In fact, the pay increase for troops is set to go into effect in two months unless Congress or the president intervenes, both unlikely scenarios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRepublicans are so desperate to divert attention \u2026 that they come up with completely false arguments like the fact that if we don\u2019t pass (an appropriations bill), the troops won\u2019t get a pay raise,\u201d <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/10\/30\/army-must-protect-officer-who-testified-against-trump-senator-warns\/\" target=_blank>Senate Minority Leader Chuck Schume<\/a>r, D-N.Y., in an angry floor speech ahead of a procedural budget vote.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/12\/27\/in-iraq-visit-trump-makes-false-claim-about-military-pay-again\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"233\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18360740856574.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">In Iraq visit, Trump makes false claims about military pay again<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Next year&#039;s pay raise isn&#039;t the first in a decade, and it won&#039;t be a 10 percent increase, despite what the president told troops.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, director of defense budget analysis at the Center for Strategic and International Studies, said under federal statute, the pay raise is automatically set based on federal formulas of anticipated civilian sector wage growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers reinforce that number \u2014 or suggest another figure \u2014 in their annual defense appropriations and authorization bills, both of which have been stalled for months in Congress. But Harrison said unless changes are made to the figure, neither are critical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you want it higher or lower, you need to pass a separate bill,\u201d he said. \u201cSo you don\u2019t need an authorization bill or an appropriations bill for it. The pay raise is safe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For junior enlisted troops, a 3.1 percent pay raise would amount to roughly $815 more a year in pay. For senior enlisted and junior officers, the hike equals about $1,500 more. An O-4 with 12 years service would see more than $2,800 extra next year under the increase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, including three consecutive years under former President Barack Obama, military officials have pushed lawmakers and the White House to back smaller-than-scheduled pay raises in order to save money for other defense priorities, like equipment modernization and reset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But President Donald Trump has expressed support for the 3.1 percent raise for 2020 and has not made any public plans about trying to block the raise. The pay raise, which will be the largest in a decade, has been a point of pride in recent events with troops and veterans audiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, both Republicans and Democrats have offered strong support for the raise throughout the year, and none have offered legislation to block it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the pay raise has been cited frequently as a potential casualty of the current budget impasse on Capitol Hill, as party leaders spar over issues related to Trump\u2019s southern border wall project and the ongoing impeachment hearings into his withholding of foriegn aid to Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just moments before Schumer\u2019s remarks, across the capitol, House Minority Whip Steve Scalise, R-La., blasted his chamber\u2019s Democrats for putting the ongoing impeachment proceedings ahead of finalizing military funding legislation, invoking the military pay fears.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don&#8217;t have a bill to formally pay our troops and make sure they have the tools they need to defend this country, because there&#8217;s so much an infatuation with impeachment,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier, House Minority Leader Kevin McCarthy, R-Calif., complained that \u201cpay increases for our troops and disaster recovery funds are at a stalemate\u201d because of the budget impasse. And Pentagon officials have noted that without a new budget deal for fiscal 2020, the cost of the military pay raises will put extra pressure on Defense Department spending
