Currently, only families of troops injured after Sept. 11, 2001, are eligible for program stipends, which can total several thousand dollars a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/04\/09\/va-secretarys-health-care-fight-could-affect-the-department-for-decades-to-come\/\" target=_blank>VA Mission Act <\/a>passed last year, veterans who sustained a serious military-related injury before May 7, 1975, were supposed to be able to enroll starting this fall. Now, they\u2019ll have to wait at least June 2020 for entry, if not longer.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/05\/29\/falling-enrollment-in-vas-caregiver-program-raises-concerns\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/501857.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Falling enrollment in VA\u2019s caregiver program raises concerns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A major expansion of the stipend program is scheduled for this fall, but lawmakers worry VA officials won&#039;t be ready for it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That\u2019s because department officials still must certify their information technology systems are ready for use before the new families can be added to the program. VA officials said they hope to begin integrating a new \u201coff the shelf\u201d management system next month, with work scheduled through the winter in spring with hopes of completion by next summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA will perform testing and verify that the system has full functionality before expanding the program as required under the MISSION Act,\u201d the department said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timeline shift also pushes back eligibility for families of veterans who served from 1975 to 2001, from fall 2021 to fall 2022 at the earliest. Lawmakers have included a phased application period for different generations of service members to ease pressure on VA systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, officials from the Elizabeth Dole Foundation called the delay concerning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must provide our pre-9\/11 caregivers the benefits and support they deserve,\u201d said Steve Schwab, CEO of the foundation. \u201cWe plan to hold the VA accountable as they target this new deadline. Pre-9\/11 caregivers have been waiting long enough for the benefits they need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA Secretary Robert Wilkie in a statement did not address past frustration about the slow pace of work but said the department is \u201cstrengthening and expanding our program to positively impact the lives of veterans and deliver the best customer experience.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 20,000 veterans were participating in the VA program at the start of this summer. Last year, Wilkie ordered a halt to all discharges from the program after families complained they were being forced out by administrators who mistakenly determined that veterans\u2019 injuries had improved or healed completely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials said since then they have held multiple listening sessions with caregivers and veterans groups on ways to improve the system.
