{"id":44268,"date":"2019-04-25T18:29:51","date_gmt":"2019-04-25T18:29:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2019\/04\/25\/air-force-secretary-raised-ethical-concerns-about-shanahan\/"},"modified":"2026-08-07T23:15:46","modified_gmt":"2026-08-07T23:15:46","slug":"air-force-secretary-raised-ethical-concerns-about-shanahan","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2019\/04\/25\/air-force-secretary-raised-ethical-concerns-about-shanahan\/","title":{"rendered":"Air Force secretary raised ethical concerns about Shanahan"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Since his early days in office, Patrick Shanahan has <a href=\"https:\/\/www.defensenews.com\/space\/2019\/04\/11\/did-the-pentagon-do-enough-to-convince-congress-it-needs-a-space-force\/\" target=_blank>butted heads<\/a> with secretary of the Air Force Heather Wilson over the Pentagon\u2019s future space architecture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a new i<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/03\/20\/ig-launches-investigation-into-shanahan-over-alleged-boeing-bias\/\" target=\"_blank\">nspector general <\/a>investigation into the acting secretary of defense \u2014 <a href=\"https:\/\/media.defense.gov\/2019\/Apr\/25\/2002120583\/-1\/-1\/1\/DODIG-2019-082.PDF\" target=\"_blank\">released Thursday<\/a>, and clearing him of any wrongdoing in regards to pushing products from his previous employer, Boeing \u2014 shows the tensions existed at a different level than previously reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 33 witnesses interviewed by the IG\u2019s office, including former Secretary of Defense Jim Mattis, the joint chiefs, and other top Pentagon officials, Wilson was the only one to raise red flags about Shanahan\u2019s behavior.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2019\/04\/25\/shanahan-cleared-in-pentagon-investigation-report\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19085567940452.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Shanahan cleared in Pentagon investigation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The move could set Shanahan up for a long-awaited nomination to the full secretary of defense position.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cNone of the other witnesses told us that they had any concerns regarding his adherence to his ethical obligations. Many reported that Mr. Shanahan was attentive to his ethical obligations,\u201d the IG wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Wilson raised concerns about Shanahan\u2019s actions, others in the Pentagon interviewed by the IG noted that the former executive was preemptive in avoiding what may be conflicts of interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force Chief of Staff Gen. David Goldfein, for instance, said there were two cases when the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2019\/01\/10\/boeing-delivers-first-kc-46-but-fixes-to-technical-problems-still-years-away\/\" target=\"_blank\">KC-46 tanker<\/a> started to stray into a conversation, and that Shanahan \u201cactually interjected and said, \u2018We have to stop the conversation.\u2019 And one of those times he actually got up and said, \u2018Hey, I do understand you need to talk about this, so I\u2019m going to depart.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Wilson, who has <a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2019\/03\/08\/air-force-secretary-wilson-resigning\/\" target=_blank>announced her intention<\/a> to leave the Pentagon next month and return to academia, has repeatedly butted heads with Shanahan over space issues, in particular over the formation of the Space Force and the <a href=\"https:\/\/www.defensenews.com\/space\/2019\/03\/13\/in-memo-air-force-head-hits-space-development-agency-as-not-ready-for-prime-time\/\" target=_blank>Space Development Agency<\/a> over the last eight months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sources familiar with the relationship describe it as tense, between two people who seem to have personal distaste for one other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson\u2019s concerns came from three areas. The first, Shanahan\u2019s potential role in a decision to accept the KC-46 tanker despite ongoing issues from manufacturer Boeing; second, a December meeting between Shanahan and Elon Musk, the CEO of SpaceX; and third, whether the former executive shared classified information from Boeing programs improperly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI felt in a difficult ethical position myself in that case,\u201d Wilson said, via the IG, of the meeting between Shanahan and Musk. &#8220;That one directly involved [Mr. Shanahan]. The other [KC-46 and classified matter] may be just sloppy staff work, but I think at least on one occasion, I felt uncomfortable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite these three concern areas, Wilson did tell the IG she felt Shanahan mostly acted properly when talking about his past with Boeing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not as though he touts Boeing as a company \u2026 I don\u2019t recall him saying something specific about Boeing,\u201d Wilson is quoted as telling the IG. \u201cIn almost every meeting there were references to the Dreamliner. And I never really took those issues as being any kind of an ethical problem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson also stated that Shanahan may have said, \u201c\u2019We would never have done it this way. Or we wouldn\u2019t do it this way,\u2019\u201d adding: \u201cIt was more comparing his experience and criticizing a contractor that he felt wasn\u2019t getting the supply chain right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She later told the IG that she never had a discussion with Shanahan about buying the F-15X, a Boeing-made jet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>The concerns<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first concern raised by Wilson came at the end of 2018, when the Air Force was debating whether to accept the <a href=\"https:\/\/www.defensenews.com\/air\/2019\/01\/25\/the-air-force-gets-its-first-new-kc-46s-an-event-decades-in-the-making\/\" target=_blank>first KC-46A tanker<\/a> from Boeing, despite ongoing issues with the plane. Wilson indicated there was pressure from Shanahan or his office to just accept the plane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson \u201cexpressed concern to [the IG] that Mr. Shanahan or his staff may have created the appearance of favoritism\u201d for Boeing by asking Ellen Lord, the undersecretary of defense for acquisition and sustainment, to chair a meeting about the tanker, as well as the fact Shanahan\u2019s office had received a copy of a memo meant for Mattis. She also raised concerns after Shanahan\u2019s staff asked her to coordinate with Mike Griffin, the Pentagon\u2019s research and engineering head, on the tanker issue \u2013 despite the KC-46 not directly being in his portfolio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Dec. 28, Wilson \u201cnoted to her staff Mr. Shanahan\u2019s recusal and expressed her concern that Mr. Shanahan\u2019s office had received a copy of her memorandum. Ms. Wilson also told her staff that she would decide on the next steps herself, and directed Air Force personnel not to participate in an OSD meeting that Mr. Shanahan\u2019s chief of staff suggested Ms. Lord should convene.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, a decision was made by Will Roper, the Air Force\u2019s acquisition head, to accept the planes; Roper told the IG that \u201cthe allegation that Mr. Shanahan pressured the Air Force to accept the KC-46 was \u2018absolutely untrue.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per the IG, \u201cNone of the documents we reviewed indicated that Mr. Shanahan received Ms. Wilson\u2019s information memorandum, asked questions of any involved parties, expressed an opinion, issued guidance, made a recommendation, or otherwise participated in the matter of the Air Force acceptance of the KC-46.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Musk complaint dates to a Dec. 6, 2018 meeting between Shanahan and Musk. At the time, Musk\u2019s SpaceX was in competition with Boeing over a launch contract. Per the IG, Wilson told Shanahan she did not think he should meet with Musk, and when the meeting went ahead, she shared her concerns about the meeting with Thomas Ayres, the Air Force general counsel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ayres, in turn, reached out to the Standards of Conduct Office (SOCO) to inquire whether they saw an issue with the meeting. However, Shanahan\u2019s team had already reached out to SOCO weeks ahead of the meeting and received clearance as long as acquisition issues were not directly discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That information \u201callayed\u201d Ayre\u2019s concerns and \u201che later told this to Ms. Wilson,\u201d the IG report reads. The IG found nothing foul occurred in the meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The details on the classified matter are, unsurprisingly, thin. But it appears Wilson raised concerns about Shanahan\u2019s comments regarding a Boeing program that is related, in some way, to the classified issue being discussed. However, after talking with three other witnesses, the IG found no issue with Shanahan\u2019s comments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn this case, Mr. Shanahan\u2019s comments were about general DoD capabilities and did not constitute a recommendation or decision about a particular matter involving Boeing,\u201d the IG concluded. \u201cSecretary Mattis made a decision about the particular matter separately and without Mr. Shanahan\u2019s input.
