Clearing the <a href=\"https:\/\/www.armytimes.com\/news\/2022\/10\/24\/all-soldiers-have-now-been-moved-out-of-unlivable-fort-bragg-barracks\/\" target=\"_blank\">maintenance backlog<\/a> alone will require $19 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A significant chunk of the work is needed at facilities on Fort Bragg, North Carolina and at U.S. Army Garrison Hawaii, according to the recently released, Congressional Budget Office report, <a href=\"https:\/\/www.cbo.gov\/publication\/58220\" target=\"_blank\">\u201cThe Army\u2019s Costs to Eliminate Its Deferred Maintenance Backlog and to Renovate and Modernize its Buildings.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An estimated 21%, or $11.2 billion of the $54 billion total costs for all deferred maintenance, renovation and modernization of <a href=\"https:\/\/www.armytimes.com\/news\/2022\/09\/14\/fort-stewart-urges-room-checks-after-video-showed-mold-encrusted-walls\/\" target=\"_blank\">Army facilities<\/a> is needed for <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/10\/15\/mold-in-barracks-displaced-203-fort-bragg-soldiers-during-holiday-weekend\/\" target=\"_blank\">Fort Bragg<\/a> and Hawaii installations alone.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/08\/09\/heres-the-plan-for-the-moldy-fort-bragg-barracks-that-caused-1200-to-be-moved\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_4966-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s the plan for the moldy Fort Bragg barracks that caused 1,200 to be moved<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Barracks from which 1,200 Fort Bragg soldiers are being relocated because of mold, outdated ventilation systems and aging buildings, will be demolished.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Staffers at the CBO conducted their assessment with data available up to September 2020 and note that inflation and maintenance items since then likely have raised the costs they identified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report does not specifically mention recent and ongoing problems with moldy barracks at Fort Bragg, Fort Stewart, Georgia and elsewhere that have triggered moves for at least 1,300 soldiers in separate instances going back at least two years, Army Times previously reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They reviewed data for 49,000 of the 500,000 buildings and other structures on Army bases for this report. Two-thirds of buildings in use by the active Army did not require renovation or modernization for users, the report noted. The remaining one third required, \u201cminimal, significant or major work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the Army is conducting its own facilities review, which is expected in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe deadline for inspections of Army active-duty facilities worldwide, including Soldier barracks, has been extended to Jan. 18, 2023,\u201d an Army spokesperson told Army Times. \u201cThis comprehensive infrastructure assessment is part of the annual Facility Investment Plan to enable the Army to identify issues that need remediation and make informed decisions about renovation and new construction priorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Facilities at Fort Bragg and Hawaii \u201caccounted for significantly higher amounts of deferred maintenance costs than other Army bases,\u201d according to the report.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1763\" height=\"1175\" src=\"\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg\" alt=\"\" class=\"wp-image-88181\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg 1763w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg?resize=1024,682 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fort-Campbell-renovation.jpg.jpg?resize=1536,1024 1536w\" sizes=\"auto, (max-width: 1763px) 100vw, 1763px\" \/><figcaption class=\"wp-element-caption\">Grant Hyams, a plumber with Little Piping &#038; Mechanical, cuts off a section of pipe July 14 while installing plumbing at barracks building 3713. (Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Bragg would require an estimated $5.8 billion for renovation and modernization while Hawaii facilities would take $2.6 billion. The combined costs make up a quarter of the total renovation and modernization estimates of $34 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are reasons for the extra costs at those bases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Bragg has a larger share of the Army\u2019s building inventory. And some of those facilities on the base no longer support the needs of the units stationed there. That means that more costly repairs or upgrades are needed than with buildings that still serve their users but require some routine upkeep.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The average Army base had about 1% of the total inventory in need of repair or upgrade. Fort Bragg contains 3% of all Army inventory in that category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across installations, an estimated 22% of the average base\u2019s facilities no longer met users needs and needed significant upgrades or redesigns. To do so, it has requested $9.6 billion for barracks repair and reconstruction.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And that is the high-end goal. Simply catching up on deferred maintenance is its own challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of September 2020, an estimated 34,000 buildings, or 70% of those analyzed by the CBO report authors, had some deferred maintenance. Completing all the deferred work would cost about $19 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By comparison, the report noted, the Army spent an average of $2.5 billion annually between 2020 and 2022 on all combined maintenance and sustainment of buildings, real property and nonbuilding structures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service does not stand alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also points out that though the defense department has a goal of complete recapitalization of all facilities every 67 years, the department hasn\u2019t met that goal for at least 10 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the department has directed each of the military services to cover only 80% of their sustainment goals in annual budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army property sustainment funding has ranged from 62% to 92% between 2013 and 2022, with an average of 79% during that period, according to the CBO report.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The report&#8217;s data collection ended in 2020.
