{"id":43415,"date":"2022-03-28T14:03:08","date_gmt":"2022-03-28T14:03:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/03\/28\/cuts-to-armys-ivas-were-good-oversight-by-congress-says-acquisitions-boss\/"},"modified":"2026-08-08T18:18:03","modified_gmt":"2026-08-08T18:18:03","slug":"cuts-to-armys-ivas-were-good-oversight-by-congress-says-acquisitions-boss","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/03\/28\/cuts-to-armys-ivas-were-good-oversight-by-congress-says-acquisitions-boss\/","title":{"rendered":"Cuts to Army\u2019s IVAS were \u2018good oversight\u2019 by Congress, says acquisitions boss"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Slashes made to U.S. Army Integrated Visual Augmentation System funding were fair and the right thing to do considering the challenges the program has faced, according to the service\u2019s acquisition and technology chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the congressional reductions are, frankly, just good oversight by Congress,\u201d Assistant Secretary of the Army for Acquisition, Logistics and Technology Doug Bush said during a <a href=\"https:\/\/www.defensenews.com\/land\/2022\/03\/25\/stinger-and-javelin-production-can-be-boosted-says-army-acquisitions-chief\/\" target=\"_blank\">March 25 Defense News event<\/a>. \u201cI believe the funding profile we had for the program assumed, kind of, almost effortless progress to full production.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The futuristic gear is supposed to transform how soldiers train, consume information and fight. The headset combines, among other things, augmented reality, navigation and smart crosshairs, delivering what Army Chief of Staff <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2021\/03\/17\/army-chief-says-end-strength-numbers-to-stay-flat-in-upcoming-budgets\/\" target=\"_blank\">Gen. James McConville<\/a> on March 9 described as not just \u201ca better night vision goggle.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s going to give a much greater capability to our troops,\u201d McConville said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers earlier this year froze some $350 million in procurement money until initial IVAS testing and evaluation are completed and Congress is updated on the project\u2019s progress, fiscal year 2022 budget legislation shows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t the first time Congress has docked the program, and in October 2021 the Department of Defense inspector general <a href=\"https:\/\/media.defense.gov\/2021\/Oct\/13\/2002872906\/-1\/-1\/1\/D2022-D000AU-0013.000.PDF\" target=\"_blank\">announced a probe<\/a>, seeking to determine whether IVAS units \u201cmeet capability requirements and user needs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ongoing trials with the <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/03\/21\/congress-freezes-349-million-for-armys-next-generation-goggles\/\" target=\"_blank\">do-it-all goggle<\/a> and a full-fledged test in May will \u201ctell us a lot,\u201d Bush said. \u201cI\u2019m cautiously optimistic.\u201d But, he continued, \u201cwe have to prove out that the system can do what we want in order to go to really full-rate production with our industry partner.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army awarded Microsoft a multibillion-dollar contract for the IVAS \u2014 effectively a military version of the software giant\u2019s HoloLens \u2014 in March 2021, marking a move into production and fielding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Problems, though, often emerge at the intersection of cutting-edge tech and real-world use; integrating \u201cnew technologies into something that is hardened for combat\u201d is no small task, said Bush.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think in that case, we\u2019re ending up on a reasonable production ramp that matches the pace of the technology maturing,\u201d <a href=\"https:\/\/www.defensenews.com\/land\/2022\/03\/11\/us-army-to-award-production-contract-for-light-tank-this-summer\/\" target=\"_blank\">he said<\/a>. \u201cSo, I\u2019m not too worried about it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army executives late last year said IVAS fixes \u201cwill require a little more time\u201d but emphasized the program was years ahead of traditional acquisition schedules. McConville earlier this month said the interesting thing about IVAS is the speed of its improvements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCalculated risk and time for adjustment have been baked into our processes, and are vital to rapid Army modernization practices,\u201d an <a href=\"https:\/\/www.army.mil\/article\/251258\/joint_asa_alt_and_afc_statement_on_the_integrated_visual_augmentation_system\" target=\"_blank\">October 2021 joint statement<\/a> explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bush on March 25 made a similar point: \u201cIt\u2019s not completely surprising that we hit some bumps. But I think we\u2019re learning from those, and applying those lessons to other programs, so we can use the new authority to go faster, but at the same time manage the risk
