Another soldier told him: \u201cI have no idea what your true intentions are.\u201d <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/08\/fourteen-leaders-relieved-or-suspended-after-scathing-report-on-fort-hood-crimes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20343644361153.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fourteen leaders relieved or suspended after scathing report on Fort Hood<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fort Hood leadership knew or should have known of the high risk of harm to female soldiers, according to the report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For Grinston, the distrust was the most discouraging part of his daylong effort to meet with a range of soldiers, from new recruits to senior leaders. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we\u2019ve lost some trust. And, you know, we\u2019re trying to rebuild that trust,\u201d he said in an interview with the Associated Press, as he was heading back to Washington, D.C. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than two dozen Fort Hood soldiers died in 2020, including multiple homicides and suicides. <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/02\/missing-fort-hood-soldier-was-killed-in-armory-then-hacked-to-pieces-familys-attorney-says\/\" target=_blank>The death of Vanessa Guillen<\/a>, whose remains were found in July, triggered a social media movement of former and current military service people speaking out about sexual assault and harassment on the base. Investigators say Guillen was slain by a fellow soldier her family says harassed her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her death and other violence and problems at the base prompted a series of reviews, culminating in <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/30\/four-civilian-attorneys-and-a-veterans-advocate-will-lead-the-fort-hood-command-climate-review\/\" target=_blank>an independent report <\/a>released in December that highlighted high rates of assault, harassment, leadership problems and issues with Fort Hood\u2019s criminal investigation division.  Fourteen people were fired or suspended  in connection to the findings. And leaders have begun to implement changes to improve morale and commanders\u2019 relationships with soldiers there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grinston\u2019s visit was aimed at checking in on the progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat bothered me the most,\u201d he said, \u201cis, I think we\u2019ve gained their trust. But they said, are we going to keep up the momentum? Are we going to do this? And they were skeptical.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AP was allowed to have a reporter in the room for several of Grinston\u2019s meetings with the soldiers, under an agreement that the soldiers would not be identified by name. Most said the communication with their leaders has improved, more time and attention has been given to training, and exercises to build trust among teams are helping improve the mood. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the distrust remained. Maj. Arthur \u201cCliff\u201d Burgoyne was temporarily suspended on Friday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Grinston said he was encouraged that soldiers believed things were heading in the right direction now, and that many were positive about their jobs and their fellow soldiers and commanders. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the soldiers he met with told him: \u201cDon\u2019t stop getting to know your soldiers. Don\u2019t stop calling the families. Don\u2019t stop doing small unit physical fitness. Do those team building events. We want to do more.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he delivered those sentiments to the leaders and officers he met with.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that he wants soldiers \u201cto trust that the Army is going to keep up this momentum.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got to maintain the momentum and keep their trust that we actually are going to keep doing this,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sgt. Maj. Sgt. Maj. Julie Guerra, an Army G-2 sergeant major at the Pentagon and one of the tri-chairs of the People First Task Force, which aims to make recommendations for improvement, was also present during the listening sessions. She said she was \u201cdisgusted\u201d and \u201cvery discouraged\u201d by the findings in the December report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was discouraged that we had gotten to a point in our Army that there was a persistent and pervasive culture that soldiers did not feel safe inside their formations,\u201d Guerra said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Guerra said the task force will be taking a \u201ccritical look\u201d at the Army\u2019s Sexual Harassment\/Assault Response and Prevention Program and a missing soldier policy has already been approved by the secretary of the Army. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A congressional investigation, which was initiated days after the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/08\/26\/family-of-missing-fort-hood-soldier-demands-answers-after-body-found-in-texas-attorney-says\/\" target=_blank>Sgt. Elder Fernandes<\/a> was found dead after being reported missing in August, is still pending. The investigation into Guillen\u2019s death is ongoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Lolita C. Baldor reported from Washington, D.C.
