{"id":51973,"date":"2025-07-09T14:00:15","date_gmt":"2025-07-09T14:00:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2025\/07\/09\/army-updates-misconduct-investigations-will-punish-false-accusations\/"},"modified":"2026-08-08T04:23:48","modified_gmt":"2026-08-08T04:23:48","slug":"army-updates-misconduct-investigations-will-punish-false-accusations","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2025\/07\/09\/army-updates-misconduct-investigations-will-punish-false-accusations\/","title":{"rendered":"Army updates misconduct investigations, will punish false accusations"},"content":{"rendered":"\n\n\n<p class=\"wp-block-paragraph\">The Army has changed how it investigates misconduct allegations, adding new rules that may complicate how soldiers make anonymous reports of misconduct, including punishments for soldiers who make false allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes also stopped the flagging of an accused soldier\u2019s personnel records ahead of an investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes came in a June update to the <a href=\"https:\/\/armypubs.army.mil\/epubs\/DR_pubs\/DR_a\/ARN43931-AR_15-6-000-WEB-1.pdf\" target=\"_self\" rel=\"\" title=\"https:\/\/armypubs.army.mil\/epubs\/DR_pubs\/DR_a\/ARN43931-AR_15-6-000-WEB-1.pdf\">Army\u2019s 15-6 regulation<\/a>, which lays out the process for investigating military-related misconduct, such as misuse of government resources, hazing, sexual harassment, toxic leadership, adultery, fraternization, cruelty and maltreatment of subordinates and violation of orders and regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Army official told <a href=\"https:\/\/taskandpurpose.com\/news\/army-15-6-investigation-regulation\/\" target=\"_self\" rel=\"\" title=\"https:\/\/taskandpurpose.com\/news\/army-15-6-investigation-regulation\/\">Task &amp; Purpose<\/a>, who first reported on the matter, that the goal is to reduce the number of 15-6 investigations. The service also aims to \u201cclarify\u201d for commanders, especially for junior officers, that there are other processes they are encouraged to use for \u201ceveryday friction\u201d within their command \u2014 and when there\u2019s not \u201csufficient evidence.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of Defense Pete Hegseth issued a memo April 23 that ordered changes to the investigation policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One major change is the introduction of a credibility review early in the complaint process. The credibility assessment will now precede the traditional three fact-finding phases \u2014 preliminary inquiries, administrative investigations and boards of officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials receiving complaints must first \u201cdetermine if sufficient credible information exists to warrant further fact-finding or evidence-gathering.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the credibility assessment, accused soldiers\u2019 records will not be flagged. Flagging records can stall career progression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hegseth\u2019s memo also sought disciplinary actions against personnel who \u201cknowingly submit false complaints.\u201d Soldiers can now face punishment for \u201cknowingly\u201d or repeatedly submitting false or \u201cfrivolous\u201d allegations that could start an investigation.
