{"id":52404,"date":"2024-03-22T23:38:22","date_gmt":"2024-03-22T23:38:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2024\/03\/22\/general-suspended-for-alleged-meddling-in-ex-assistants-command-board\/"},"modified":"2026-08-08T04:18:10","modified_gmt":"2026-08-08T04:18:10","slug":"general-suspended-for-alleged-meddling-in-ex-assistants-command-board","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2024\/03\/22\/general-suspended-for-alleged-meddling-in-ex-assistants-command-board\/","title":{"rendered":"General suspended for alleged meddling in ex-assistant\u2019s command board"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Army Secretary Christine Wormuth suspended one of the service\u2019s top generals Friday following \u201ccredible allegations\u201d that he improperly influenced a former subordinate\u2019s command assessment, according to an official statement provided to Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wormuth\u2019s spokesperson, Col. Randee Farrell, said the secretary first learned this week of allegations that \u201cGen. Charles Hamilton, commanding general of Army Materiel Command (AMC), interfered in the Army\u2019s Command Assessment Program (CAP) process last fall.\u201d <a href=\"http:\/\/military.com\/\" target=\"_blank\">Military.com<\/a> first reported the alleged misconduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Farrell added that the Army has referred the matter for review by the Defense Department\u2019s inspector general. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSecretary Wormuth has temporarily suspended General Hamilton from his duties as AMC Commander pending the outcome of the DoDIG review and assessment, and any subsequent investigation,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army will also review \u201cthe entirety of the command selection process to determine what additional steps may be needed to ensure maximum fairness and integrity in the &#8230; process,\u201d Farrell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamilton came under scrutiny after a Nov. 1 memorandum surfaced from Col. Robert O\u2019Brien, the Command Assessment Program director, that chronicled Hamilton\u2019s<b> <\/b>alleged interference in the Battalion Command Assessment Program process for his former assistant, who assessment officials unanimously deemed \u201cnot yet ready\u201d for command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Brien declined an interview request through an Army spokesperson, and Hamilton, through a command spokesperson, declined to answer directly emailed questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has boasted of the assessment program\u2019s seeming success to Congress and others since its <a href=\"https:\/\/www.army.mil\/standto\/archive\/2019\/12\/06\/\" target=\"_blank\">establishment in 2019<\/a>. The service has also created similar programs for selecting brigade commanders, senior enlisted leaders and high-level chaplains. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The assessment culminates in a double-blind interview, during which time a panel of Army leaders anonymously interview the candidate and consider their performance across a series of physical and mental tests, subordinate and peer feedback from previous assignments, and <a href=\"https:\/\/www.apa.org\/monitor\/2022\/03\/news-army-leader-selection\" target=\"_blank\">an evaluation by a psychologist<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service officials have claimed the program will reduce toxic leaders in the force and improve soldiers\u2019 experience. The program\u2019s <a href=\"https:\/\/talent.army.mil\/wp-content\/uploads\/2023\/07\/CAP25-Prep-Guide_published.pdf\" target=\"_blank\">own guide says<\/a> it is \u201cfair &#8230; [and] will neither advantage nor disadvantage any candidate based on their past experiences or current assignment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the allegations against Hamilton threaten to undermine that credibility. Farrell said<b> <\/b>Wormuth, who ordered the review of the command selection programs, \u201cis committed to the integrity of the CAP process as it matures and develops.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to O\u2019Brien\u2019s memo, the four-star general repeatedly asked BCAP officials to furnish him a summary of the subordinate and peer evaluations for a lieutenant colonel who had previously served as his military assistant and assistant executive officer. Such evaluations are considered extremely sensitive in order to encourage respondents to<b> <\/b>provide honest feedback.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamilton then \u201cspecifically requested to observe\u201d the lieutenant colonel\u2019s interview at the Fort Knox, Kentucky-based event. Army Times is not naming the lieutenant colonel because the memorandum does not accuse her of any wrongdoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After observing her final double-blind interview, Hamilton purportedly told Col. Townley Hedrick, the program\u2019s chief of staff, that he thought the psychologist\u2019s briefing to the panel was \u201ctoo negative\u201d and \u201cmay have biased the panel.\u201d O\u2019Brien said that assessment officials disagreed with Hamilton on the matter, and the voting members of the panel unanimously cited \u201ccounterproductive leadership\u201d as their reason for rejecting the officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four-star then pressured Hedrick to grant the officer a re-do, according to the memo. O\u2019Brien recalled granting the second chance \u201csolely based on General Hamilton\u2019s request,\u201d which Hedrick attributed to \u201ctechnical issues\u201d when notifying the lieutenant colonel of her new interview for the following day, Nov. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the second interview occurred, Hamilton reportedly called three general officers who were part of the pool of interview panel members to discuss their \u201cvoting parameters\u201d and the lieutenant colonel. It\u2019s unclear from the memorandum whether any of the three officers \u2014 Maj. Gen. Jeth Rey, Maj. Gen. Trevor Bredenkamp and now-Maj. Gen. Hope Rampy \u2014 sat on either of the lieutenant colonel\u2019s interview panels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamilton allegedly called and texted Hedrick and O\u2019Brien throughout the day in search of updates on his former assistant\u2019s performance. She again was found not yet ready for command, this time by a 3-2 vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lieutenant colonel, despite her unfavorable results, was ultimately selected for battalion command, according to a selection list obtained by Army Times. It is unclear how she appeared on the list, but she won\u2019t take command \u2014 Wormuth ordered that \u201cno officer assessed by CAP as not yet certified for command\u201d will do so this year, Farrell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen. Chris Mohan, Army Materiel Command\u2019s deputy commander, will assume Hamilton\u2019s duties during his suspension, Farrell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamilton has benefited from other senior leader misconduct in the past. He earned his third star and became the Army\u2019s deputy chief of staff for logistics in 2022 after <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/04\/05\/army-logistics-general-loses-star-replaced-after-ig-investigation\/\" target=\"_blank\">an investigation found that his supervisor<\/a>, retired Maj. Gen.
