McSally has ideas about preventing sexual assaults at service academies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">There are a handful of reasons that<a href=\"http:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/03\/13\/mcsally-calls-for-executive-summit-on-sexual-assault-in-the-air-force\/\"> Sen. Martha McSally<\/a>, R-Ariz., joined the Air Force. A debt-free college education, to make her late father proud, to channel her \u201cfeistiness,\u201d she said \u2014 but also, to put the sexual advances by a high school track coach behind her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, since she publicly shared it in a March Senate Armed Services Committee hearing, we know that America\u2019s first female fighter pilot to fly in combat and the first female squadron commander also faced <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/03\/06\/arizona-senator-reveals-she-was-raped-by-a-superior-officer-while-in-the-air-force\/\">sexual misconduct while serving<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor me, little did I know as I went off to the military that I would have similar experiences there,\u201d she said Thursday at the Naval Academy, in a speech at the inaugural <a href=\"https:\/\/dod.defense.gov\/News\/Special-Reports\/Videos\/?videoid=670078\">National Discussion on Sexual Assault and Sexual Harassment<\/a> at America\u2019s College, Universities and Services Academies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI didn\u2019t plan to do this, but I certainly didn\u2019t plan to be raped, either,\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McSally addressed superintendents from the three service academies, as well as service chiefs and their top enlisted advisers, representatives from more than 100 colleges and universities and more from research, academia and the non-profit world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I\u2019m excited to be here \u2026 I\u2019m not happy to be here,\u201d Navy Secretary Richard Spencer told the audience. \u201cI\u2019m frustrated to be here. And I\u2019m concerned about the ongoing scourge of sexual assault and sexual harassment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent study of service academies found that cadets and midshipmen are overall trusting in their leadership to address and hold accountable instances of<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/01\/31\/dod-estimate-academy-sex-assaults-up-47-since-2016\/\"> sexual harassment,<\/a> Army Secretary Mark Esper said in his remarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile leadership is necessary, it is not sufficient,\u201d he added. \u201cThat same study found that cadets lack confidence that their peers are doing enough to prevent this problem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cLord of the Flies\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sexual harassment and assault are not only pervasive in the military and on college campuses, experts said in panels throughout the day, but in American communities at large.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut we expect the military to be better, right?\u201d McSally said. \u201cWhat can we do to not have an environment that becomes a petri dish for things like this to happen?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An alumna of the Air Force Academy, McSally offered that the power dynamic of early military training can pose a problem, where young people are taught to unquestioningly follow the commands of the men and women in charge of them \u2014 a ripe opportunity for abuse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Student leadership at service academies is a prime example, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut then we put 19-year-olds in charge of 18-year-olds, and then the adults leave for the weekend,\u201d she said. \u201cIt\u2019s like the \u2018Lord of the Flies!\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her suggestion would be to leave the power with officers and noncommissioned officers, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI take her point,\u201d Air Force Secretary Heather Wilson told reporters. \u201cWe are developing young leaders. Those leaders need supervision themselves.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teenagers will continue to lead teenagers, Spencer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat being said, there\u2019s a lot that we can do to make sure that they have the tools that they need to do this properly,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that approach, Esper added, can be applied in enhanced sexual assault prevention and response training for peer leaders, on top of the mandatory training everyone receives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you can empower those peer leaders, that will give you a lot better return on investment, rather than trying to spread peanut butter across the entire student body,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cTaking it seriously\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon after taking the helm at the University of Alaska, James Johnsen was faced with a public relations dilemma: The Education Department\u2019s civil rights office was auditing their 16 campuses, and the findings were not stellar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He chose to get ahead of any announcement of their conclusions, he said, bringing in a crisis communications team to come up with a strategy to share the findings with the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To brush up on campus sexual assault, he watched \u201cThe Hunting Ground,\u201d a 2015 documentary on just that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere were interviews of maybe a dozen or so university presidents, and they were all in their finery, in their offices, talking about how they take this issue \u2018very seriously,\u2019 \u201d Johnsen said. \u201cThen after one, it would say \u2014 I\u2019m going to make up a number \u2014 of 190 cases, no expulsions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then the same one after the other, he added \u2014 dozens, hundreds of cases, but no expulsions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI learned not to say the following sentence: We take this issue very, very seriously,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the same language that military leaders use when an issue arises, and those same statements have been given countless times in response to a sexual assault allegation or study findings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, leaders are hoping that by teaming up with universities and other experts to share data and best practices, they can produce more concrete results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would tell you, something new? It\u2019s making sure we all understand this. Stewardship is an important part of this,\u201d Lt. Gen. Darryl Williams, superintendent of the United States Military Academy, told Military Times. \u201cI\u2019ll speak for West Point \u2014 the cadets have to own this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cadets from the Air Force Academy and West Point, as well as Naval Academy midshipmen, were also in attendance, Naval Academy superintendent Vice Adm.
