, the idea of contracting out U.S. war policy gives some Afghanistan experts cause for concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think its a recipe for corruption. I think it\u2019s a recipe for potential for human rights or other abuses by forces on the ground because they are not government forces,\u201d said Seth Jones, a former plans officer and adviser to the commanding general, U.S. Special Operations Forces, in Afghanistan who is now a senior adviser at the Center for Strategic and International Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I\u2019ve looked at successful counterinsurgency campaigns since World War II, I see almost no cases of governments essentially contracting out significant parts of a war effort,\u201d Jones said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prince says Afghanistan would be different. When out in the field, each contractor would have a body camera, which he said would be made readily available to the Defense Department if an event required further military investigation under the UCMJ.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCertainly we\u2019ll put body cameras on guys because we\u2019ll certainly have \u2018shoot\/no shoot\u2019 events that come into question,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There would be no more black Suburban convoys either. Each contractor \u2014 whom he calls \u201cmentors&#8221; \u2014 would be embedded with Afghan units and stay with those same units, on the same terrain, in an Afghan uniform, vehicles and <a href=\"https:\/\/www.brookings.edu\/opinions\/frequently-asked-questions-on-the-ucmj-change-and-its-applicability-to-private-military-contractors\/\" target=_blank>subject to both the UCMJ and Afghan law<\/a>, they would not rotate out, instead they would spend several years with the same units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prince also envisions being able to sharply reduce the logistical support and costs, not only by having a smaller force that needs less, but by finally addressing what has been one of the costliest parts of the war: fuel. Through 2008 to 2016 alone, U.S. forces in Afghanistan consumed 2.8 billion gallons of fuel, at a cost of $13 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prince said he would build two on-site refineries that could turn regular diesel into jet fuel, saving millions on having to truck it in through Pakistan. He estimates it would cost $150 million to build the refineries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve been spending a fortune flying in, and trucking in, jet fuel,\u201d Prince said. One tweet attacked Pakistan for its role in destabilizing Afghanistan; the other lamented Afghan police officer deaths after an attack in Kabul. The silence could be viewed as a signal that Trump is satisfied for now; however in a July 2018 press conference in Brussels, he left the door open for additional change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen is the war going to end in Afghanistan?,\u201d a BBC reporter asked. \u201cBecause people are fed up and want to know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI very much agree,\u201d Trump said. &#8220;It\u2019s been going on for a long time.
