{"id":43699,"date":"2022-02-05T00:17:52","date_gmt":"2022-02-05T00:17:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/02\/05\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/"},"modified":"2026-08-08T19:54:00","modified_gmt":"2026-08-08T19:54:00","slug":"no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/2022\/02\/05\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/","title":{"rendered":"No hot water, A\/C or doors with locks for junior troops forced to live in hellish Walter Reed base barracks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>This story won the <\/i><a href=\"https:\/\/spjdc.org\/2023\/06\/spjdc-announces-dateline-award-finalists-and-winners\/\"><i>2023 Society for Professional Journalists Dateline Award<\/i><\/a><i> for investigative journalism in a newsletter or trade publication and a finalist for non-breaking news in an online publication.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hundreds of junior-enlisted sailors and soldiers have gone for years without hot water in their barrack rooms aboard the Maryland Navy base that is home to the Walter Reed National Military Medical Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others have been left to broil in barracks with broken air conditioning during humid mid-Atlantic summers, or been assigned rooms without working fridges, thermostats or even locking doors, according to sailors who spoke with Navy Times and who voiced concerns to base leadership during a townhall meeting Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During that meeting, Naval Support Activity Bethesda\u2019s commanding officer, Capt. Scott Switzer, encouraged affected troops to keep submitting \u201ctrouble tickets\u201d for issues like hot water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also admitted that those trouble tickets had been improperly handled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe just discovered a problem with our reporting process from some of our people who were not taking care of these trouble tickets the right way, and we screwed that up,\u201d Switzer said in a recording of the townhall obtained by Navy Times. Brooks\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The issues center around two barracks buildings housing nearly 500 junior service members, dubbed \u201cComfort Hall\u201d and \u201cSanctuary Hall,\u201d respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comfort Hall was built in 1986, while Sanctuary Hall \u201copened to occupants\u201d in 2014, according to base spokesman Jeremy Brooks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both barracks are mostly occupied by low-ranking Navy corpsmen and Army medical personnel who work at the massive Walter Reed medical complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who spoke with Navy Times requested anonymity as they feared being punished for publicly speaking about their situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their experiences suggest the barracks have been providing neither the comfort nor sanctuary that their names promise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not new to living standards in the military,\u201d one corpsman said. \u201cI\u2019m a military kid and I lived in base housing, but this is just ridiculous. We\u2019re not in the field and we\u2019re not on a ship. There\u2019s no viable reason as to why we should be forced to live without the basic qualities of life.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One corpsman said the substandard living conditions affect not only morale, but mental health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI already work super-long hours in a high-demand clinic with a huge patient volume,\u201d the corpsman said. \u201cWe\u2019ve been short-staffed for a long time and there\u2019s no telework for us. It sucks to have to grit your teeth through a cold shower and go back to the grind.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey call Walter Reed the \u2018corpsman killer,\u2019\u201d a corpsman noted. \u201cYou come home after 10 to 12 hours and you can\u2019t take a shower after working in a hospital with constant germs, it doesn\u2019t feel like you\u2019re getting clean, and we\u2019re in a pandemic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One corpsman said they had been assigned to Walter Reed for 19 months and that the water in Comfort Hall has been \u201cconstantly cold.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comfort Hall also went without air conditioning for several months last summer, and shipmates roasted in room temperatures that reached 95 degrees, which ironically made the cold showers a welcome reprieve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Base leadership put down cots in the lower-floor common areas for troops seeking relief, but no one took them up on it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some said they expected a Walter Reed tour to be tough, with one recalling instructors at corpsman school telling them that Walter Reed \u201csucks and to be prepared.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the whole mess has some young sailors questioning their plans to make a career in the Navy, and they wonder whether anyone in the sea service gives a damn about their well-being.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that people like to try to lift up their junior sailors, but in this situation, if senior-enlisted people aren\u2019t directly affected by these issues, they don\u2019t care to put in the effort to fix it,\u201d the corpsman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both corpsmen and base leadership say the issues in Comfort and Sanctuary halls have existed for some time, and that leaders have previously promised fixes that never materialized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the issue took on renewed urgency this week, when one afflicted sailor posted about the problem on Reddit and how they had reached a \u201cbreaking point\u201d after more than a year without hot water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI understand the \u2018you\u2019re in the military, get over it\u2019 mentality but, holy shit, I don\u2019t think a warm shower is a whole lot to ask for at a shore command that calls itself \u2018the flagship of naval medicine,\u2019\u201d the anonymous post states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat can I do to get this fixed? (Screenshot)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Switzer soon convened the townhall with the junior sailors and soldiers and told them leadership had been working to fix the hot water issues plaguing Sanctuary Hall since 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Sanctuary Hall is less than a decade old, Comfort Hall has been around for 40 years, and aging barracks are not a problem unique to that installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A January report by the <a href=\"https:\/\/www.gao.gov\/products\/gao-22-104481\" target=\"_blank\">Government Accountability Office<\/a> watchdog detailed how nearly one-third of Defense Department buildings worldwide have outlived their lifespan, creating a $137 billion \u201cdeferred maintenance backlog\u201d in the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaintenance is most often delayed for lower-priority facilities such as living quarters and childcare facilities,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly 15 years ago to the day, <a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/2007\/02\/18\/soldiers-face-neglect-frustration-at-armys-top-medical-facility\/c0c4b3e4-fb22-4df6-9ac9-c602d41c5bda\/\" target=\"_blank\">The Washington Post<\/a> revealed black mold and other filth at lodging for the war wounded receiving treatment at Walter Reed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>\u2018Not fair, I know\u2019<\/b><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Switzer began his 40-minute townhall session Thursday by acknowledging the frustrations of troops living in Comfort and Sanctuary halls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI understand you\u2019re not here because you\u2019re excited or happy,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a nod to the Reddit post, Switzer also promised that his command \u201cwill not take repercussions against anyone who says anything or complains about anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While sounding sympathetic to their plight, Switzer cautioned the junior sailors and soldiers at the meeting that solutions won\u2019t come quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hot water issues at Sanctuary Hall have been known about for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Left unsaid was precisely why no one has bothered to fix the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A main issue there has to do with the building\u2019s mixing valve, which ensures that hot water is at the right temperature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere were some engineering decisions that were made in that building that do not support the population that\u2019s in that building right now,\u201d Switzer said. \u201cThat\u2019s not fair, I know. And we\u2019re working to try and fix that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the issue is capacity, he said, and the fact that most troops living in that building all shower around the same times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/03\/10\/sailors-say-this-submarine-is-being-ravaged-by-bed-bugs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/bed-bugs-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sailors say this submarine has been ravaged by bedbugs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Some crew members of the fast-attack sub Connecticut allege they dealt with bedbugs throughout most of 2020, but Navy officials say the issue wasn&#039;t reported until December.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The CO then went on to school his junior charges on the numbing complexities of federal contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fixing such problems isn\u2019t a matter of just finding a contractor and cutting a check, Switzer said, noting that one contractor slated to make repairs to Comfort Hall ultimately backed out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese aren\u2019t excuses, folks, I just want you to understand what we sometimes have to deal with to make what seems to be an easy repair,\u201d Switzer said. \u201cIt\u2019s not as easy as having the plumber come in and change out a valve or quickly fix the system. That\u2019s just our reality, unfortunately.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One service member pushed back on suggestions that affected members just go shower somewhere else that has hot water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo be honest, sir, I just got here \u2026 and I don\u2019t feel comfortable with using someone else\u2019s shower,\u201d the female service member said. \u201cWe\u2019re all shipmates and everything, but it\u2019s a fine line with the privacy thing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would just like to take a shower in my own room.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t blame you,\u201d Switzer replied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A resident advisor for one of the barracks suggested working out in the morning and then showering at the gym.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know that those gyms have working hot water, I imagine they do,\u201d the RA said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey don\u2019t,\u201d several voices in the crowd answered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor said a sign at the gym indicates there is no hot water there either, which base officials confirmed to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One attendee said he microwaves his water to shave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe gym is an option, the hospital is also an option,\u201d Switzer said. \u201cI don\u2019t have any other place that I own that I can use.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to the valve that needs replacing in Sanctuary Hall, Switzer said he was not sure if it is currently in stock.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/off-duty\/military-culture\/2021\/07\/28\/the-8-worst-barracks-roommates-of-all-time\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"178\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635948641769497325-arm-salad-sleep-3jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">These 8 barracks roommates are some of the worst of all time<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">These barracks roommate stories will leave you haunted.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One sailor said they were given similar excuses in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe kind of got the runaround and we were told that a part was ordered, we\u2019re waiting on a part,\u201d the sailor said of previous townhalls. \u201cSo, it just feels like we\u2019re kind of gaslighted in a way. We got the part coming, then it\u2019s a year later.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Switzer said ongoing efforts to solve the hot water problems extend back to 2015, meaning that an untold number of junior-enlisted troops have cycled through there without hot water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you feel like you\u2019re getting the runaround, that\u2019s on me, we need to communicate with you better about what\u2019s going on,\u201d Switzer said. \u201cI don\u2019t expect you guys to walk out of here and feel good about this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comfort Hall\u2019s hot water issues are \u201ca completely different animal,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When that building was built, no hot water loop was installed on the third floor, which leaves the third and fourth floors without hot water, Switzer explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They have since built a hot water loop for those upper floors, but cold water backflows into it, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To fix the hot water in Comfort Hall, crews are going to have to cut all water to the building and its hundreds of residents for five days, Switzer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They could cut the water for five days in the near future, he added, or wait another four to five months and then only have to cut the water for two days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat sucks, no ifs, ands or buts,\u201d Switzer said. \u201cNo hot water is bad. No water at all is really bad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even that won\u2019t completely solve the issue as dozens of rooms have their own mixing valves that need to be replaced, although that effort could be done piece by piece, the CO said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat system, when it was designed, it wasn\u2019t built the way it was designed,\u201d Switzer said. \u201cWe\u2019re kind of trying to fix it right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of this week, Switzer said they plan to cut the water to Comfort Hall for five days in the coming weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIs there a plan of action for how the 300 or so corpsmen are supposed to live with this?\u201d one attendee asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re trying to formulate a decent way to make this at least livable,\u201d Switzer replied. \u201cI\u2019m not going to say good, because it\u2019s not going to be good. (Navy)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018We\u2019re just little E-3s and E-4s\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSir, I just really wanted to reiterate the transparency you mentioned earlier,\u201d one sailor noted near the meeting\u2019s end. \u201cI\u2019ve been here for a minute and kind of had these meetings before, and then after these meetings we\u2019re still left in the dark.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know we\u2019re just little E-3s and E-4s,\u201d the sailor added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re not just little E-3s and E-4s,\u201d Switzer replied, adding that anyone with such issues who is not getting answers should contact him directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a perception out there, and I get this, too, that you don\u2019t trust senior people, you don\u2019t trust officers,\u201d Switzer said. \u201cYou get to be the E-3 that holds the O-6 accountable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the meeting progressed, a female service member noted that the lock on her room door broke and she was concerned for her safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another female service member told Navy Times that several sailors have had issues with their door locks not working.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They were told repairs would take a few days and to leave their door propped open with the deadbolt out so they could get back in, which has raised safety concerns among some.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEspecially with coed barracks,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leadership member who is not identified in the town hall recording said they heard \u201cthere was a rumor that the staff solution to that was to prop your door open during the day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf that was ever recommended to you, that is not the acceptable answer,\u201d the leader said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another attendee brought up issues with troops not being able to adjust their thermostats, while another said a shipmate didn\u2019t have a working fridge and was living off canned food.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/08\/24\/navy-revamps-training-hospital-corpsmen-to-treat-trauma-patients-on-ships-battlefields\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6592379.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Hospital corpsmen receive new training to treat trauma patients on ships, battlefields<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Hospital Corpsman Trauma Training course is the only one to provide trauma-specific training to sailors in hospital corps ratings.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Switzer said they would get the member a fridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another sailor said that when they first checked in, \u201cthe fridge was not working, the sink itself was leaking and the shower was not working at all.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was put into that room \u2026 as if it was suitable, and had to move out the next day,\u201d the sailor recalled. \u201cSo, is there any way we can get accountability?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt shouldn\u2019t have happened,\u201d Switzer said. \u201cYou\u2019re right to be a little annoyed by that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen can we expect room inspections?\u201d another service member asked. \u201cI had a roommate that was awful for six months, 23 pizza boxes in the room. I was getting sick. I finally moved.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is a great thing to bring up with your chain of command,\u201d Switzer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat former roommate is now in charge of checking people out of the barracks,\u201d the service member added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Correction: an earlier version of this article misstated the year Comfort Hall was built due to erroneous information provided by the Navy.
