Tim Kaine, D-Va., and Todd Young, R-Ind., comes as lawmakers have <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/02\/26\/congress-reacts-to-us-airstrikes-in-syria\/\" target=_blank>complained<\/a> that President Joe Biden did not notify Congress or seek its consent before approving <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/02\/26\/biden-orders-us-airstrike-against-iran-backed-militia-target-in-eastern-syria\/\" target=_blank>deadly airstrikes in Syria<\/a> last week. Their efforts could test whether Congress, which fought to reclaim its war-making powers under President Donald Trump, will continue that fight under Biden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLast week\u2019s airstrikes in Syria show that the Executive Branch, regardless of party, will continue to stretch its war powers. Congress has a responsibility to not only vote to authorize new military action, but to repeal old authorizations that are no longer necessary,\u201d Kaine said in a statement. \u201cThe 1991 and 2002 AUMFs that underpinned the war against Iraq need to be taken off the books to prevent their future misuse. They serve no operational purpose, keep us on permanent war footing, and undermine the sovereignty of Iraq, a close partner.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine told <a href=\"https:\/\/thehill.com\/homenews\/senate\/541241-kaine-plans-new-push-on-war-powers-after-bidens-syria-strike?utm_source=Sailthru&#038;utm_medium=email&#038;utm_campaign=EBB+03.03.21&#038;utm_term=Editorial+-+Military+-+Early+Bird+Brief&#038;rl=1\" target=_blank>The Hill <\/a>that the new legislation is the first step in his efforts to update the 1974 War Powers Act and the 2001 authorization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, Trump vetoed a bipartisan <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/03\/11\/congress-passes-iran-war-limit-baiting-trump-veto\/\" target=_blank>measure<\/a> from Kaine and others to limit his authority to launch military operations against Iran; the Senate failed to override the veto.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/03\/03\/rockets-hit-airbase-in-iraq-hosting-us-troops-officials-say\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"202\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21062301935581.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">White House warns of military response to rocket attack on Iraq base hosting US troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Wednesday\u2019s attack targeted the same base where Iran struck with a barrage of missiles in January last year in retaliation for the killing of Soleimani.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new bill is co-sponsored by Sens. Tammy Duckworth, D-Ill.; Mike Lee, R-Utah; Chris Coons, D-Del.; Chuck Grassley, R-Iowa; Dick Durbin, D-Ill., and Rand Paul, R-Ky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe airstrikes against Iranian-backed forces in Syria last week demonstrate the need to review and revise the way in which our leaders collectively choose whether or not to wage war. An initial yet important part of that process is removing unnecessary war-making resolutions that are still on the books,\u201d said Coons, a Biden ally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. forces struck multiple targets in eastern Syria used by Iranian-backed militant groups last Thursday in retaliation for <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/02\/16\/tensions-mount-after-3-rockets-hit-us-base-in-iraq-1-contractor-dead-1-us-troop-8-contractors-injured\/\">recent rocket attacks against bases in Iraq housing U.S. and coalition troops and civilians<\/a>. Since then, <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/03\/03\/rockets-hit-airbase-in-iraq-hosting-us-troops-officials-say\/\" target=_blank>10 rockets targeted a military base in western Iraq<\/a> hosting U.S. and coalition troops on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department has stood by its strikes on Wednesday, as Pentagon spokesman John Kirby reiterated arguments that they were \u201ca defensive measure\u201d meant to impact the ability of militant groups to conduct future attacks and send a signal that the U.S. will defend its personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe President, as commander in chief has a fundamental responsibility to act in defense self defense of our troops and our assets overseas, nothing\u2019s going to change about that,\u201d Kirby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress looking to address existing authorizations of military
