The U.S. military has grown increasingly concerned about Russia\u2019s growing influence in Libya, where hundreds of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2019\/12\/06\/russian-mercenaries-backing-militia-commander-trying-to-capture-tripoli-libya-and-us-officials-say\/\" target=_blank>Russian mercenaries backed a campaign to capture the capital<\/a>, Tripoli, in the country\u2019s west.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The quarterly report on counterterrorism operations in Africa by the Pentagon\u2019s internal watchdog, published Thursday, says Turkey paid and offered citizenship to thousands of mercenaries fighting alongside Tripoli-based militias against troops of east Libya-based commander Khalifa Hifter. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite widespread reports of the fighters\u2019 extremist links, the report says the U.S. military found no evidence to suggest the mercenaries were affiliated with the Islamic State extremist group or al-Qaida. It cites the U.S. Africa Command as saying that 300 Turkish-supported Syrian rebels landed in Libya in early April. Turkey also deployed an \u201cunknown number\u201d of Turkish soldiers during the first months of the year, the inspector general adds. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To the consternation of regional rivals and NATO allies like France, Turkey is staking its hopes for greater leverage in the eastern Mediterranean on the U.N.-supported government in Tripoli. Ankara\u2019s open military intervention stands in contrast to covert support from foreign backers on the other side of the conflict.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The inspector general had reported in its last quarterly review that Russia brought in hundreds of mercenaries to back Hifter\u2019s months-long siege of Tripoli. A private Kremlin-linked military company known as <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/04\/04\/why-this-us-general-says-russian-wagner-mercenaries-in-africa-concern-me-greatly\/\" target=_blank>the Wagner Group<\/a> first introduced skilled snipers and armed drones last fall, inflicting \u201csignificant casualties\u201d on Tripoli forces struggling to fend off Hifter\u2019s assault, the report said. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/07\/15\/us-africa-command-russian-mercenaries-planted-land-mines-in-libya\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1226033555.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Africa Command: Russian mercenaries planted land mines in Libya<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Africa Command said verified photographic evidence shows \u201cindiscriminately placed booby traps and minefields\u201d around the outskirts of Tripoli and all the way east toward the strategic coastal city of Sirte since mid-June.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This year, in response to Turkey\u2019s new shipments of battle-hardened Syrians, Wagner increased its deployment of foreign fighters, also including Syrians, with estimates ranging from 800 to 2,500 mercenaries. Russia and the Syrian government agreed to send 300 to 400 former opposition rebels from the southwest village of Quneitra to Libya in exchange for a $1,000 per month salary and clemency from President Bashar Assad, the report added.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May, the Pentagon <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/05\/30\/us-africa-command-russian-jets-in-libya-present-broader-worries-for-region\/\" target=_blank>accused Russia of sending at least 14 warplanes<\/a> to a central Libyan airbase, which it claimed were repainted in Syria to hide their Russian origin. Earlier this week, it alleged Russian mercenaries planted land mines and other booby-trap explosives around Tripoli that have killed 52 people and wounded 96, including civilians and mine clearance workers, by U.N. estimates. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kremlin spokesman Dmitry Peskov <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/05\/27\/top-russian-lawmaker-denies-that-military-sent-warplanes-to-libya\/\" target=_blank>dismissed the U.S. military\u2019s accusations <\/a>Thursday, insisting \u201cthe Russian military is not involved in any processes in Libya in any way.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warring sides are mobilizing now around the edges of Sirte, a strategic gateway to Libya\u2019s central and eastern oil crescent, where most of the country\u2019s production of 1.2 million barrels a day flowed before Hifter-allied tribes choked off pipelines in January to protest unequal distribution of oil revenues to the long-neglected east.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following Hifter\u2019s retreat from Tripoli, his backers pushed for a cease-fire and proposed a political settlement. But Turkey refused to back down. A \u201clarge number\u201d of Syrian, Sudanese and Russian mercenaries are occupying oil installations, most recently Libya\u2019s largest port of Es Sidra, the corporation
