National Guard could resurrect recruiting referral bonuses"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">They\u2019ve done it before. It was controversial, and people went to prison, but it worked. And now it might return.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army National Guard is evaluating whether it should reestablish a national-level recruiting referral bonus program to address a worsening recruiting and end strength shortfall that could leave the nation\u2019s part-time soldiers struggling to fulfill their myriad requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Guard Bureau\u2019s top general, Gen. Dan Hokanson, told reporters Sept. 20 that \u201cwe could really help make every single Guardsman a recruiter by paying them a bonus for anybody that they bring into the organization that\u2019s able to complete their military training.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Times contacted NGB officials and requested an interview with Hokanson or another official to discuss the details of their proposal, but a spokesperson declined the request, citing schedule conflicts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPreviously, this worked at the height of our wars in Iraq and Afghanistan, and numerous recruiters and a lot of our leaders have brought this up as a potential option going forward as we look to recruit back to our full authorized end strength,\u201d the general said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The wartime program that Hokanson alluded to, the Guard-Recruiting Assistance Program, ran from 2005 to 2012 and offered enlistment referral bonuses of $2,000 to off-duty Guard troops working as civilian independent contractors for a private company, Docupak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Around 130,000 soldiers joined during that period via G-RAP referrals, and the Guard quickly exceeded its end strength goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Army\u2019s audit agency said in 2012 that the program could have experienced $92 million in fraud, garnering attention from lawmakers and sparking a massive Army Criminal Investigation Division investigation named Task Force Raptor. The bonuses were abruptly halted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigations found some fraud, including a kickback ring in Texas, but never came close to identifying \u2014 or recovering \u2014 anything close to the $92 million figure auditors were worried about. Lawmakers urged them to press on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, troops caught up in the scandal who weren\u2019t even charged with a crime have found their lives derailed by quietly-instituted administrative punishments called titling and indexing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their stories were subject of an <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/04\/29\/ghosts-of-g-rap-illusions-of-recruiting-fraud-still-ruining-soldiers-careers\/\" target=\"_blank\">Army Times investigation<\/a> in April, and CID confirmed in July that it has <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/07\/20\/army-reopening-nearly-900-g-rap-recruiting-fraud-investigations\/\" target=\"_blank\">reopened hundreds of G-RAP case files<\/a> \u201cto determine whether individuals were titled and indexed appropriately.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/04\/29\/ghosts-of-g-rap-illusions-of-recruiting-fraud-still-ruining-soldiers-careers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/image001-2.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Ghosts of G-RAP: Illusions of recruiting fraud still ruining soldiers\u2019 careers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">In 2012, the Army began a massive investigation looking for recruiting fraud \u2014 even where there was none.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for the National Guard Association of the U.S., John Goheen, said the investigation overshadowed the program\u2019s success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLost in all the controversy was the fact that this particular program brought in tens of thousands of high quality soldiers at a time when the Army National Guard was under strength,\u201d he said in a Thursday phone interview. &#8220;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What could be different, and what\u2019s the same?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Although the circumstances that spawned the original version of G-RAP aren\u2019t a perfect match to the Guard\u2019s present-day numbers problem, a few common threads \u2014 such as overuse \u2014 emerge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last time the National Guard looked to a recruiting referral bonus program in late 2005, the Army\u2019s part-time troops were reeling from a busy, bloody year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Defense Department data, 180 Army Guardsmen died in Iraq or due to wounds suffered there in 2005, and two more died in Afghanistan. (National Guard Bureau)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The already understrength Army Guard was asked to do a lot that year, and the G-RAP pilot launched in December 2005 with high hopes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a quick success. By the program\u2019s third anniversary in 2008, some 80,000 Guardsmen had joined on G-RAP referrals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But auditors ultimately faulted NGB for failing to provide proper oversight of the contract, and said it lacked key safeguards to prevent potential fraud. The G-RAP rules also constantly changed, according to those faulted for purportedly violating them, and some recruiting assistants unwittingly violated federal privacy regulations to get required data for the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today\u2019s recruiting environment, where the COVID-19 pandemic affected applicant test scores and potentially accelerated a decrease in physical fitness among American youths, is different than 2005 \u2014 and perhaps tougher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while the Guard\u2019s demand is of a different nature than 2005, today\u2019s frequent and long-lasting domestic deployments (paired with continuing non-combat overseas commitments) may be pushing experienced troops to head for the exits. A <a href=\"https:\/\/www.military.com\/daily-news\/2022\/09\/22\/national-guard-having-nightmarish-time-keeping-soldiers-and-recruiting-new-ones.html\" target=\"_blank\">Sept. 22 Military.com story<\/a> said the Army Guard will miss its fiscal 2022 retention goals by approximately 14%, citing internal Guard data it obtained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hokanson, the NGB chief today, said any new referral bonus program would need \u201cthe right checks and balances in place\u201d to be viable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe rules would have to be very clear as to who a soldier could recruit,\u201d said NGAUS\u2019 Goheen. \u201cThe rules changed during G-RAP, and it caused some confusion. [Having clear rules] would instill some confidence that soldiers could participate in this, recruit&#8230;and there would be no later repercussions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While details are scarce on any federally run Guard referral bonus programs that may soon emerge, some states have initiated their own models that could provide a blueprint for NGB to emulate.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ongoing state programs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, a few states have launched state-funded and administered referral bonus programs. They include Alabama, <a href=\"https:\/\/www.linkedin.com\/posts\/delaware-army-national-guard-recruiting_new-program-for-all-delaware-national-guard-activity-6973651596551299072-wtVd?utm_source=share&#038;utm_medium=member_desktop\" target=\"_blank\">Delaware<\/a>, Vermont and Virginia. An NGB spokesperson said the bureau, which only coordinates federal resources, does not maintain a list of states who have their own referral bonus programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shedding the tainted G-RAP moniker, three of the states call their program the Joint Enlistment Enhancement Program, or JEEP for short.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Alabama, Delaware and Vermont, JEEP assistants can earn up to $500 for referring someone to the Army or Air National Guard who goes on to complete their initial entry training.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4053\" height=\"2702\" src=\"\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg\" alt=\"\" class=\"wp-image-87477\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg 4053w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6496884.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 4053px) 100vw, 4053px\" \/><figcaption class=\"wp-element-caption\">Maj. William Frye\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/ljfo.vermont.gov\/assets\/Uploads\/471202c3e9\/WGen.-Gregory-C.-Knight-Adjutant-General-VT-National-GuardFY23-AOE-Budget2-9-2022.pdf\" target=\"_blank\">budget request document <\/a>submitted to the state legislature in February, Vermont Guard officials said their JEEP pilot program launched in October 2020. Guard officials there said it quickly boosted their enlistment numbers and \u201cutilization of this incentive program has greatly increased in FY22.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/va.ng.mil\/News\/article\/3159569\/new-virginia-national-guard-incentive-offering-up-to-750-for-qualified-enlistme\/fbclid\/new-virginia-national-guard-incentive-offering-up-to-750-for-qualified-enlistme\/\" target=\"_blank\">Troops in Virginia<\/a> can earn up to $750 per referred enlistment made through the state\u2019s Referral Enlistment Program \u2014 $250 when they sign up, $250 when they finish training and a $250 \u201ckicker\u201d if the new member joins in a high-priority career field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state\u2019s top general, Maj. Gen. Timothy Williams, called the program \u201can excellent opportunity for citizens of Virginia to help connect potential recruits with career opportunities in the Virginia National Guard\u201d in a press release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Virginia\u2019s REP also differs in that any citizen of the state (other than uniformed recruiters and their household members) can sign up to refer prospective troops.
