{"id":47075,"date":"2018-02-15T23:39:50","date_gmt":"2018-02-15T23:39:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/02\/15\/services-dod-offer-options-to-reduce-military-moves\/"},"modified":"2026-08-08T03:58:19","modified_gmt":"2026-08-08T03:58:19","slug":"services-dod-offer-options-to-reduce-military-moves","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/management\/pay-benefits\/2018\/02\/15\/services-dod-offer-options-to-reduce-military-moves\/","title":{"rendered":"Services, DoD offer options to reduce military moves"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Service and defense officials outlined programs in place and under consideration to limit military moves during a Senate hearing Wednesday, ranging from <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2017\/12\/14\/new-army-secretary-looks-to-reduce-mandatory-training-pcs-moves\/\" title=\"\" class=\"\" target=\"_blank\">servicewide initiatives<\/a> to <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/09\/26\/new-enlisted-detailing-re-up-rules-start-in-october\/\" title=\"\" class=\"\" target=\"_blank\">personnel tweaks<\/a> &#8230; even the possibility of allowing troops to decline a promotion if it means avoiding a change of station.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe one thing I hear consistently is that frequent relocations create a great disruption to the family, to <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2018\/02\/07\/senate-bill-would-help-military-spouses-land-federal-jobs-target-other-employment-hurdles\/\" data-original-title=\"\" title=\"\" class=\"selected-link\" aria-describedby=\"popover928613\">employment<\/a> and a number of other things,\u201d said Sen. Thom Tillis, R-N.C., who is chairman of the Senate Armed Services\u2019 subcommittee on personnel, during a Wednesday hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He asked what the services, and the Defense Department, were doing to address those concerns. Their responses:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>ARMY<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of the Army Mark Esper has heard similar comments from soldiers, said Lt. Gen. Thomas Seamands, deputy chief of staff for personnel, so Esper has asked Army officials to look at \u201cnot only whether we can reduce the [permanent change-of-station moves] in terms of the monetary cost &#8230; but also provide stability to the soldiers at those installations.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now we\u2019re trying to peel back the onion to find out where we can keep somebody in place longer to allow stability for them and perhaps continue employment for their spouse,\u201d Seamands said, \u201cbecause if the spouse is employed, they\u2019ll want to stay where they are.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/military-benefits\/2015\/10\/06\/senators-give-military-families-more-stability-in-moves\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635797476846601812-movingfamilyjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senators: Give military families more stability in moves<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Military families would get some extra flexibility in their timeline during permanent change-of-station moves.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>NAVY<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service\u2019s \u201cmarket place detailing\u201d program has resulted in 25 percent of sailors\u2019 next career moves over the last two years keeping them in the same home port, Chief of Naval Personnel Vice Adm. Robert Burke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He described the process as \u201ca sort of LinkedIn for the Navy,\u201d that lets sailors \u201cconnect directly with prospective jobs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The process allows them to consider geographic stability when possible, he said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1199\" height=\"629\" src=\"\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png\" alt=\"\" class=\"wp-image-44945\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png 1199w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=300,157 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=768,403 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=1024,537 1024w\" sizes=\"auto, (max-width: 1199px) 100vw, 1199px\" \/><figcaption class=\"wp-element-caption\">Vice Adm. (DoD video screen shot)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>AIR FORCE<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is testing the idea of using technology to let officers view openings and requirements, and input their preferences, said Lt. Gen. Gina Grosso, deputy chief of staff for manpower, personnel and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe think leveraging technology will make it easier for people who want to move, to move, and people that want to be stable, to be stable,\u201d Grosso said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials are slowly implementing the tech across the officer force, she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service also implemented a \u201csecond assignment in place\u201d program for pilot retention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut what you find is that the overseas rotation pulls people overseas,\u201d Grosso said. \u201cSome of the force structure makes it difficult to keep people in place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allowing airmen to opt out of promotions \u2015 a personnel policy change that\u2019s been floated within DoD \u2015 could also make a difference, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are people who would like to stay in place, but because of the career progression forced by an up-or-out system, they really can\u2019t,\u201d she said. With flexibility in that area, \u201cyou could keep families in place longer in the same position. We\u2019d obviously have to think about how to manage that, but that would be one huge benefit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>MARINE CORPS<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the service issues PCS orders, a \u201cmonitor\u201d talks with the Marine, taking into account the spouse and family situation, said Lt. Gen. Michael Rocco, deputy commandant for manpower and reserve affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe support any effort to protect their ability to have jobs or protect their jobs,\u201d Rocco said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another initiative designed to improve family stability is a proposal to reduce the amount of time of unaccompanied tours overseas for married Marines, from the current two years down to 15 to 18 months, Rocco said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>DoD<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Secretary Jim Mattis has signed a directive creating a \u201cclose combat lethality task force,\u201d which could ultimately have an impact on family stability for Army and Marine Corps front line close-combat units, said Robert Wilkie, the Pentagon\u2019s personnel chief, who will head the task force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cohesion and stability in terms of the years that a team spends training together is a key to survivability on the battlefield, Wilkie said. The goal of the task force, working with those two services, \u201cwill be to find those formulas that will allow those infantry units to stay together longer,\u201d he said, \u201cand provide their [noncommissioned officers] and their junior officers with deep familiarity with the soldiers and Marines that they lead, and then in the end as they leave those units to actually populate larger command structures.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilkie also called family stability \u201ckey to unit cohesion, and unit cohesion is a key to survivability on the battlefield.\u201d <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Too many moves?
