{"id":49116,"date":"2023-02-10T20:26:41","date_gmt":"2023-02-10T20:26:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2023\/02\/10\/army-launches-another-performance-bonus-program-for-recruiters\/"},"modified":"2026-08-08T04:13:59","modified_gmt":"2026-08-08T04:13:59","slug":"army-launches-another-performance-bonus-program-for-recruiters","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2023\/02\/10\/army-launches-another-performance-bonus-program-for-recruiters\/","title":{"rendered":"Army launches another performance bonus program for recruiters"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Army officials have launched a new performance pay incentive for recruiters amid a crisis that left the service\u2019s end-strength goal <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/10\/05\/army-ended-fiscal-2022-short-almost-20000-soldiers-chief-says\/\" target=\"_blank\">short by around 20,000 <\/a>troops in fiscal year 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s assistant secretary overseeing manpower and reserve affairs, Agnes Gereben Schaefer, launched the \u201cRecruiter Production Incentive \u2013 Assignment Incentive Pay\u201d program, according to a Jan. 9 memo obtained by Army Times. The branch acknowledged the struggles of past programs, noting this initiative was designed to avoid them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move represents another step the service is taking to try and address its manpower issues, which left a massive shortfall for fiscal 2022 after missing recruiting goals by roughly <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/10\/02\/army-misses-recruiting-goal-by-15000-soldiers\/\" target=\"_blank\">15,000<\/a>. Other efforts underway include a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/08\/31\/prep-course-pilot-breaks-basic-training-norms-and-just-might-work\/\" target=\"_blank\">preparatory course<\/a> that helps prospective soldiers <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/01\/09\/army-expands-prep-course-for-low-scoring-applicants-after-pilot\/\" target=\"_blank\">improve their fitness and test scores<\/a> and a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/01\/24\/promotions-ribbons-established-for-army-recruiting-referrals\/\" target=\"_blank\">new referral program<\/a> using ribbons and early promotions to incentivize non-recruiters to refer applicants to recruiting personnel.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2023\/01\/24\/promotions-ribbons-established-for-army-recruiting-referrals\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/originalrecruitin.jpeg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Promotions, ribbons established for Army recruiting referrals<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Service officials hope the program can help reverse a recruiting deficit.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new program will pay recruiters quarterly cash bonuses based on the recruits\u2019 scores on the Armed Forces Qualification entry test, which rates applicants\u2019 performance on a one to 99 scale relative to how their peers perform on the Armed Services Vocational Aptitude Battery test. A recruit\u2019s score places them within <a href=\"https:\/\/www.cna.org\/pop-rep\/2017\/appendixa\/a_04.html#:~:text=2.%20AFQT%20scores,9%2D1\" target=\"_blank\">an aptitude category<\/a>, with those scoring between one and nine being in Category V and ineligible for service, and those scoring between 93 and 99 being in Category I.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there\u2019s a catch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bonuses are only for \u201coverproduction,\u201d according to the memo. That means recruiters will have to meet their quotas \u2014 and replace any signees who drop out of the Delayed Entry Pool before going to basic training \u2014 before they earn the production pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recruiters will receive $150 for each non-prior service recruit in Category IIIA, which requires a minimum score of 50 or better, who ships off to basic training, according to \u201cinitial\u201d rates detailed in the memo. Each Category IIIB accession, requiring a score between 31 and 49, will earn the recruiter $75.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program caps recruiters\u2019 performance earnings at $4,500 per quarter, and Army-selected recruiters already receiving special pay due to voluntary or involuntary tour extensions aren\u2019t eligible to receive the bonuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cReally, it\u2019s about taking care of our people,\u201d said the top general for Army Recruiting Command, Maj. Gen. Johnny Davis, in a <a href=\"https:\/\/www.army.mil\/article\/263355\/new_program_incentivizes_recruiting_excellence\" target=\"_blank\">press release<\/a> announcing the policy. \u201cWe must take care of the recruiting superstars who continuously go above and beyond, regardless of how challenging the recruiting environment becomes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program is slated to run through Dec. 31, 2024, the memo said, though it may end in December 2023 unless Congress extends a key funding authorization.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Avoiding previous pitfalls<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Service officials also told Army Times that the new program will avoid the paperwork issues that plagued a predecessor pilot program, which Army auditors said potentially overpaid $492,000 to recruiters, according to an Army Audit Agency report obtained by Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service\u2019s recruiting command had a 17-month pilot program \u2014 dubbed the Recruiter Performance Pay pilot \u2014 from July 2020 until October 2021, according to the audit and Army personnel directorate spokesperson Lt. Col. Joseph Payton.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similar to the new production pay program, the pilot paid incentives to participating recruiters on a per-recruit basis, but amounts were contingent on a new soldier finishing his or her training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to auditors, paperwork issues stemming from a complex, imperfect validation process meant 26 of 66 audited recruiters \u201creceived potentially improper payments.\u201d Auditors flagged the payments for a variety of issues, including recruiters not signing their program agreements, not enlisting the recruits for whom they received payments, failing to verify training completion and other administrative errors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Payton, the personnel directorate spokesperson, said the service \u201cconsidered insights from the pilot as it developed its newest incentive program,\u201d noting that the idea for the new structure \u201coriginated from the recruiters on the ground.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for the recruiting command, Brian McGovern, added that the command \u201chas implemented multiple control measures at each level of the organization to ensure the integrity of the [new] program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another previous recruiting incentive program, the Guard-Recruiting Assistance Program, used non-recruiting personnel working on the side for an independent contractor to provide referral assistance to recruiters. The program, which ran from 2005 to 2012, helped the National Guard fill its ranks during a high-usage period of the Global War on Terror.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But auditors warned it could be rife with fraud, and Congress said to find it. In response, a massive criminal investigation unfolded. An April 2022 Army Times investigation found that the probe went too far, issuing administrative punishments and creating false criminal histories in a Federal Bureau of Investigation database for troops who were never arrested or charged with a crime.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a \u2014 even where there was none.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army is working to correct those criminal histories, and Congress <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/12\/07\/congress-to-direct-faster-review-of-army-recruiting-fraud-cases\/\" target=\"_blank\">made an amendment to the fiscal 2023 defense policy bill<\/a> to monitor the service\u2019s progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked how the Army has learned from previous programs, personnel directorate spokesperson Payton committed to \u201crigorous U.S. Army oversight\u201d and said that the new performance pay \u201cdiffers from previous incentive programs in that it does not require external contractors and only
