Ryan Dillon, <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/03\/30\/two-coalition-personnel-killed-by-ied-in-syria\/\" title=\"\" class=\"\" target=\"_blank\">Operation Inherent Resolve<\/a> spokesman, told reporters at the Pentagon Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, that same optimism wasn\u2019t reflected on the west side of the river valley, commonly called the MERV, which was \u201cliberated by <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/02\/07\/pro-assad-fighters-attack-us-backed-forces-coalition-advisers\/\" title=\"\" class=\"\" target=\"_blank\">pro-Syrian regime<\/a> forces, backed by their Russian counterparts,\u201d Dillon added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere has been absolutely zero land reclaimed by ISIS on the east side of the Euphrates River,\u201d he said. \u201cWe have put obstacles in place &#8230; to contain ISIS in two areas &#8230; Al Dashisha, along the Iraq-Syria border, and north of Abu Kamal on the eastern side of the river, in a town called Hajin.\u201d<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dillon said Al Dashisha and<b> <\/b>Hajin are the only places where ISIS fighters exist in numbers larger than four or five. Elsewhere, the insurgents only manage to gather in \u201conesies and twosies,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are looking to rip apart any type of networks they still have,\u201d Dillon added, pointing to the work done in dismantling ISIS\u2019 ability to recruit, finance, plan external attacks and build drones. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One such dent in ISIS\u2019 network was the capture of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/04\/20\/man-linked-to-911-attacks-caught-by-us-backed-fighters-in-syria\/\" title=\"\" class=\"\" target=\"_blank\">Mohammad Haydar Zammar<\/a>, a Syrian-born German national linked to the Sept. 11, 2001, terror attacks, who reportedly planned to recruit new ISIS fighters. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zammar was captured by U.S.-backed fighters while trying to cross out of Syria.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5494\" height=\"3663\" src=\"\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg\" alt=\"\" class=\"wp-image-85583\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg 5494w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4286068.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 5494px) 100vw, 5494px\" \/><figcaption class=\"wp-element-caption\">A member of the Raqqah Civil Council discusses the official relocation of the council\u2019s headquarters in Raqqah, Syria, April 5, 2018. Travis Jones)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Although ISIS\u2019 networks are \u201calmost non-existent at the moment,\u201d they retain some lethality, such as their ability to still manufacture vehicle-borne improvised explosive devices, according to Dillon. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have also been concerns regarding other insurgent groups, one of which is the White Flags, which Dillon characterized as an ISIS offshoot in the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/03\/27\/us-coalition-want-to-shrink-role-in-iraq-but-isis-fighters-linger-in-the-desert\/\" title=\"\" class=\"selected-link\" target=\"_blank\">mountain areas outside Kirkuk, Iraq.<\/a> Still, Iraqi security forces have spotted those groups, and are \u201caggressively pursuing them,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of deterring ISIS offshoots rests on the coalition\u2019s mission to stabilize the areas liberated from ISIS. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To that end, in the former <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/07\/08\/isis-pushes-back-against-us-backed-forces-in-syria-s-raqqa\/\" title=\"\" class=\"\" target=\"_blank\">ISIS capital of Raqqa<\/a>, internal security forces and a civil council are being empowered and resourced by the coalition, Dillon said. \u201cOne such initiative is the restoration of the region\u2019s canal system, restoring water to tens of thousands of northeast Syrians &#8230; supplying hundreds of wheat farms throughout the region,\u201d he added.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5760\" height=\"3840\" src=\"\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg\" alt=\"\" class=\"wp-image-85586\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg 5760w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4294760.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 5760px) 100vw, 5760px\" \/><figcaption class=\"wp-element-caption\">Water flows through the Adnanea Canal once again after a dirt bridge is removed in Adnanea, Syria, April 2, 2018. Ambraea Johnson)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As for the remaining two spots under ISIS control, liberation has been on hold until more of the U.S.-backed Syrian Democratic Forces, or SDF, return to fight ISIS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, SDF fighters went north to fight Turkish forces attempting to take Afrin, Syria, from Kurdish militia, an ethnic group which makes up a large part of the SDF. Around that time, the coalition announced an \u201coperational pause,\u201d while still urging the SDF to remain focused and return to the anti-ISIS offensive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That pause appears to be nearing an end, as SDF partners are spotted returning to the MERV.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will not go into details about how many and when there will be a raid,\u201d Dillon said. \u201cBut there are some encouraging signs that more combat power is returning to the Middle Euphrates River Valley to really turn it up on the ISIS element in those two locations [where] they remain.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for how much longer the <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/04\/17\/pentagon-reports-number-of-contractors-employed-in-syria-for-first-time\/\" title=\"\" class=\"\" target=\"_blank\">coalition plans to stay in Iraq and Syria<\/a>, Dillon wouldn\u2019t address rumors that negotiations were under way to replace western troops with those from the United States\u2019 Arab allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will keep those discussions that happen between commanders on the ground, between those commanders,\u201d Dillon
