{"id":64158,"date":"2022-03-18T14:16:46","date_gmt":"2022-03-18T14:16:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/03\/18\/veterans-affairs-eyes-relaxed-hiring-rules-as-staff-turnover-slowly-worsens\/"},"modified":"2026-08-08T11:39:37","modified_gmt":"2026-08-08T11:39:37","slug":"veterans-affairs-eyes-relaxed-hiring-rules-as-staff-turnover-slowly-worsens","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2022\/03\/18\/veterans-affairs-eyes-relaxed-hiring-rules-as-staff-turnover-slowly-worsens\/","title":{"rendered":"Veterans Affairs eyes relaxed hiring rules as staff turnover slowly worsens"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Turnover rates among <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/03\/17\/va-works-to-ease-staff-concerns-about-facility-closure-recommendations\/\" target=\"_blank\">Veterans Affairs staffers<\/a> have risen slightly in recent years, and officials worry that could increase dramatically if Congress doesn\u2019t help ease the burden of bringing new candidates into the department\u2019s workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are continuing to see a bit of concern,\u201d said Jessica Bonjorni, chief of the<a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/03\/14\/dozens-of-va-medical-centers-slated-for-closure-total-rebuilds-under-new-infrastructure-plan\/\" target=\"_blank\"> Veterans Health Administration\u2019s<\/a> human capital management office, during a hearing on department staffing issues before the House Veterans\u2019 Affairs Committee on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNormally at this time in the fiscal year we would have seen growth in our workforce of about 1.5 to 2%. But right now, we\u2019re flat. And so we are trending behind because it\u2019s becoming more difficult to find people out there for certain occupations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department employs more than 400,000 employees across its health care, benefits and memorial services operations. In a typical year, about 9.6% of that workforce \u2014 around 40,000 individuals \u2014 leaves due to retirement, firings or leaving for new jobs elsewhere.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/03\/17\/va-works-to-ease-staff-concerns-about-facility-closure-recommendations\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6303810408_4563a877ed_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA works to ease staff concerns about facility closure recommendations<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The infrastructure plan would impact hundreds of VA facilities in nearly every state across America.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Over the course of the COVID-19 pandemic that figure has risen slightly, putting several thousand more positions in flux, VA management officials said. While officials emphasized to lawmakers that the issue isn\u2019t a major problem yet, they also said they want to find fixes before it becomes one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bonjorni said some of the problems stem not from any VA-specific issues but instead from shortages across the U.S. for in-demand specialties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNursing turnover is one area \u2026 where we\u2019re seeing increasing turnover,\u201d she told lawmakers. \u201cMedical technologists and health techs, we\u2019re having some challenges there too.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But other staffing vacancies are increasing among entry-level posts in areas such as food service and housekeeping duties. Bonjorni said officials are looking into whether pandemic burnout could be playing a factor in hiring and retention for those jobs, and expect to issue a report on those findings in coming weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department also is pushing lawmakers to provide authorities for better pay, expanded benefits and relaxed hiring requirements to help replace those individuals more quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expedited hiring processes were approved as part of pandemic response, but those authorities are set to expire later in 2022. VA officials want to see them made permanent, saying that too often the regulations surrounding the hiring of new federal workers is overly cumbersome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But members of the committee have concerns about permanently loosening those hiring procedures. members of Congress in coming weeks to find ways to address those concerns while still speeding up the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnything that we can do to extend those authorities would be much appreciated,\u201d said Gina Grosso, VA\u2019s assistant secretary for human resources operations. \u201cOur ability to have less regulation over hiring, less regulation over caps on retention authorities, and less restrictions on how we pay awards and bonuses will help us be more competitive with the private
