{"id":49801,"date":"2018-05-08T18:00:31","date_gmt":"2018-05-08T18:00:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/05\/08\/house-panel-backs-plans-for-another-big-va-funding-boost\/"},"modified":"2026-08-08T03:57:05","modified_gmt":"2026-08-08T03:57:05","slug":"house-panel-backs-plans-for-another-big-va-funding-boost","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2018\/05\/08\/house-panel-backs-plans-for-another-big-va-funding-boost\/","title":{"rendered":"House panel backs plans for another big VA funding boost"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 President Donald Trump\u2019s plan for <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/02\/12\/va-spending-up-again-in-trumps-fiscal-2019-budget-plan\/\" title=\"\" class=\"\" target=\"_blank\">another hefty budget boost for the Department of Veterans Affairs<\/a> next year received support from a key congressional committee on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Appropriations Committee unanimously approved a $194.5 billion funding plan for <a href=\"https:\/\/www.federaltimes.com\/veterans\/2018\/04\/30\/lawsuit-calls-acting-va-secretary-wilkies-appointment-illegal-demands-immediate-removal\/\" title=\"\" class=\"\" target=\"_blank\">VA operations<\/a> in fiscal 2019, nearly matching the White House\u2019s request for the department from earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the proposal becomes law later this year, the measure would give VA officials a funding increase of about 8 percent from the current fiscal year, the latest in <a href=\"https:\/\/www.federaltimes.com\/management\/2016\/02\/10\/lawmakers-eye-ever-growing-va-budget\/\" title=\"\" class=\"\" target=\"_blank\">a string of large annual plus-ups<\/a> for the second largest federal bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the war in Afghanistan began in fiscal 2001, the VA budget totaled less than $49 billion. In fiscal 2009, it was $93.7 billion, less than half the new proposal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/05\/08\/lawmakers-advance-va-health-care-overhaul-medical-marijuana-research-for-vets\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ap-va-file-photo.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers advance VA health care overhaul, medical marijuana research for vets<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The flurry of legislative activity comes as the Department of Veterans Affairs&#039; leadership and reform goals remain unsettled.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In addition, the House panel\u2019s proposal includes $10.3 billion for military construction projects in fiscal 2019, an increase of about 2.4 percent from the current year\u2019s budget. Despite concerns among some conservative lawmakers about the costs, committee Chairman Rodney Frelinghuysen, R-N.J., called the boosts necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProviding critical resources for the men and women of our armed services and their families is a top priority of the committee and the White House,\u201d he said. \u201cWe owe it to those who serve and fight for our freedom every day to ensure they have the necessary tools and support to do their jobs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The funding plan still must pass the full House and be adopted by the Senate before it becomes law. That process isn\u2019t expected to be completed until late 2018, possibly after the November midterm elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the House committee\u2019s willingness to go along with the higher VA funding levels is a positive sign for department officials, given the fierce political fights over a host of other military and non-defense spending. In recent years, the VA budget debate has largely been immune from partisan fights over how to reign in federal programming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA funding plan includes $85.3 billion in discretionary spending for next year, an increase of $3.9 billion above the fiscal 2018 level. (Leo Shane III\/Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">That includes $8.6 billion in mental health care services, $7.4 billion in homeless veterans treatment, and $1.2 billion for the new VA electronic health record system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Major and minor construction projects within VA will receive $1.7 billion, slightly below the White House request. Separate from that total, the bill provides for $2 billion in existing infrastructure repair, to include $750 million is for seismic correction work at VA facilities nationwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure also includes $76 billion in advance appropriations for fiscal 2020, in case of a lapse in government operations in the few years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military construction portion of the bill includes $1.6 billion for military housing projects, nearly 11 percent above fiscal 2018 levels. Another $361 million is earmarked for construction and alterations at military medical facilities, and $368 million more for improvements at DOD schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No
