{"id":68469,"date":"2019-03-14T12:45:23","date_gmt":"2019-03-14T12:45:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2019\/03\/14\/va-report-cites-positive-results-from-mental-health-programs-despite-no-drop-in-veterans-suicides\/"},"modified":"2026-08-08T12:20:22","modified_gmt":"2026-08-08T12:20:22","slug":"va-report-cites-positive-results-from-mental-health-programs-despite-no-drop-in-veterans-suicides","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2019\/03\/14\/va-report-cites-positive-results-from-mental-health-programs-despite-no-drop-in-veterans-suicides\/","title":{"rendered":"This VA report touts \u2018positive outcomes\u2019 from its suicide prevention programs \u2014 but veteran suicide rates haven\u2019t slowed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A Department of Veterans Affairs analysis of its <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/10\/03\/advocates-call-for-a-renewed-national-conversation-on-veterans-suicide\/\" target=_blank>suicide prevention programs<\/a> touted mostly \u201cpositive outcomes\u201d of the efforts even though they didn\u2019t translate into fewer veterans dying by their own hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, as the White House launches a new <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/03\/05\/the-new-plan-to-prevent-veteran-suicides-new-grants-better-research-more-community-focus\/\" target=_blank>year-long effort to find solutions<\/a> to the problem, outside advocates want to make sure that bureaucrats aren\u2019t going to repeat the same mistakes in how they look for those answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve already seen four years of wasted time,\u201d said <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/01\/31\/new-va-health-care-rules-trump-overreach-or-more-choice-for-vets\/\" target=_blank>Joe Chenelly, executive director at AMVETS<\/a>. \u201cIt\u2019s not a partisan mistake or problem. We\u2019ve see this across administrations. But we seem to be doing the same things over and over again.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/03\/05\/the-new-plan-to-prevent-veteran-suicides-new-grants-better-research-more-community-focus\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4018590.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The new plan to prevent veteran suicides: new grants, better research, more community focus<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The president will sign a new executive order on Tuesday creating a task force with a deadline of one year for aggressive new solutions to the problem.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The analysis, completed late last year, was mandated by the 2015 Clay Hunt Suicide Prevention for American Veterans Act, named for a Marine Corps veteran activist who took his own life in March 2011.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the measure, VA officials are required to provide annual reviews of mental health care and suicide prevention programs, with the first due last December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department officials met that deadline, but the report has received little public attention since then, despite the fanfare that accompanied passage of the law four years ago. VA spokesman Curt Cashour said the report has not been posted publicly because \u201cVA doesn\u2019t typically release congressionally mandated reports outside of the committees that request them via law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report gives generally high marks to the department for their mental health support, noting that \u201cmost of the mental health programs \u2026 demonstrated a positive impact on the psychological well-being or functioning of the veterans who use them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They cited low readmission rates for veterans using acute inpatient mental health services, lower relapse rates for veterans who used residential rehabilitation programs for post-traumatic stress treatment, increasing success with transition assistance support and high satisfaction rates for most veterans who used department mental health resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that did not translate into fewer suicides.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/09\/26\/suicide-rate-spikes-among-younger-veterans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3796831.jpg_ea479f.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA: Suicide rate for younger veterans increased by more than 10 percent<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The new report from Veterans Affairs researchers shows mixed results from suicide prevention initiatives.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In recent years, the number of veterans who take their own lives each day has hovered around 20. Of that group, 14 have little or no contact with VA support services. Efforts implemented just before and after the 2015 legislation made no significant change to the 2016 figures, the latest collected by the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials at AMVETS blasted the report \u2014 which has been viewed only by a handful of congressional staffers \u2014 as a missed opportunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMore than 24,000 veterans have died by suicide since the passage of the Clay Hunt Act,\u201d said group National Commander Rege Riley in a statement. \u201cGod willing, we won\u2019t be stuck with the same system we have not in 2023, with a new report that highlights only that what (they) keep doing continues not to work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials also acknowledged the report\u2019s shortcomings. In a letter to members of Congress, VA Secretary Robert Wilkie wrote that future reports will be \u201crestructured to more directly look at the impact of our mental health and suicide prevention program on \u2026 death by suicide.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilkie has repeatedly promised to keep suicide prevention as the department\u2019s top clinical priority, and he was on hand earlier this month for President Donald Trump\u2019s announcement of a new task force on the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That effort is designed to bring together leaders from various federal agencies to re-examine the issue and explore innovative new approaches.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"322\" src=\"\/wp-content\/uploads\/2026\/08\/veterans-crisis-line.jpg.jpg\" alt=\"\" class=\"wp-image-44486\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/veterans-crisis-line.jpg.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/veterans-crisis-line.jpg.jpg?resize=300,97 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/veterans-crisis-line.jpg.jpg?resize=768,247 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, Senate Veterans\u2019 Affairs Committee ranking member Jon Tester, D-Mont., and fellow committee member Sen. Jerry Moran, R-Kansas, introduced what they hope will be Congress\u2019 first sweeping veterans suicide prevention legislation since the Clay Hunt Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with more research and staffing for traditional VA support programs, the measure \u2014 named after Cmdr. Scott Hannon, a Navy veteran who took his own life in Feb. 2015 \u2014 would make huge investments in alternative treatments like yoga, sports therapy and acupuncture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would also set new goals for evaluating \u201cthe effectiveness of the VA\u2019s suicide prevention and mental health media outreach.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a press conference on Wednesday, Tester said the bill isn\u2019t a criticism of VA\u2019s efforts thus far \u201cbut it\u2019s clear we\u2019re not where we need to be.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2018\/12\/18\/va-left-suicide-prevention-funding-unspent-report-finds\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/VAM_SP-082-SPM-2017-Shareable-Partner-Graphics_1024x512-pf2.0-2-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA left millions for suicide prevention unspent, report finds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Millions of dollars set aside for suicide prevention outreach in fiscal 2019 went unused, and public awareness campaigns disappeared from national media.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Given the \u201cchipper\u201d assessment from VA on their mental health report, AMVETS has called for redoing the suicide prevention analysis altogether. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They\u2019re backing both the new task force and the new legislation, hopeful that both will force new ideas and new leaders into the suicide prevention effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not blaming anyone,\u201d Chenelly said. \u201cBut instead of looking at \u2018evidence-based\u2019 approaches, we need to be making them results based.
