{"id":49673,"date":"2022-10-10T14:00:00","date_gmt":"2022-10-10T14:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/10\/10\/army-cio-on-email-tech-modernization-and-more\/"},"modified":"2026-08-08T04:10:16","modified_gmt":"2026-08-08T04:10:16","slug":"army-cio-on-email-tech-modernization-and-more","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/10\/10\/army-cio-on-email-tech-modernization-and-more\/","title":{"rendered":"Army CIO on email, tech modernization and more"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Fiscal 2022 was a tumultuous year for the Army\u2019s information technology and network modernization efforts, with the successful launch of some initiatives, but the faltering and collapse of others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s civilian chief information officer, Dr. Raj Iyer, spoke with Army Times ahead of the Association of the U.S. Army\u2019s annual meeting to discuss his office\u2019s ongoing initiatives, the solution to the service\u2019s email shortfall and what challenges make tech modernization contracts so difficult to execute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer said soldiers can expect to see a massive expansion of the service\u2019s <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/12\/14\/army-significantly-expanding-bring-your-own-device-pilot\/\" target=\"_blank\">Bring Your Own Device pilot<\/a> in fiscal 2023 \u2014 and tried to address potential privacy concerns with the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things I made very clear upfront&#8230;for BYOD was it had to be an unmanaged solution,\u201d he explained. Traditional programs for letting personal devices onto secure networks require users to grant permission for the entire device to be accessed by their employer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that\u2019s not the case for the Army\u2019s BYOD program, developed by contractor Hypori, Iyer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not putting an agent on your phone. We\u2019re not monitoring your access,\u201d the Army CIO added. The technology works by connecting the phone to a cloud-based environment \u2014 no Army data is ever on the device itself during the connection to service networks. \u201cIf there\u2019s a spillage, we\u2019re not going to wipe your family pictures off and I\u2019m [not] going to confiscate your phone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer sees BYOD as a potential game-changer for the Army Reserve and National Guard, where many units suffer from tech shortages that can keep troops from getting work done on their drill weekends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we move to the desktop in the cloud model, you can buy a $150 [laptop] and access that same Windows 11 in the cloud,\u201d he said, questioning whether the armories where part-time troops work need to be connected to traditional hard-wired networks. He thinks that 5G hotspots and commercial WiFi could let the Army cut the cord there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should that happen, he argued, \u201cit\u2019s going to be a fraction of the cost of what we pay for today, and our armories will probably save us hundreds of millions of dollars.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Changes to the email plan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer is also hopeful that the service can realize some cost-savings for email and digital collaboration tools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He confirmed the Army \u201cmade the decision that Google Workspace will be an ongoing solution\u201d to solve the issue posed by the cost-driven shortfall of licenses allowing soldiers to access the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/07\/14\/gmail-fix-for-junior-soldiers-army-launches-google-email-beta\/\" target=\"_blank\">Microsoft-built Army 365 email <\/a>and collaborative apps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army CIO said that the old plan to distribute Army 365 access by rank has gone out the window due to concerns about difficulty collaborating within organizations that have troops on two different platforms. Instead, the Army will identify organizations that are \u201cself-contained\u201d and evaluate putting them entirely onto the Google platform, he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer said the analysis of which organizations will get Google isn\u2019t yet complete, but the service\u2019s training centers are likely to be the first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody that\u2019s coming into the Army, moving forward, will now be provisioned with a Google Workspace account,\u201d Iyer said. \u201cThe entire training base will now be on Google.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tech modernization challenges<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer also acknowledged the frustration with some recent tech modernization initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army fired Deloitte from its contract running the service\u2019s education benefits portal after a disastrous launch, with Iyer adding, \u201cwe\u2019re no longer going to continue to throw more good money against bad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for some larger, older contracts like the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/09\/08\/deja-vu-armys-21st-century-hr-platform-delayed-again-indefinitely\/\" target=\"_blank\">IPPS-A human resources platform<\/a> and others \u201cwhere we have too much sunk cost, it becomes a much harder problem,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The solution moving forward, Iyer argued, is to improve contracting practices by requiring G-6 oversight on tech modernization projects that previously could be managed by local commands. One vehicle for oversight will be a new kind of contract that allows Iyer\u2019s office to make multiple awards on the same project rather than relying on one contractor to sink or swim \u2014 a process more akin to how the service develops weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re gonna do&#8230;much more centralization and standardization,\u201d Iyer said. \u201cThey\u2019re going to now have to come to my office. We will do the technical assessments.
