Tammy Duckworth, D-Ill., to conduct an independent review of the Army\u2019s <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/08\/21\/sexual-assault-numbers-suicides-on-the-rise-clearly-we-have-to-do-something-different-acting-army-secretary-says\/\" target=_blank>Sexual Harassment\/Assault Response and Prevention<\/a>, or SHARP, program, Duckworth\u2019s office announced Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A full scope and timeline for the GAO review wasn\u2019t released. But in her initial request in July, Duckworth asked that the GAO to design a survey to obtain soldiers\u2019 views on the SHARP program\u2019s effectiveness and shortcomings, as evaluated against the Army\u2019s own stated objectives for the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duckworth also asked that the GAO determine whether individual soldier experiences with the SHARP program comply with federal requirements, and asked that the GAO provide recommendations to the Army and Congress to address urgent and long-term issues hindering the SHARP program\u2019s effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO review comes after Army Forces Command dispatched a small team in late June to specifically look at the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/29\/army-insists-fort-hood-meets-harassment-standards-but-didnt-review-vanessa-guillens-unit\/\" target=_blank>SHARP program on Fort Hood<\/a> in Texas. FORSCOM\u2019s review was sparked by sexual harassment allegations that arose following the April 22 disappearance, and subsequent death, of 20-year-old <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/15\/family-of-slain-fort-hood-soldier-will-meet-with-president-trump\/\" target=_blank>Spc. Patrick Wempe, the FORSCOM inspector general, who <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/29\/army-insists-fort-hood-meets-harassment-standards-but-didnt-review-vanessa-guillens-unit\/\" target=_blank>discussed the review with Congress<\/a> in late July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the review team also found that 18 out of 52 women surveyed on Fort Hood, about one-third, reported being sexually harassed. That number concerned lawmakers and prompted questions about whether the standards of success for SHARP programs need to be changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another review is also underway at Fort Hood with a broader mandate to look at the command climate on post and in the surrounding community. Army senior leadership requested that the independent review, led by five civilian experts, provide a final report by Oct. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While visiting Fort Hood in early August, Army Secretary Ryan McCarthy told reporters that the review, among other things, will attempt to identify causes of high crime rates in the area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe numbers are high here,\u201d McCarthy said during his two-day visit. \u201cThey are the highest, in most cases, for sexual assault and harassment and murders for our entire formation \u2014 the U.S. Army.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cThe military\u2019s inability to address this problem fails survivors and harms our military\u2019s readiness, recruitment and retention efforts,\u201d said Sen.
