But ultimately, the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/08\/17\/us-backed-kurdish-fighters-follow-in-footsteps-of-wwii-marine-raiders-with-homemade-sniper-rifle\/\" title=\"\" class=\"\" target=\"_blank\">Kurdish militia known as the YPG<\/a> is expected to retreat to east of the Euphrates River, meeting a long-standing demand by Ankara, which considers the militia a terror group tied to a Kurdish insurgency within Turkey\u2019s borders. Ethnic Kurds live on both sides of the border, in southeastern Turkey and northern Syria.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/05\/erdogan-turkey-to-keep-pushing-kurds-out-of-syrias-north\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"191\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18094311782957.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Erdogan: Turkey to keep pushing Kurds out of Syria&#8217;s north<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Turkish President Recep Tayyip Erdogan said Wednesday that his military \u201cwon\u2019t stop\u201d trying to oust Syrian Kurdish fighters from northern Syria, as he met with the leaders of Russia and Iran for talks on trying to resolve the conflict.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Turkish officials suggested an ambitious plan had been hashed out under which the withdrawal would be complete within six months, with Kurdish fighters giving up their weapons as they leave Manbij. A Turkish official said Turkey would review the withdrawal before a new council is set up to administer the multiethnic town, which has been run by the Manbij Military Council for several years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. wouldn\u2019t discuss whether the Kurdish troops would have to give up weapons, and insisted the plan included only \u201cestimated timelines\u201d based on events on the ground and no hard deadlines. The officials from both countries spoke on condition of anonymity because they weren\u2019t authorized to discuss the deal publicly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The YPG \u2014 Kurdish initials for \u201cPeople\u2019s Protection Units\u201d \u2014 acknowledged that it planned to pull its military advisers out of Manbij, describing it in a statement as the consequence of having completed their mission to train the Manbij Military Council to defend the town.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/17\/us-forces-remain-near-manbij-isis-has-moved-on\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-941295934.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why US forces remain near Manbij while ISIS has moved elsewhere in Syria<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The bulk of the remaining fighters are far from Manbij; however US forces needed to keep ISIS from resurging.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Shervan Darwish, a current member of the council, said residents were \u201canxious\u201d about the news. He estimated that 1 million people live in Manbij and the surrounding countryside, many of them displaced from fighting elsewhere in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What seems certain is that Manbij will remain beyond the reach of Syrian President Bashar Assad\u2019s government in Damascus, which has been forced to surrender much of its authority in northern Syria to Turkey and the U.S.-backed Syrian Kurdish militia as it fights rebels elsewhere in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the U.S., the deal allows the military focus in Syria to return more fully to defeating the last remnants of the Islamic State group, a top priority for President Donald Trump as he seeks <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/04\/06\/as-trump-mulls-a-pullout-isis-attempts-to-re-emerge-in-syria\/\" title=\"\" class=\"\" target=\"_blank\">a rapid withdrawal of U.S. troops<\/a>. It averts a potential confrontation with U.S. forces if President Recep Tayyip Erdogan had followed through with his threat to expand its operations in Syria to Manbij, where the U.S. has stationed troops as a deterrent. The deal also allows Erdogan\u2019s government to claim success on a key national security issue ahead of high-stakes presidential and parliamentary elections in Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So even though the details remained vague and elusive, both the U.S. and Turkey sought to cast the agreement as a win.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe strategic ambiguity has been a lifesaver for the Turkish side,\u201d said Aykan Erdemir, a former opposition member of Turkish parliament now at the Washington-based Foundation for Defense of Democracies. \u201cIt basically bought Turkey time until the second round of elections on July 8. In 2016, the militia helped capture Manbij, <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/03\/22\/us-forces-remain-in-manbij-despite-threats-from-turkey\/\" title=\"\" class=\"\" target=\"_blank\">to the dismay of Turkey<\/a>, which has been pushing the U.S. to expel them ever since. In the tense front around Manbij, the Kurdish forces have exchanged gunfire with Turkish and Turkish-backed Syrian forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the near defeat of the ISIS group, the U.S. has kept 2,000 forces stationed in north Syria, and it operates airstrips and outposts in the Kurdish-administered territory that stretches across Syria\u2019s north and east of the Euphrates River. Manbij lies west of the river.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">American support for Kurdish fighters in Syria has become a major sore point in relations between the U.S. and Turkey. The two have also been at odds of late over detained Americans, Turkey\u2019s response to a 2016 coup attempt in Turkey and plans for Turkey to buy <a href=\"https:\/\/www.militarytimes.com\/global\/europe\/2018\/04\/04\/turkeys-erdogan-says-missile-deal-with-russia-is-final\/\" title=\"\" class=\"\" target=\"_blank\">Russian-made S-400 surface-to-air missile defense systems<\/a> in violation of new U.S. sanctions targeting Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wess Mitchell, the top U.S. diplomat for Europe, said Tuesday that the Trump administration was trying to \u201cstabilize the relationship\u201d with concrete, near-term steps, in hopes of avoiding a wider breach that he warned could \u201cdo multigenerational damage\u201d to ties between the allies. Still, he put Ankara on notice that its partnership with the U.S. on <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/25\/turkey-threatens-retaliation-if-new-bill-stops-f-35-sale\/\" title=\"\" class=\"\" target=\"_blank\">the F-35 fighter jet program<\/a> could be imperiled if it goes through with the Russian purchase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will abide by the law,\u201d Mitchell said at the conservative Heritage Foundation, adding that \u201cif they move forward with a sophisticated Russian weapons platform, they can expect to see it have a ripple effect for their participation in U.S. military industrial projects, and I think that includes F-35.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Issa reported from Beirut.
