Joe Dunford, issued the following statement: &#8220;To clarify, an unclassified overview of the National Military Strategy is in development and will be released to the public. However, it\u2019s important to highlight that compared to previous versions of the NMS, this document goes into a higher degree of detail on how the Joint Force will be employed to meet 2018 National Defense Strategy objectives and tackle existing and future security environment challenges. It\u2019s because of the sensitive nature of this information and operational security concerns that the 2018 NMS will remain a classified document. <\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>\u201cIn addition, I would point out this NMS is an excellent example of civil-military teamwork and partnership in that it takes the objectives outlined in the NSS and NDS from senior civilian policy makers and translates them into clear, executable strategic guidance for combatant commanders and service chiefs on how the Joint Force will employ, adapt, and innovate to meet the requirements of policy and defense strategy.\u201d<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Gen. Joe Dunford, the <a href=\"https:\/\/www.defensenews.com\/news\/your-military\/2018\/12\/08\/trump-picks-army-gen-mark-milley-as-next-top-military-adviser\/\" target=_blank>outgoing chairman<\/a> of the Joint Chiefs of Staff, has finished his new edition of the National Military strategy \u2014 but currently has no plans to roll out a public version of the traditionally unclassified document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe 2018 National Military Strategy was approved by Gen. Dunford in December and submitted to the secretary of defense and Congress in accordance with statutory requirements,\u201d said Col. Patrick Ryder, Dunford\u2019s spokesman, in response to a question from Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe strategy is classified to enable the chairman to fully assess the joint force operating environment and provide unfettered military advice in support of the 2018 National Defense Strategy,\u201d Ryder continued. \u201cAn unclassified version is not currently available.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/01\/16\/national-military-strategy-update-in-the-works-most-of-which-will-again-be-classified\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"204\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17269582659805-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">National Military Strategy update in the works \u2014 most of which will again be classified<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff, made it sound like the strategy will largely involve coloring in details that were already laid out in the previous document, particularly around the analysis of the \u201c4+1\u201d challenges to America \u2013 China, Russia, North Korea, Iran and violent extremism.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The National Military Strategy is perhaps best thought of as the operational version of the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" target=\"_blank\">National Defense Strategy<\/a> outlining how the military will execute the goals laid out in that document, which was released in January 2018. Ryder described the NMS as the \u201cstrategic framework to inform the prioritization of force employment, force development and force design for the joint force. The NMS explains how the joint force will maintain its military advantage now and in the future to implement the defense strategy as articulated in the 2018 National Defense Strategy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Traditionally, the National Military Strategy, published at different intervals since the late 1990s, has come in an open format, including as recently as the 2011 and <a href=\"https:\/\/www.defensenews.com\/pentagon\/2015\/07\/12\/mixed-reaction-to-us-national-military-strategy\/\" target=_blank>2015 editions<\/a>. However, in 2016, Dunford said that it was his belief the document <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2016\/10\/13\/editorial-the-pros-of-a-national-military-strategy-for-everyone-to-see\/\" target=_blank>should be more heavily classified<\/a> than it previously had been.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there currently is not an unclassified version, Ryder did not rule that out as a future possibility \u2014 and keeping the document fully classified would go against Dunford\u2019s own comments made in the last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last January, the chairman said \u201cWe\u2019ll come out certainly with an unclassified description of it, so that we\u2019re transparent \u2014 as we were last time.\u201d And during a speech <a href=\"https:\/\/www.jcs.mil\/Media\/Speeches\/Article\/707418\/gen-dunfords-remarks-and-qa-at-the-center-for-strategic-and-international-studi\/\" target=_blank>last July<\/a>, Dunford told an audience at the Center for Strategic and International Studies that \u201cit\u2019s an unclassified document that has historically been written for the public. And we will certainly articulate to the public the guts of a National Military Strategy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Loren DeJonge Schulman, a former Pentagon and National Security Council staffer now with the Center for a New American Security, questions how much benefit the National Military Strategy brings given the recent publication of the National Defense Strategy \u2014 let alone the <a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/02\/the-us-could-be-getting-2-new-nuclear-capabilities-here-are-the-details\/\" target=\"_blank\">Nuclear Posture Review<\/a> and <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2019\/01\/17\/space-based-interceptors-and-drones-with-lasers-the-pentagons-missile-defense-review-wish-list-revealed\/\" target=\"_blank\">Missile Defense Review<\/a> documents published in the last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe NMS could be a useful process, but in the past it&#8217;s just been a way to insert confusion and to overstress the civ-mil tensions in the department without resulting in distinct military priorities to execute the strategy,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, while saying it is \u201cwise\u201d for the Joint Staff to keep the bulk of the document classified in order to avoid worrying about public perception of their work, Schulman warned that keeping the document entirely behind walls could backfire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doing so would be part of \u201can unfortunate, and frankly undemocratic, tendency by this administration to withhold basic defense information from the general public,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDoD believes that intensified \u2018opsec\u2019 and overall discretion is a virtue and a return to the days of the Cold War. This is a total misread of that period. It is also going to do more harm than good when they need the support of Congress and the American people,\u201d Schulman added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>What to expect<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thematically, the NMS is expected to follow the broad layout from the National Defense strategy which prioritized dealing with the so-called \u201c2+3\u201d challenges to America \u2013 China and Russia as the primaries, followed by North Korea, Iran and violent extremism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Structurally, Dunford described four key focus areas for the NMS over the summer: providing best military advice, strategy development, supporting the secretary of defense and making sure that the joint staff provides the integrating functions for war plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn my mind, what the national military strategy ought to do is drive the development of our operation plans and, more importantly, drive the development of viable options that we would need in a crisis or contingency,\u201d Dunford said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also emphasized that this document is being formulated at the highest levels of the Joint Staff, saying \u201cthis is not a document being written by the staff and then subsequently sent out for comment. We sit in. We\u2019re framing the problem. We\u2019re providing top-down guidance on each of these problem sets and then pulling that together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although reluctant to get into details, Dunford did hint that part of the NMS is focused on more effective ways to use intelligence, surveillance, reconnaissance (ISR) capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can\u2019t buy more Predators. We can\u2019t have more CAPs and think that we\u2019re getting out of the problem,\u201d the chairman said. \u201cSo if you talk about an area where something disruptive is necessary, something innovative is necessary, it\u2019s what information do we need to make decisions and how do we get that information is the question we\u2019re trying to solve, not how can we afford to buy more
