{"id":50584,"date":"2023-10-03T15:28:33","date_gmt":"2023-10-03T15:28:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2023\/10\/03\/after-missing-goal-again-army-announces-sweeping-recruiting-reforms\/"},"modified":"2026-08-08T04:18:25","modified_gmt":"2026-08-08T04:18:25","slug":"after-missing-goal-again-army-announces-sweeping-recruiting-reforms","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2023\/10\/03\/after-missing-goal-again-army-announces-sweeping-recruiting-reforms\/","title":{"rendered":"After missing goal again, Army announces sweeping recruiting reforms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Army has launched far-reaching reforms that will transform how<b> <\/b>it attracts and recruits new soldiers, its top leaders said in a press conference today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The moves come after the service failed to meet its recruiting targets for two consecutive fiscal years, which caused its end strength to fall from an original level of 485,000 in late 2021<b> <\/b>to around 452,000 active duty soldiers today<b> <\/b>\u2014 its <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/03\/13\/the-army-keeps-getting-smaller\/\" target=\"_blank\">smallest full-time force since 1940<\/a>, the year before the U.S. entered World War II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Secretary Christine Wormuth said the changes came after an in-depth recruiting study that compared<b> <\/b>25 years of internal Army data and organizational structure against labor market trends and private sector practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019re doing is really focused on changing what we can control [and] seizing our own destiny,\u201d Wormuth said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reforms, which will begin immediately, though some will take years to complete, will include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Establishing new specialized enlisted and warrant officer recruiting career fields that will replace the existing 79R MOS and eventually abolish involuntary recruiting assignments.<\/li><li>Formally increasing recruiters\u2019 mandate to woo prospective soldiers with college education, due to the shrinking proportion of workforce members who have only a high school education.<\/li><li>Creating an experimentation directorate within the Recruiting Command that is isolated from current-year production pressure.<\/li><li>Integrating effective data analysis to support recruiting policy decisions after the study group found the service has failed to verify whether historical changes were effective.<\/li><li>Reassigning Recruiting Command to report directly<b> <\/b>to Wormuth, and raising<b> <\/b>its commanding general rank<b> <\/b>to a three-star level and extending<b> <\/b>the command tour length to four years.<\/li><li>Reassigning the Army Enterprise Marketing Office to report to Recruiting Command.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Source: Secretary of the Army<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wormuth and George said the Army has failed to keep up with trends in the U.S. labor market in recent decades, and recent high-profile failures to meet accession goals were the culmination of a long-term trend. The Army has not met its contract goals since 2014, which has slowly drained its pool of \u201cdelayed entry\u201d recruits who are awaiting training and forced it to rely on late-year recruiting surges fueled by recruiter willpower rather than effective and efficient practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s all-out effort to make its recruiting goals both last year and this year yielded some important successes. One such example is the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/08\/31\/prep-course-pilot-breaks-basic-training-norms-and-just-might-work\/\" target=\"_blank\">Future Soldier Prep Course<\/a> for applicants who need to improve their fitness or test scores before they can go to basic training, Wormuth emphasized that \u201ccontinuing to sort of have the same approach but do it better and harder was not going to get us where we need to be.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s leaders expressed confidence that shifting the Army\u2019s recruiting model to more closely resemble that of the private sector will help it reach markets that it has struggled to tap. They believe it will also nest well with the service\u2019s recent marketing refresh, which <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/03\/08\/how-embracing-be-all-you-can-be-resurrected-army-marketing\/\" target=\"_blank\">rebirthed the classic \u201cBe all you can be\u201d slogan<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a class=\"wp-block-paragraph\">\u201cWe\u2019re going to train [recruiters] to start using digital job boards&#8230;we\u2019re going to start piloting large-scale career fairs in major population centers,\u201d Wormuth said. \u201cInstead of just having a table in a high school cafeteria, we\u2019re really going to try to do something more like private sector companies do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But because the reforms will take time to implement and reach their full potential, the Army may have to make tough decisions on cutting units it can\u2019t man in the interim due to its falling numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wormuth, however, is confident that any unit-level force structure reductions will be \u201cvery modest [and]
