{"id":56242,"date":"2018-02-28T18:20:14","date_gmt":"2018-02-28T18:20:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/02\/28\/va-inspector-general-finds-no-evidence-of-computer-hacking-in-travel-scandal\/"},"modified":"2026-08-08T08:56:07","modified_gmt":"2026-08-08T08:56:07","slug":"va-inspector-general-finds-no-evidence-of-computer-hacking-in-travel-scandal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/2018\/02\/28\/va-inspector-general-finds-no-evidence-of-computer-hacking-in-travel-scandal\/","title":{"rendered":"VA inspector general finds no evidence of computer hacking in travel scandal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Investigators have uncovered no evidence of Veterans Affairs Secretary David Shulkin\u2019s claims that email hacking may have contributed to a series of ethics violations <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/02\/15\/amid-travel-scandal-shulkin-vows-to-root-out-division-within-va-leadership\/\" title=\"\" class=\"\" target=\"_blank\">during an overseas trip last year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/walz.house.gov\/sites\/walz.house.gov\/files\/2018-02-27%20Walz%20%28Hacking%20Allegations%29.pdf\" title=\"\" class=\"\" target=\"_blank\">In a letter to lawmakers on Tuesday<\/a>, VA Inspector General Mike Missal said his staff found \u201cno evidence\u201d that serious computer security violations were compromised and no indication that more minor email issues played a part in the mistakes last summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe OIG now believes that the allegations of \u2018hacking\u2019 are limited to unrelated and relatively unsophisticated \u2018spoofing\u2019 of (<a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/02\/16\/va-chief-of-staff-resigns-amid-secretarys-travel-scandal\/\" title=\"\" class=\"\" target=\"_blank\">former VA Chief of Staff Vivieca) Wright Simpson\u2019s<\/a> identity through messages sent from an external, non-VA email address,\u201d the note states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The findings appear to close one part of an <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/02\/18\/who-is-in-charge-at-the-department-of-veterans-affairs\/\" title=\"\" class=\"\" target=\"_blank\">ongoing, complicated scandal<\/a> at the Department of Veterans Affairs stemming from a 10-day trip to Denmark and London last July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, Missal\u2019s office released a scathing inspector general report listing multiple ethics and policy violations for the overseas trip, including Shulkin\u2019s decision to accept free tickets to a Wimbledon match from an English businesswoman and staff decision to pay for Shulkin\u2019s wife to accompany him to a series of business and tourism events.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/02\/27\/embattled-va-secretary-insists-hes-in-charge-and-moving-past-controversies\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Shulkin_AGA.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Embattled VA secretary insists he\u2019s in charge and moving past controversies<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">David Shulkin moved to quell rumors of a power struggle at VA during a Tuesday appearance: &quot;I\u2019m the secretary. I set the agenda.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The justification for her inclusion on the trip came in large part because of a doctored email forwarded by Wright Simpson, making it appear that Shulkin was being honored at a state dinner instead of merely an official guest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wright Simpson retired two days after the report\u2019s release. Shulkin said at the time he believed her emails had been hacked in the past, which may have played a role in confusion over the purpose of the trip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in recent days he has backed off that stance. Speaking with reporters on Tuesday, Shulkin said he no longer believes there was any serious compromise of VA technology systems, and that problems with the email were unrelated to the trip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hacking claims raised concerns from outside critics and members of Congress. At a hearing on Feb. 15, House Veterans\u2019 Affairs Committee ranking member Rep. Tim Walz, D-Minn., requested the inspector general and Department of Justice be alerted to the issue, because it may have meant federal crimes were committed.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg\" alt=\"\" class=\"wp-image-29761\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=1024,683 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Veterans Affairs Secretary David Shulkin, left, next to James Manker, VA Acting Principal Deputy Under Secretary for Benefits, speaks about FY19 to the House Veterans Affairs Committee on Feb. 15, 2018, on Capitol Hill (Jacquelyn Martin\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, Walz issued a statement stating that \u201callegations of potential criminal activity carried out on VA computers and networks ought to be taken seriously\u201d and praising the IG\u2019s quick investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAccountability at VA will always be paramount and I expect VA will take additional actions if appropriate after VA completes its review of the OIG\u2019s report,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That report notes that even VA leadership seemed skeptical of Shulkin\u2019s hacking claims, releasing an official statement on Feb. 16 stating that \u201cthus far found no credible or conclusive evidence of a compromise to our email system or a user\u2019s account.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When confronted by investigators, the letter states, Shulkin \u201cinformed us that, in speaking with reporters about Ms. Wright Simpson\u2019s allegations, he did not mean to imply that her VA email had been \u2018hacked.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The only email problems uncovered by the new IG investigation were a suspicious email sent from an outside account on Feb. 14, seven months after the overseas trip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin has already paid back the cost of his wife\u2019s airfare and the tennis tournament tickets, and promised to implement other ethics reforms in the months to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he voiced disagreement with the travel report\u2019s findings and has suggested that some mistakes made in handling the controversy were inflamed by internal tensions at the department. Shulkin has promised to root out \u201csubversives\u201d within VA, but thus far Wright Simpson\u2019s departure has been the only significant leadership change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missal\u2019s letter states that investigators will continue to monitor \u201call credible allegations of email and computer hacking or other violations at VA\u201d but thus far have seen little reason for concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA IT staff appear to be keeping VA employees informed and advised of actions they should take in
