{"id":60862,"date":"2021-05-06T16:27:46","date_gmt":"2021-05-06T16:27:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2021\/05\/06\/skeptics-question-va-promise-to-increase-diversity-in-senior-management\/"},"modified":"2026-08-08T10:28:38","modified_gmt":"2026-08-08T10:28:38","slug":"skeptics-question-va-promise-to-increase-diversity-in-senior-management","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2021\/05\/06\/skeptics-question-va-promise-to-increase-diversity-in-senior-management\/","title":{"rendered":"Skeptics question VA promise to increase diversity in senior management"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Veterans<b> <\/b>Affairs officials are promising more focused initiatives to improve minority representation in <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/02\/09\/new-va-secretary-promises-unity-around-work-to-reform-veterans-programs\/\" target=\"_blank\">department leadership positions<\/a>, but outside advocates remain skeptical that the efforts can work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo be honest, it\u2019s rather difficult to fully invest in processes that have existed for some time and expect them to yield different results,\u201d said Victor LaGroon, director of the Black Veterans Empowerment Council, said during a congressional hearing Thursday. \u201cI think we\u2019re absolutely right when we say that we need to put our foot on the gas and expect more and push further.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 43 percent of VA employees are non-white, and about 61 percent are women, figures that lawmakers on the House Veterans\u2019 Affairs Committee said show a commitment to diversity within the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, that same mix does not hold true for senior VA posts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2021\/02\/09\/new-va-secretary-promises-unity-around-work-to-reform-veterans-programs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21040653160202.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New VA secretary promises unity around work to reform veterans programs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Denis McDonough was sworn in as the new VA Secretary on Tuesday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">White men make up half of the department\u2019s senior career posts despite comprising only 23 percent of the total workforce. Black women make up slightly less of the workforce (17 percent) but hold only 6 percent of those same leadership jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers noted that data tracking LGBT individuals within senior posts at VA is incomplete and inconsistent, making tracking the progress of those groups almost impossible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And officials with the American Federation of Government Employees said promotion of Black employees has also remained frustratingly low in recent years. Less than 3 percent of Black applicants for management positions were promoted, lower than the rate of other applicants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe VA must work harder to ensure that it\u2019s management and senior officials look more like the veteran population and its workforce,\u201d said Dr. Shelia Elliott, a pharmacist at the Hampton VA Medical Center and chapter president for AFGE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis means, at a minimum, making sure crucial positions are filled, and that non-white applicants are given a fair chance to rise and excel.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, VA Secretary Denis McDonough ordered a full review of department hiring and employment practices to ensure \u201ca welcoming and inclusive environment\u201d throughout the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harvey Johnson, VA\u2019s deputy assistant secretary for resolution management, said that work is already providing suggestions for improvement, but he also warned that putting systematic changes in place will take time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt starts with good grooming,\u201d he said. \u201cWe have to look at how we are selecting people for the senior executive candidate development program, how we are selecting them for other leadership programs. If confirmed, he\u2019ll be only the second Black man to serve in the second-highest department leadership post. No women have ever been confirmed to either of the top two VA jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers said they are encouraged by the VA initiatives to address diversity in department leadership, but will be keeping close watch on the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOrganizational and cultural change takes years, especially for a large enterprise like VA, but it\u2019s imperative that VA demonstrates progress in building a more diverse inclusive and equitable workplace,\u201d said Rep Chris Pappas, D-N.H., chairman of the veterans
