{"id":50644,"date":"2024-02-21T17:52:06","date_gmt":"2024-02-21T17:52:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2024\/02\/21\/army-wont-rule-out-any-possible-fixes-to-recruiting-housing-woes\/"},"modified":"2026-08-08T04:18:50","modified_gmt":"2026-08-08T04:18:50","slug":"army-wont-rule-out-any-possible-fixes-to-recruiting-housing-woes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2024\/02\/21\/army-wont-rule-out-any-possible-fixes-to-recruiting-housing-woes\/","title":{"rendered":"Army won\u2019t rule out any possible fixes to recruiting, housing woes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ARLINGTON, Va. \u2013 From housing problems to retention, recruiting and pay, the Army is looking at in-house<b> <\/b>solutions in the face of budget challenges, said the service\u2019s top enlisted soldier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sergeant Major of the Army Michael Weimer shared few details, but hinted at options the service might consider for addressing issues facing soldiers and their families when he spoke Wednesday at the Association of the U.S. Army.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first question Weimer faced from an audience of more than 100 people, many enlisted soldiers, was what the service is doing about housing problems facing both families and barracks residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Repeatedly, Weimer stressed that while some factors, such as larger defense department mandates, budgets or congressional actions are out of the Army\u2019s hands, the service is looking at what it can do on its own to solve problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe answer is there\u2019s nothing off the table,\u201d Weimer said. \u201cWhat can we control internally as a service and where do we need [the Pentagon\u2019s] help because there\u2019s certain things all services need to agree to and then there\u2019s a congressional piece to it. And we\u2019re looking at all that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there are still areas to improve in family housing, Weimer said the Army has made strides when it comes to enforcing the Pentagon\u2019s 2020 <a href=\"https:\/\/media.defense.gov\/2020\/May\/18\/2002302053\/-1\/-1\/1\/TENANT_BILLOFRIGHTS.PDF\" target=\"_blank\">Tenant Bill of Rights<\/a> and holding housing contractors accountable to military families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrankly they\u2019re doing a much better job but that\u2019s been a journey,\u201d Weimer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sergeant major then turned his sights to barracks conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got some work to do there, we really do,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to construction schedule delays stemming from the COVID-19 pandemic that the service is trying to catch up on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adding to the problem, he said, is budgeting for long-term renovations and new construction across the service\u2019s facilities with military budget delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re struggling to get after this without predictable funding and this is where we need congressional help,\u201d Weimer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon rolled out a new <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2024\/02\/15\/dod-looks-to-revamp-housing-facilities-on-military-installations\/?utm_source=sailthru&#038;utm_medium=email&#038;utm_campaign=mil-ebb&#038;SToverlay=342f5a58-c37b-4142-b049-1f737335b507\" target=\"_blank\">Strategy for Resilient and Health Defense Communities<\/a> on Feb. 15 as the Defense Department struggles to maintain its aging barracks and address issues facing military families due to limited on-base housing at many of its 538 installations. The same day the Pentagon unveiled its housing strategy, commanders at Fort Liberty, North Carolina laid out a host of infrastructure initiatives from new barracks to road repairs and improvements to child development centers, <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2024\/02\/16\/multiple-fixes-in-the-works-for-fort-liberty-quality-of-life-problems\/\" target=\"_blank\">Army Times reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In late January, Weimer <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2024\/01\/31\/lawmakers-question-sma-on-army-recruiting-progress-as-reforms-unfold\/\" target=\"_blank\">testified to Congress<\/a> alongside his counterparts in the other services about military quality of life concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In that testimony, enlisted leaders urged Congress to boost service members\u2019 housing allowance to cover 100% of expenses, rather than the current 95% coverage rage, <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2024\/02\/02\/enlisted-leaders-urge-lawmakers-to-fully-fund-troop-housing-allowance\/\" target=\"_blank\">Military Times reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shortfall amounts to an out-of-pocket cost ranging from $85 to $194 each month, according to Pentagon analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a similar vein, the Army\u2019s looking at ways to improve pay and compensation for service members, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer noted that the Pentagon is six months short of finishing the two-year process of its pay and compensation review. That process will compare troop base pay to civilian equivalents and could spell a pay increase, pending the results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those figures are controlled by the Defense Department, not the services, along with housing and subsistence allowances. But incentive pay, additional skills pay and other compensation such as reenlistment bonuses, are controlled by the services, Weimer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re taking a look at those holistically also,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he cautioned that the Army faces a zero-growth budget while trying to simultaneously improve installation infrastructure and modernize a variety of equipment and systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRemember, it\u2019s all the same checkbook,\u201d Weimer said. \u201cAnd I hate ending on that but it\u2019s real and I feel obligated to let you know that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to housing concerns, recruiting and retention came up in the January congressional hearing, and audience members at Wednesday\u2019s event echoed some of the same questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer pointed to a recruiting restructure the Army put in place last year as well as the ongoing Future Soldier Prep Course, a pre-training camp that helps potential soldiers not yet qualified for basic training improve their physical fitness or test scores.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The restructuring included reassigning recruiting command to report directly to the Army secretary, raising the commanding general\u2019s rank to three star and extending the command tour to four years, <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/12\/22\/army-recruiting-reform-rolling-along-into-2024\/#:~:text=Reassigning%20Recruiting%20Command%20to%20report,to%20report%20to%20Recruiting%20Command.\" target=\"_blank\">Army Times reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of January, Weimer said that more than 14,300 individuals have completed the course. Many of the prep course graduates are being selected for positions such as squad leader or platoon guide in basic training because of their familiarity with the Army.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While promising, Weimer said he wants to see long-term data on the program\u2019s effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe data that I\u2019m really waiting for is the one to two-year enlistment time at first duty station,\u201d Weimer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An audience member asked Weimer if the service was considering ending the longstanding \u201cup or out\u201d policies that push service members out of the military if they don\u2019t reach certain rank promotion levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The more stringent version has been adjusted in recent years to an \u201cup or stay,\u201d which can retain personnel with certain skills, regardless of rank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer didn\u2019t dive into details but said that as far as retaining soldiers, especially those in high-skill, low density jobs such as cyber, the Army was \u201clooking at everything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think we could ever completely change an up or out model for all MOSs,\u201d Weimer
