{"id":60459,"date":"2019-05-08T13:34:56","date_gmt":"2019-05-08T13:34:56","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2019\/05\/08\/the-us-militarys-logistical-train-is-slowly-snaking-toward-china\/"},"modified":"2026-08-08T10:04:28","modified_gmt":"2026-08-08T10:04:28","slug":"the-us-militarys-logistical-train-is-slowly-snaking-toward-china","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2019\/05\/08\/the-us-militarys-logistical-train-is-slowly-snaking-toward-china\/","title":{"rendered":"The US military\u2019s logistical train is slowly snaking toward China"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A failed <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/03\/15\/there-are-mounting-signs-of-military-planning-for-venezuela\/\" target=\"_blank\">Venezuela coup<\/a>, <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/10\/01\/iran-fires-ballistic-missiles-at-syria-militants-over-attack\/\" target=\"_blank\">Iranian missiles<\/a> and <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2018\/12\/31\/why-russia-is-swallowing-the-black-sea-and-wont-stop-until-it-has-choked-out-ukraine\/\" target=\"_blank\">Russian hybrid warfare<\/a> make for interesting side stories, but the center of military policy is increasingly gravitating toward <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/05\/30\/indo-pacom-it-is-pacific-command-gets-renamed\/\" target=\"_blank\">U.S. Indo-Pacific Command<\/a>, according to U.S. government officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If anything, the challenge is how to quicken the pace because the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/02\/06\/socom-needs-to-step-up-its-propaganda-game-pentagon-deputy-says\/\" target=_blank>logistical tail of warfare<\/a> takes time to put in place and because the Pacific theater is one of the most difficult environments for moving supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf there\u2019s a challenge, it\u2019s moving enough focus and enough direction from everything else we\u2019re doing towards the Pacific,&#8221; said Joel Szabat, the assistant secretary for international affairs within the Department of Transportation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Szabat, whose department deals with U.S. military logistics in wartime, said the center of gravity has shifted so much toward the Asia-Pacific region that even a major crisis on par with 9\/11 won\u2019t derail the change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t see, in the near term at least, things that would have us pull back,\u201d Szabat said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he warned that new lines of effort must be implemented if that shift is to be sustainable during a war with the region\u2019s biggest player \u2014 China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>The baggage train challenge<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Transportation is the coordinating arm for civilian airlift and sealift capacity in peacetime and wartime. But the sealift fleet is old and in need of recapitalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The size of the fleet is also too small to support the long logistical train required in a Pacific-based conflict, and the ships that do exist are poorly positioned across the operating area and would lack armed escorts in the event of a conflict, according to Szabat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor small or moderate-scale warfare exercises, it\u2019s adequate,&#8221; Szabat said. \u201cFor the maximum deployment that our military is built for &#8230; it is not adequate to move and sustain. We don\u2019t have the mariners. We don\u2019t have the U.S. flagged Merchant Marine that we need for that purpose.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps represents a large component of the military force that would need to be delivered in the event of a war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are 40,000 Marines at any one time that are moving around the world, and 23,000 of those are west of the international date line, so they\u2019re in the Pacific,\u201d said Gayle Von Eckartsberg, policy director at Headquarters Marine Corps\u2019 Pacific Division. \u201cAnd then you have your Marines in Hawaii, and that brings that number to over 30,000. And the rest are distributed across other places in the world.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/03\/04\/why-trump-is-trying-to-help-sailors-become-merchant-mariners\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/DSCF1717.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why Trump is trying to help sailors become merchant mariners<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The president&#039;s executive order comes amid fears that the United States won&#039;t be able to muster enough qualified merchant mariners to sustain combat operations abroad.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Marine Corps\u2019 natural environment is the Asia-Pacific region, and I think we\u2019re uniquely capable of operating effectively [there],\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Corps is posturing to act as the inside force of the region, as it practices littoral operations in contested environments and expeditionary base operations from deep in the Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re today engaged in aggressive war gaming, training and exercises to test out and refine these concepts,\u201d Von Eckartsberg said. \u201cWe\u2019re going to hug the enemy and we\u2019re going to be there first, operate at this level below armed conflict.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there remains an \u201cenduring gap in lift capability,&#8221; Von Eckartsberg acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>No armed escorts<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Transportation\u2019s Maritime Administration is responsible for managing much of the Navy\u2019s sealift capability that would be responsible for delivering Marines, soldiers, sailors, airmen and their equipment into a war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there was a conflict with China, Szabat said, there is a high degree of confidence that the Navy, with the use of pre-positioned vessels, will be able to move the initial salvo of personnel and equipment quickly into the area of operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut sustaining a battle means getting supplies and getting the remainder of your forces from [the continental United States] to wherever the battle is,\u201d Szabat said, adding that the fleet for this isn\u2019t currently in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the initial war push, 90 percent of logistics would move via civilian vessels and aircraft, according to Szabat. Those civilian assets will need armed escorts at sea, but the Navy has no dedicated escort vessels for the Merchant Marine fleet, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI used to serve in the European theater. That was a challenge. U.S. Pacific Command understands the power dynamics between India and China, which is part of why it renamed itself U.S. Indo-Pacific Command last year, according to Deputy Assistant Secretary Walter Douglas, who leads the U.S. State Department\u2019s Bureau of East Asian and Pacific Affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBringing the countries of South Asia in is absolutely crucial to what we do,\u201d he said. \u201cIndia is very much a partner in everything that we do and is central in the Indo-Pacific as we move forward.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allies, while unable to provide sealift under current war plans, remain crucial to U.S. efforts to counter China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. is helping train naval forces for countries like Vietnam; promising to defend the territorial integrity of countries like Japan and the Philippines; performing freedom of navigation patrols through contested waterways; and courting new allies like the small Pacific island nations in Oceania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI expect that to continue,&#8221; Douglas said. &#8220;I never want to promise resources until they\u2019re delivered, but I think the indications are pretty good that we\u2019re going to be doing
