Gen. Jody Daniels, chief of the Army Reserve, and administrative actions taken against the three officers have the potential to prevent further advancement in the military. Those officers were not identified in the report.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2024\/06\/13\/maine-shooting-reveals-mental-health-care-gaps-for-reservists\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23301730165034.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Maine shooting reveals mental health care gaps for reservists<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An Army official told an investigating panel that differences in health care for reservists could restrict information flow to commanders.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Survivors and victims\u2019 family members have been critical over <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2024\/05\/16\/family-army-frustrated-efforts-to-get-reservist-help-before-shooting\/\" target=\"_blank\">missed opportunities to stop the 2023 attack<\/a>, which came after family members and fellow reservists noticed that the gunman had been exhibiting delusional and paranoid behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy heart and soul goes out to all those families, the folks that were witnesses to what happened,\u201d Daniels told reporters. \u201cWe\u2019re doing the best that we can in terms of understanding what did transpire, then make changes for the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The partially redacted report noted that the gunman, Sgt. 1st Class Robert Card, had previously fallen from a ladder, a <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2024\/03\/07\/evidence-of-traumatic-brain-injury-in-maine-shooter-who-killed-18\/\" target=\"_blank\">potential cause of head injuries<\/a> uncovered in a post-mortem examination. Daniels said emphatically that there was no tie between his brain injury and his military service, even though the Defense Department is looking into the potential for damage caused by exposure to repeated blasts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 40-year-old Card, who was in the midst of a spiraling mental health crisis, made some alarming statements before the shooting. The investigation indicated Card had a \u201chit list,\u201d bragged that he could kill 100 people with a rifle scope he\u2019d bought, and told a health care provider that he decided to quit his job \u201cbefore he ended up killing someone,&#8221; the report said. Witnesses said Card answered the door of his Bowdoin home armed with a gun because of his paranoia, the report said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2024\/06\/17\/reservist-in-maine-shooting-was-a-low-threat-after-hospital-release\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP24169556476113.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Reservist in Maine shooting was a \u201clow threat\u201d after hospital release<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An Army Reserves lieutenant colonel testified that there were no signs reservist Robert Card might commit a mass shooting.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The shooting happened Oct. 25, 2023, at a bowling alley and at a bar and grill in Lewiston. In addition to the deaths, 13 survived gunshot wounds and 20 others suffered nonshooting injuries during the frenzy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, more than 130 people were present at the bowling alley, which was hosting a youth league, and at the bar, which was hosting a cornhole tournament. Card died by suicide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An independent commission established by Democratic Gov. Janet Mills is also conducting its own investigation into the tragedy. Its report is expected to be completed later this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the Army Reserve and the Army\u2019s Inspector General were asked to provide a full accounting of events. The Army report, which numbered 115 pages, was based on interviews with 43 witnesses, 445 exhibits and visits to relevant locations, including the sites of the shootings and the location where Card\u2019s body was found two days later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army report, which recommends procedural changes and new policies to better manage reservists\u2019 mental health, was so thorough that the Army\u2019s Inspector General, Lt. Gen. Donna Martin, told reporters at the Pentagon that she concluded that her office didn\u2019t need to conduct an independent investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report cited failures in the Reserve unit\u2019s leadership; communication failures and delays between an Army hospital and a civilian psychiatric hospital where Card was treated in New York; and procedural failures that included an inadequate review of Card\u2019s medical records before his case was closed by the Army Reserve Psychological Health Program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2024\/05\/21\/army-to-release-findings-on-2023-maine-mass-shooting-in-coming-weeks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23303713030233.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army to release findings on 2023 Maine mass shooting in coming weeks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An investigation into the October 2023 mass shooting by an Army reservist will be released in the next few weeks, Army leaders said Thursday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It also recommended a review of the U.S. Army Reserve\u2019s behavioral health force structure and comprehensive behavioral health retraining across the entire U.S. Army Reserve, which comprises nearly 190,000 soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who knew Card reported that his behavior began to change in January 2023, shortly before he purchased hearing aids online. Card\u2019s ex-wife and son had reported their concerns about his paranoia and erratic behavior to police in May, two months before fellow reservists encountered a gaunt Card in New York, where members of his unit were training West Point cadets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concerns over his behavior and his attempt to attack a fellow reservist led to him being taken to an Army hospital for evaluation. He was then transferred to a private psychiatric hospital for treatment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report said there was enough evidence presented to commanders of Card\u2019s deteriorating health that he shouldn\u2019t have been allowed to attend training at West Point, where he was supposed to work on the machine gun range. And when he was hospitalized, he should\u2019ve retained his on-duty status so the Army could better ensure continuity of care, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, Card was released after 19 days of treatment in a psychiatric hospital and returned home to Maine where he was no longer on active duty and largely outside the scope of Army rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report said a discharge summary from Four Winds Psychiatric Hospital concluded Card displayed symptoms including psychosis, mood instability and aggression, homicidal ideations, paranoia and auditory hallucinations. It also noted that the hospital sought a court hearing to extend Card&#8217;s stay, but the hearing request was rescinded before Card&#8217;s discharge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report faulted the Army Reserve Psychological Health Program for failing to fully review Card\u2019s medical charts before dismissing the case because of Card\u2019s refusal to cooperate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report didn\u2019t resolve a fundamental problem that Army Reservists are under military command only when they\u2019re reporting for drills. Once they return to civilian life, they\u2019re no longer bound by those rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Army nurse practitioner who evaluated Card in New York recommended that Card\u2019s weapons should be removed, but Army officers mistakenly thought they had no options for his personal weapons and relied on Card\u2019s family to handle it, the report said. The same nurse practitioner concluded New York\u2019s red flag law couldn\u2019t be applied to remove Card\u2019s gun because it applied only to New Yorkers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back in Maine, Card\u2019s behavior continued to deteriorate, and a reservist who said he was Card\u2019s best friend <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2024\/04\/25\/reservists-say-they-warned-of-maine-killers-decline-before-shootings\/\" target=\"_blank\">reported in September<\/a> to his superiors: \u201cI believe he\u2019s going to snap and do a mass shooting.\u201d That prompted a Maine deputy to attempt to check on Card at his home in Bowdoin, but the deputy declined to initiate proceedings to remove Card\u2019s guns under the state\u2019s yellow flag law, saying he didn\u2019t have legal authority to initiate the process when Card refused to answer the door to his home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An interim report by Maine\u2019s <a href=\"https:\/\/apnews.com\/article\/maine-mass-shooting-lewiston-interim-report-3f3720c3213ca39aeeb166eb5e7a86b8\" target=\"_blank\">independent commission concluded<\/a> that law enforcement had the authority to seize Card\u2019s weapons and shouldn\u2019t have left it up to his family.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An Army report cited communication failures within the
