{"id":48011,"date":"2020-06-25T19:03:27","date_gmt":"2020-06-25T19:03:27","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/06\/25\/army-ditches-promotion-photos-as-part-of-an-effort-to-eliminate-unconcious-bias\/"},"modified":"2026-08-08T03:57:48","modified_gmt":"2026-08-08T03:57:48","slug":"army-ditches-promotion-photos-as-part-of-an-effort-to-eliminate-unconcious-bias","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/06\/25\/army-ditches-promotion-photos-as-part-of-an-effort-to-eliminate-unconcious-bias\/","title":{"rendered":"Army ditches officer promotion photos as part of an effort to eliminate unconscious bias"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Army will no longer include official photos for <a href=\"https:\/\/www.armytimes.com\/news\/your-military\/2020\/06\/18\/new-pentagon-team-is-going-to-take-on-racial-justice-in-the-military\/\" target=_blank>officer selection boards<\/a>, beginning in August, to help eliminate unconscious biases in the promotion process, the service secretary and chief of staff announced Thursday at the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Promotion board processes for warrant officers and noncommissioned officers are being reviewed as well, the Army\u2019s senior enlisted soldier said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An officer and enlisted soldier\u2019s race and gender are still currently visible as part of a promotion and selection board file. However, the Army is also looking at making race not visible starting with the August board, officials clarified in a statement after the press conference. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut [from] the studies we were shown it\u2019s a visual, not as much a written, discriminator,\u201d said <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/10\/17\/this-is-my-squad-sma-grinston-talks-about-his-push-to-build-cohesive-units\/\">Sgt. Maj. of the Army Michael Grinston<\/a>. \u201cThe unconscious bias deals with the picture, not necessarily the words.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to eliminate photos stemmed from a study that began in October 2018, according to service officials. The Army ran two identical selection boards as part of an experiment. One board used photos, while the other didn\u2019t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers found that when the Department of the Army photo was removed, there was less variance between voters\u2019 scoring, meaning voters ranked candidates more similarly across the board. After removing the photo, voters also took less time to make decisions on each individual file, and the outcomes for minorities and women improved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe photo is introducing more noise than signal about the officer\u2019s talent,\u201d said Col. Carl Wojtaszek, who works with the Army Office of Economic and Manpower Analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ditching promotion photos is one part of a larger initiative that Army Secretary Ryan McCarthy called \u201cProject Inclusion.\u201d It will involve sending Army senior leaders to installations around the force in the coming months to visit with soldiers and have \u201cuncomfortable conversations\u201d with troops about race, diversity, equity and inclusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project also involves the review of racial disparity in the Army justice system following the release of a Government Accountability Office report last year that found <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/06\/16\/frustrated-advocates-say-racial-biases-within-military-justice-system-remain-despite-repeated-alarms\/\">black and Hispanic service members<\/a> are more likely to face a trial than their white counterparts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This month, the Army\u2019s judge advocate general started an examination of <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/06\/19\/army-starts-comprehensive-look-at-racial-disparity-in-its-justice-system\/\" target=_blank>racial disparity within the Army justice system<\/a>, focusing on AWOL cases, urinalysis results, sexual assault and sexual harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is in the \u201cvery early stages of figuring out what could cause this,\u201d Lt. Gen. Charles Pede, the service\u2019s ranking attorney, told congressional lawmakers last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pede said he has already directed a \u201ccomprehensive assessment\u201d in conjunction with the Army\u2019s provost marshal general \u201cto examine why the justice system is more likely to investigate certain soldiers and what our investigations and command decisions tell us about this issue.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has also taken steps to increase awareness of unconscious bias and mitigate its impacts in other ways, such as updating diversity and inclusion training across its ranks, said Army Chief of Staff Gen. James C. McConville.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat makes us the world\u2019s greatest Army is unit cohesion,\u201d said McConville. \u201cAnything that makes people feel like they\u2019re not a valued member of the team is something we have to go after.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Army will no longer include official photos for officer selection boards beginning in August.
