{"id":50489,"date":"2023-12-15T15:13:11","date_gmt":"2023-12-15T15:13:11","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2023\/12\/15\/army-backtracks-renews-temporary-nco-promotions-for-a-third-year\/"},"modified":"2026-08-08T04:21:30","modified_gmt":"2026-08-08T04:21:30","slug":"army-backtracks-renews-temporary-nco-promotions-for-a-third-year","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2023\/12\/15\/army-backtracks-renews-temporary-nco-promotions-for-a-third-year\/","title":{"rendered":"Army backtracks, renews temporary NCO promotions for a third year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Army\u2019s top personnel officer has extended across-the-board temporary promotions for enlisted troops who haven\u2019t attended their professional military education, according to a policy memo that publicly surfaced on<a href=\"https:\/\/www.reddit.com\/r\/army\/comments\/18iplgx\/promotions_without_pme_extended_for_1_year\/\" target=\"_blank\"> Army Reddit<\/a> and was independently obtained by Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo, signed by Army G-1 Lt. Gen. Douglas Stitt, rescinded a September memorandum that would have ended across-the-board temporary promotions for active duty troops on Jan. 1. For at least another year, Stitt said, otherwise-eligible troops will advance to the higher grade and then have 365 days to complete their next educational milestone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The temporary promotions began in late 2021 after Human Resources Command realized that Master Leader Course slots \u2014 a requirement to promote to master sergeant \u2014 were incorrectly issued to senior soldiers rather than higher-rated ones. Then <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/11\/01\/temporary-promotions-expanding-to-all-ncos-sma-grinston-says\/\" target=\"_blank\">all NCO grades<\/a> began receiving temporary promotions in January 2022 after a further audit revealed excessive waits for pre-promotion training for other grades as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not immediately clear why the Army reversed its decision to end temporary promotions,<b> <\/b>and Stitt\u2019s Thursday memo did not explain the matter. In September, Sergeant Major of the Army Michael Weimer claimed that the \u201ctemporary conditions,\u201d such as school backlogs, that first necessitated the pre-PME promotions have passed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move may represent a fatal blow to the Army\u2019s long-delayed \u201cselection, training, education, and promotion\u201d (or STEP) vision for enlisted talent management, despite Weimer\u2019s comments about<b> <\/b>its importance in his September statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through STEP, the service aimed to identify talented soldiers and prioritize them for professional education, thus allowing them to earn promotions ahead of their peers. Once fully realized, leaders explained, the policy was intended to create a bench of ready NCOs that the service could promote based on month-to-month manpower needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But STEP has been on ice for three years, and Stitt\u2019s memo said the advancement model \u201cis suspended until further notice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former senior enlisted leader for the G-1 directorate, now-retired Sgt. Maj. Mark Clark, implied in a October 2022 interview that its future may be in question. \u201cDo we maintain this [temporary promotion] posture? Do we go back to STEP as it is?\u201d Clark <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/11\/01\/temporary-promotions-expanding-to-all-ncos-sma-grinston-says\/\" target=\"_blank\">said in the interview<\/a>. \u201cOr do we just relook [at] the entire policy as a whole as to what STEP will be?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer, the Army\u2019s top NCO, stopped short of committing to STEP\u2019s future in a Friday morning statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCurrently, we\u2019ve decided STEP will remain suspended and have not determined a timeline for reimplementation,\u201d he said. \u201cOur goal is to ensure our soldiers\u2019 careers do not suffer from factors outside of their control.
