It also immediately put an end to previous exceptions that have allowed certain service members with more than 10 years in uniform to transfer the benefit without committing to serve four more years, including those who were unable to continue serving because of mandatory retirement or high-year tenure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Department officials have said the changes are \u201cto more closely align the transferability benefit with its purpose as a recruiting and retention incentive.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith these updates, the department addresses the intent of Congress and ensures the benefit is available for future service members,\u201d DoD spokeswoman Jessica Maxwell in an email. She said the policy change will impact about 9 percent of active-duty service members, National Guardsmen and reservists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes have been hotly <a href=\"https:\/\/rebootcamp.militarytimes.com\/veterans\/2018\/07\/30\/lawmakers-demand-pentagon-leaders-drop-plans-to-limit-gi-bill-transfers\/\" target=\"_blank\">contested by lawmakers<\/a> and veteran advocates, and after pushback, Defense Secretary Jim Mattis announced in September that none of the changes would apply to wounded warriors. Active-duty troops who have earned a Purple Heart for wounds in combat are <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/09\/05\/the-pentagon-is-easing-its-controversial-new-gi-bill-restrictions-but-only-for-some-troops\/\" target=\"_blank\">now allowed to transfer their Post-9\/11 GI Bill benefits<\/a> to their family members whenever they want.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But more recently, Sen. Cory Booker, D-N.J., has introduced <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/11\/14\/new-bill-would-ease-gi-bill-transfer-rules-for-vets-military-families-like-never-before\/\" target=_blank>legislation that would scrap the DoD\u2019s recent changes<\/a> all together and open GI Bill transfer to veterans who did not have dependents while on active duty.<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=aa6ace8d-604b-40d7-baf7-813b42c82131\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-aa6ace8d-604b-40d7-baf7-813b42c82131.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">What, exactly, are the changes? And who is \u2014 and is not \u2014 affected?<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, long-serving troops who want to transfer their GI Bill benefits to a spouse or child should plan on doing so before the July deadline kicks in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe understand that it will take some time for service members and their families to decide on transferring benefits, so by giving them a one-year window, we believe it will give them ample time to gather information and make decisions,\u201d Maxwell
