But hypertension has remained off the list, in large part because Veterans Affairs officials still have not accepted outside scientific studies that have shown a strong link between the two.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, advocates for years have complained that Veterans Affairs officials have done too little to react to rising cases of unusual, serious illnesses among veterans who worked near burn pit smoke during overseas deployments, or were exposed to other potential chemical poisoning on missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA leaders in the past have argued that without more scientific backing \u2014 both in understanding what contaminants troops were exposed to and what long-term health effects those chemicals have on the human body \u2014 they could only offer partial solutions to the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers from both the House and Senate Veterans\u2019 Affairs officials have vowed to force changes the issues this year. Committee leaders are expected to begin public debate on the new legislation as early as next week, with the hope of committee votes on the idea before Memorial Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A copy of the measure obtained by Military Times shows nine new lung illnesses that would be reclassified as presumed connected to burn pit exposure during military service: asthma, chronic obstructive pulmonary disease, chronic bronchitis, constrictive bronchiolitis, emphysema, pleuritis, pulmonary fibrosis, interstitial lung disease and sarcoidosis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, eligible veterans who are diagnosed with any form of respiratory cancer or glioblastoma (brain cancer) would also be granted presumptive benefits status.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/04\/02\/burn-pit-advocate-navy-vet-lauren-price-dies-after-long-fight-with-cancer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"188\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Price.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Burn pit advocate, Navy vet, Lauren Price dies after long fight with cancer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lauren Price, 56, worked closely with lawmakers on proposals to help military toxic exposure victims and their caregivers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Typically, for veterans to receive disability benefits, they must prove that their ailments are directly connected to injuries or illnesses which happened as a direct result of their military service. In toxic exposure cases, that usually means combing through military medical and duty records, some of which have deteriorated or disappeared over the decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The presumptive distinction means that veterans only need to show that they contracted one of the illnesses after or during their military service, and that they served in the designated areas and time frames outlined under benefits law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the TCRW Act, that eligible group would include all veterans who served in the following locations:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in Iraq from August 1990 to March 1991 and from March 2003 until present day;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in Afghanistan from September 2001 until present day;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in Kuwait, Saudi Arabia, Oman and Qatar from August 1990 until present day;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in Djibouti, Syria, Jordan, Egypt, Lebanon and Yemen from September 2001 until present day;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 any other area later determined by a federal agency where burn pits were used by the military overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That group contains more than 4 million veterans and counting. More than 223,000 individuals have registered on VA\u2019s Open Burn Pit Registry, but outside advocates believe that number likely undercounts the full number of individuals suffering from burn pit related illnesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Including hypertension as a presumptive condition for the Agent Orange list is expected to affect around 160,000 veterans. The hypertension presumptive alone has been estimated at more than $15 billion over a decade. Additional benefits for hundreds of thousands of younger veterans could easily exceed that amount.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/02\/23\/va-secretary-promises-urgency-in-implementing-new-agent-orange-presumptive-benefits-rules\/\" target=\"_blank\">VA Secretary Denis McDonough<\/a> vowed that money would not be a deciding factor in how the department approaches those disability payouts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople often are inclined to focus first on the cost,\u201d he said. \u201cI want to focus first on the facts and on the data.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers have said if they can advance the toxic exposure legislation in both chambers in the next few weeks, the are optimistic the entire package could be on the president\u2019s desk for final signature by the end of the year.
